Neither the Board's scheme text nor the myScheme record notifies an opening or closing date for the stipend. The paperwork implies the rhythm instead: the claim rides on a certificate of admission in the present class, so families file after each year's admission is in hand rather than against a published deadline.

Two doors stand in sequence. The first is the worker's own registration with the Board: an age between 18 and 60 years and at least 90 days of construction work in Punjab in a year, according to the Board's registration FAQ.

The second door is the stipend claim itself, and it is wide: any class from primary school to post-graduation, ITI and polytechnic training, and every kind of medical or engineering study counts, provided the student sits in an approved institute or university. Nursing families should look at the Punjabi rate table printed on Form No. 34, which puts A.N.M. and G.N.M. courses in the college row rather than the medical one, so a nursing student draws the college slab. The clause letting the worker claim for personal evening-class study is an unusual one, and the same form extends that route to stipend, uniform and an education allowance.

The scheme publishes no separate exclusion list; the disqualifiers hide in the registration rules and one line of the scheme conditions. A worker inside EPF, NPS or ESIC, a member of another statutory welfare fund, or an income-tax payer cannot register, per the myScheme record, which closes the stipend to that family entirely. A student who failed the last class loses the year, since the scheme conditions refuse stipend in fail cases.

The reverse rule surprises people: drawing an education benefit from another Punjab Government department does not bar the family here. The same conditions document states the beneficiary remains entitled under this scheme even after availing such benefits elsewhere, the opposite of the one-scheme-only clause most state scholarships carry.

Nothing in the scheme text renews itself, and Form No. 34 shows why: the same sheet asks for the class the student has just been admitted to and the date of that admission, the last examination passed with an attested copy of its certificate, and the date up to which the worker's own contribution to the Board stands deposited. The membership and the claim are therefore re-evidenced together every year, and a year the student fails costs that year's money without touching the parent's registration.

The rates below have applied since 1.4.2016, and girls out-earn boys at every level, per the Board's scheme details.

The 2016 revision lifted the older rates substantially: Form 34's own rate table still prints the pre-2016 column, where the primary slab paid Rs 2,800, the college slab Rs 19,000 with Rs 34,000 for hostellers, and medical or engineering study Rs 38,000 with Rs 58,000 for hostellers. A hosteller's uplift needs proof; the fee certificate from the institute is what converts the base rate into the hostel rate.

Beyond the identity, residence and bank papers that anchor the worker's Board membership, the stipend claim leans on the school or college. The Board's required-documents list for the stipend application names four items from the institution's side: an attested photograph of the student, a certificate of admission in the present class, the previous passed-class certificate, and a hostel-proof certificate where the higher rate is claimed.

Form No. 34 does part of that work on its own paper. The student signs a declaration that the last annual examination was not failed, the beneficiary parent signs under it, the head of the institution stamps a certificate naming the class, the academic year and any hostel fee actually paid, and the field officers sign at the foot. The same form also asks whether the student has already taken a cycle from the Board under its cycle scheme and whether the family wants one now, so a stipend claim doubles as that request.

Registration comes first for an unregistered worker: Form No. 28, filed with the Labour Inspector of the area, with a one-time fee of Rs 25 and a monthly contribution of Rs 10 thereafter, per the Board's registration FAQ. Once membership is live, the stipend claim goes on Form No. 34, which the Board publishes as a download; the myScheme record lists the routes as online through a Common Service Centre or offline through the labour offices, and Sewa Kendras handle the same filing.

Tracking does not need a visit. The e-Labour Punjab portal puts the Board's worker application-status page next to its registration and renewal links, and the same portal separately offers a "Check Your Labour Welfare Board Scheme Status" search that belongs to the other Punjab labour board, so a construction worker's family should use the BOCW status link, not the Welfare Board one.

There is no merit ranking; approval is verification. The Board's scheme details describe the chain its welfare schemes share: the application is verified by a committee constituted at sub-divisional level, the Deputy Commissioner approves, and the list goes to the Board for transfer of the benefit into the beneficiary's bank account. On a stipend file that chain begins in the field. The Labour Inspector's printed report on Form No. 34 records the date the details were checked in person and then the amounts recommended, stipend and hostel fee written separately, before the Assistant Labour Commissioner countersigns, so a slab figure only turns into a payable amount once an officer has written it onto the file in person.

The stipend is an annual, class-linked amount, not a reimbursement of receipts, and the hostel figure already folds the hostel fee into the total. Three conditions do the real policing: only a registered beneficiary's child, or the beneficiary in evening classes, can claim; a fail in the last class forfeits the year; and the institution's certificate must reach the Board's portal, per the approved scheme details. Membership upkeep matters in the background, because the Rs 10 monthly contribution in the registration FAQ is what keeps the worker a current beneficiary.

The scheme has no dedicated helpline; the working contacts are the area's Labour Inspector, Labour-cum-Conciliation Officer or Assistant Labour Commissioner, and the nearest Sewa Kendra for filing. The Department of Labour's e-Labour Punjab portal lists 0172-2925755 and 0172-2920755 as its phone lines on working weekdays, and gives the department's address as Labour Bhawan, Model Welfare Centre, Phase 10, Sector 64, Sahibzada Ajit Singh Nagar, Punjab 160062.
