The scheme summary set the intake at 150 interns (About, Viksit Delhi CM Internship Program). The final list the Administrative Reforms Department issued after document verification carries 87 names, numbered 2025001 to 2025087 (Final list of selected candidates after document verification). Everything in between was published on viksitdelhiyuva.org, and that address has passed out of the Delhi government's hands. A capture of it made after the handover shows a commercial domain parking page where the programme used to be (the address as archived after the domain changed hands), and the live address today forwards visitors to an unrelated commercial site. Do not register, sign in or upload a document there: whoever holds the domain now is not the Administrative Reforms Department, and anything typed into a form on it reaches them instead of the government. Every quotation from the programme's own pages below is read from web.archive.org captures of that site, taken between June and December 2025 while it was still the department's.

This is a Delhi government internship, not a scholarship and not a stipend paid against study. The Administrative Reforms Department engaged interns pursuing graduation or post-graduation for a fixed spell it calls a Term, set at 89 days (About, Viksit Delhi CM Internship Program), and attached them to Delhi government bodies for it (Administration Circulars and Orders, Delhi Urban Shelter Improvement Board).

The published design was a two-stage funnel. An online screening test would shortlist 300 candidates, all 300 would attend a boot camp, and 150 would be finalised on the strength of an essay written there (About, Viksit Delhi CM Internship Program). Reservation for Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Section and physically disabled candidates applied as per Delhi and Central Government rules.

The dates on that summary moved between versions, which matters if you are reading an old copy. The portal's June 2025 text put the Term at 01 July 2025 to 27 September 2025 and made the stipend conditional on bio-metric attendance (the About page as it stood in June 2025). The public scheme record reproduced further down this page gives a different window at both ends and drops the word bio-metric. Neither window is what happened: interns were still on departmental attachment in November 2025.

One round has run and no source names a second. The department's own website carries no internship page, its What's New list returns no entries at all (What's New, Administrative Reforms Department), and the newest item filed under its news heading is dated 2024 (Latest News, Administrative Reforms Department). There is no notification for a further cycle and no withdrawal notice either; the programme has simply not been mentioned again on a Delhi government page.

The calendar the portal published for 2025 is the only one the programme has ever set out.

That table does not hold together, and it stayed uncorrected on the site. The final result is dated two days before the boot camp that was supposed to decide it, while the boot camp page on the same site said the camp would be held in the first week of August (Bootcamp, Viksit Delhi CM Internship Program). Counting the scheme summary reproduced further down this page, which names an earlier July date again, the boot camp has three published dates and no notice reconciling them.

What actually ran was later than all of it. Document verification was held on 26 and 27 August 2025 (Notice on document verification, Administrative Reforms Department), and offer letters reached interns at a launch ceremony held at the Delhi Secretariat in September (CM launches Viksit Delhi internships). Read the table as the plan the department published rather than a record of what happened; the round it describes was still placing interns in departments in November.

Who can apply

Eligibility criteria

Four conditions decided this, and all four were tested at registration rather than later. A candidate had to be pursuing a graduation or post-graduation course, had to be enrolled in the electoral roll of Delhi or hold any residential proof of Delhi, had to have scored 70% and above in the Class 12th examination, and had to be between 18 and 30 years of age as on the date of application (Eligibility, Viksit Delhi CM Internship Program).

Read the Delhi condition as an either or. The electoral roll is one route and any residential proof of Delhi is the other, and neither asks where you study. No university, college or city of enrolment appears anywhere in the clause, which is what makes the programme open to a Delhi resident studying elsewhere and shut to a non-resident at a Delhi college.

The academic filter reaches backwards. It sits on the Class 12th examination and not on the degree in progress, so a first-year student and a postgraduate in a final semester clear or fail it on the same old mark sheet, and a strong degree record does nothing to lift a Class 12 score below the line.

Age is reckoned as on the date of application rather than against a fixed cut-off date, which means the window itself decides borderline cases. A candidate sitting at the top of the band can be inside the rule on the day the portal opens and outside it later in the same window.

Category was declared in the form, from General, OBC, SC, ST, EWS and PWD, with a certificate of proof uploaded alongside (the registration form as archived).

Who cannot apply

Exclusions

Document verification is where the 2025 round did most of its rejecting. The department called candidates in serial order across two days, 26 August 2025 for serial numbers 1 to 75 and 27 August 2025 for the rest up to 145, and required originals with one set of self-attested photocopies (Notice on document verification, Administrative Reforms Department). Candidature was expressly subject to verification of certificates, so a claim made in the form and not backed by a document at that table was the thing that ended an application.

The registration rules add their own hard stops. A candidate could apply and register one time only, the answer window ran on a timer that started the moment registration succeeded, and the instructions told candidates not to log out of the portal before completing the exam, not to cut, copy and paste, and not to use AI (Do's and Dont's, Viksit Delhi CM Internship Program). A second registration is therefore not a second chance, and a dropped session is not something the portal offered to restore.

Past those, nothing else was written down as a disqualifier. Employment, an internship served elsewhere, the college a candidate attends and the subject being studied all go unmentioned, which puts every rejection back on the four eligibility conditions and on what the verification table accepted.

Renewal conditions

The Term is fixed at 89 days and the department, not the intern, sets when it runs (About, Viksit Delhi CM Internship Program). The portal published no way to lengthen a Term once it had begun, no second attachment for someone who had finished one, and no preference for a former intern in a later cycle.

A former intern who wanted another spell would be back at the registration form, judged against whatever conditions the next round published. The only give inside the Term is leave: interns were eligible for 5 days' leave across the entire duration (Selection and Joining, Viksit Delhi CM Internship Program). Set against a Term of 89 days, that is the whole allowance for illness, exams and everything else (About, Viksit Delhi CM Internship Program).

Each intern was to be paid Rs 20,000 per month, which the scheme states as Rs 60,000 for a complete Term, subject to attendance (Selection and Joining, Viksit Delhi CM Internship Program). The earlier wording tied that to bio-metric attendance specifically, and the later text drops the qualifier without changing the condition (the About page as it stood in June 2025).

No clause covers a commute, and the shape of the posting makes that matter. Interns reported to divisional offices spread across Delhi rather than to one desk at the Secretariat, so the fare to get there each day comes out of the same Rs 20,000 (Selection and Joining, Viksit Delhi CM Internship Program).

What closes the Term is a report. The intern submits it to the Head of Department they were attached to, and the completion certificate carries that officer's signature or an authorised signatory's (Selection and Joining, Viksit Delhi CM Internship Program). Certificates for this cohort were handed over by the Chief Minister at an event that press coverage dated to May 2026, long after the attachments themselves had ended (Delhi CM distributes certificates to interns under Viksit Delhi programme).

• Interns will be eligible for 5 days' leave during the entire duration of the internship.
• Each intern shall be paid an amount of ₹20,000/- per month, i.e. ₹60,000/- for a complete term, subject to attendance.
• At the end of the internship, interns will submit their report to the HODs of the concerned department.
• Interns who successfully complete the programme will receive a certificate signed by the concerned Head of the Department/Authorised signatory.

Two lists were in play at two different stages, and they are not the same list. Registration ran on scans and a selfie taken inside the form; verification ran on paper originals.

One difference in that table is easy to miss. The category certificate had to be an updated one and not merely a genuine one, so a certificate issued years earlier and never renewed is exactly the sort of paper that fails at the table (Notice on document verification, Administrative Reforms Department).

Step by step

How to apply

Applications never went through the National Scholarship Portal or through any scheme aggregator. The route was the programme's own site, and the sequence was tighter than a normal form.

1. Register inside the window, with a photograph taken through the form itself, a mobile number verified by OTP, a password and the uploaded documents (the registration form as archived).
2. Sit the screening test in the same session. After successful registration a timer started, and the candidate answered 4 questions in a maximum of 300 words, subjective (Do's and Dont's, Viksit Delhi CM Internship Program). There was no second sitting and no separate exam day.
3. Watch the portal's own Result page. Every stage was published there as a list rather than pushed to candidates.

Tracking worked on numbers, not on a dashboard. The screening result named shortlisted candidates by registration number, so a candidate looked for the number the portal had issued them (Result of shortlisted candidates for boot camp). Only after verification did the department assign roll numbers, and the final list is indexed on those (Final list of selected candidates after document verification). Keep both numbers if a further round ever runs the same way.

None of that route exists now. The site every step of it ran on is no longer the department's and no replacement address has been published, so there is nothing live to register on, no result page to watch and no status to look up. Pages elsewhere on the web still print the old domain as the place to apply; any page that does is out of date, and the link on it should not be followed.

Four gates were published, and the last two are where the design and the recorded outcome part company.

The department published no explanation for the gap. The shortlist that fed the boot camp does hint at the size of the field it came from, because the registration numbers printed beside its 300 names run into four figures (Result of shortlisted candidates for boot camp). At the launch the Chief Minister put the field at 9,000 applications against 87 selections, in remarks carried by press reports of the event (87 students selected for Viksit Delhi CM Internship).

Everything a candidate was judged on had to be typed. Four subjective answers inside a 300 word ceiling on the day of registration (Do's and Dont's, Viksit Delhi CM Internship Program), then an essay written at the boot camp, and no stage after that hears a candidate speak at all.

An intern's obligations run to attendance, a report and a period of attachment that is set by order rather than negotiated. The Term runs 89 days and the stipend across it is subject to attendance (About, Viksit Delhi CM Internship Program) (Selection and Joining, Viksit Delhi CM Internship Program).

What a placement looked like in practice is visible in the orders departments filed. The Delhi Urban Shelter Improvement Board recorded the deployment of 86 interns under the programme from 07.11.2025 to 13.11.2025, on a letter from the Administrative Reforms Department (Administration Circulars and Orders, Delhi Urban Shelter Improvement Board). The order itself sets out the week: an orientation at the Board's headquarters on the first day, then field visits to night shelter operations, slum redevelopment, sanitation management and the monitoring of housing projects, with a nodal officer at headquarters holding the daily attendance record and the divisions compiling the interns' observations and suggestions at the end of each day (Office Order D-138, Delhi Urban Shelter Improvement Board).

Two things follow for anyone weighing the commitment. The attachment is a rotation and not a desk, so the subject matter changes with the department that has you that week, and the order's annexure groups interns by the district of Delhi they were living in, giving each group a division and a named reporting officer, so a home address decided where an intern spent the week.

Queries went to info@viksitdelhiyuva.org and to Room 711 on the 7th Floor, C Wing of the Administrative Reforms Department at the Delhi Secretariat, I.P. Estate (Contact, Viksit Delhi CM Internship Program). That mailbox went with the domain when it changed hands, so mail sent to it now is mail sent to a stranger.

The department behind it is still reachable at its own published address: Administrative Reforms Department, 7th Level, C-Wing, Delhi Secretariat, I. P. Estate, New Delhi-110002, with arupdate@nic.in as the email it lists (Administrative Reforms Department, Government of NCT of Delhi). That inbox serves the whole department and nothing on its site points a student at the internship, so a letter about the programme lands in general departmental post.

The one officer the programme ever named in public was named for a fixed job. Its verification notice routed candidate queries to an Assistant Director in the Administrative Reforms wing during working hours (Notice on document verification, Administrative Reforms Department), a line held open for those two days of verification and not a standing helpdesk.
