About BNLBKS

The Bebe Nanki Laadli Beti Kalyan Scheme does not hand a Punjab family its money as one grant. The state deposits Rs 20,000 with LIC in the girl's name, and LIC then releases Rs 61,000 to her guardian in instalments that run from her birth to her eighteenth year and stop the day she leaves school. That structure is the scheme in miniature: a sex-ratio measure that pays only while a daughter is being raised, immunised and kept in class, aimed at households earning under Rs 30,000 a year.

The Department of Social Security and Women and Child Development, Punjab runs the scheme, which began under the 13th Finance Commission's component for measures to improve the sex ratio, operating from 2011-12, according to the department's own scheme page. Its two stated objectives are to curb female foeticide and to see that girls get a better education, and the payment stages run from her birth to her Class XII pass accordingly.

The money moves through an insurance corpus, not a treasury transfer to the family. During 2011-12 to 2014-15, Punjab moved Rs 53.75 crore to LIC covering 26,875 beneficiaries, per SSWCD Punjab, which works out to precisely the Rs 20,000 deposit for each girl on the rolls. LIC holds that deposit and releases the staged payments as the girl reaches each milestone.

The intended beneficiary is narrow: a girl born on or after 1 January 2011 into a Punjab family earning less than Rs 30,000 a year, per the scheme page. The scheme also reaches abandoned girl children found on or after that date who live in the state's orphanages and Children's Homes, so a girl with no family at all is not shut out of it.

Open continuously since 2011-12, the scheme sets no close date and holds no annual application round; the milestones that trigger payment sit on the girl's own timeline, beginning at her birth. What a family should know is the funding history behind processing speed. The 13th Finance Commission's term ran to 31 March 2015, no commission funds were available from April 2015, and the scheme was shifted to the State Plan from 2015-16, per SSWCD Punjab. The same page still carries the status from that transition: about 10,000 applications pending, with Rs 15 crore earmarked in the 2016-17 budget. Apply at the birth stage through the DPO, and expect disbursal to track fund releases rather than a published calendar.

Who can apply

Eligibility criteria

Eligibility opens through one of two doors. Either the girl was born on or after 1 January 2011 to parents who are permanent residents of Punjab, or she is an abandoned child found on or after that date and residing in an orphanage or Children's Home within the state, as the department's page lays out.

The income test has an unusual edge: the family's annual income must be below Rs 30,000, and the only proof the department names is the Blue Card issued by the Food and Supply Department, Punjab. No income certificate or affidavit is listed as a substitute, so treat the Blue Card as a hard prerequisite rather than one document among several. A family that qualifies on income but holds no Blue Card has no published alternative route to prove it.

Two further points decide real cases. Daughters born before the cutoff are not counted when eligibility is worked out, so a family with older girls is judged only on the newborn. And eligibility is not settled once at birth: the girl must stay enrolled in school, because the benefit is withdrawn from the date she drops out.

The girl child must have been born on or after 1 January 2011.
The parents of the girl child must be permanent residents of Punjab.
Abandoned girl children found on or after 1 January 2011 and residing in orphanages or Children’s Homes in Punjab are also eligible.
The number of girl children born before this date will not be considered while determining eligibility.

If the girl child drops out of school for any reason, the benefits under the scheme will be discontinued from that date onward.

Who cannot apply

Exclusions

The department writes one exclusion in plain words: newborn boys get nothing under this scheme. The rest follow from the eligibility lines on the scheme page: a family at or above Rs 30,000 a year, a family that cannot produce the Blue Card, a girl born before 1 January 2011, and, from the date it happens, any beneficiary who leaves school. Non-residents of Punjab are outside the scheme unless the girl falls under the orphanage provision.

Renewal conditions

There is no renewal application. The department publishes no annual re-verification, and the stage conditions do that work instead: the payment at age 3 requires full immunization, the class-admission payments require the girl to actually be admitted, and the final tranche requires a Class XII pass, per SSWCD Punjab. Continuous schooling is the one standing condition a family must maintain between stages.

Read the weighting. More than half the total, Rs 31,000, arrives only at 18 and only if the girl has passed Class XII, so the scheme back-loads its value onto completed schooling. The monthly scholarship of Rs 100 through Classes I to VI and Rs 200 from Class VII, small as it is, is the part a family sees regularly, and the only part that arrives while she is studying rather than at a milestone.

What to prepare

Documents required

The paperwork centres on the guardian rather than the girl, because LIC releases every instalment to the guardian: the address proof and Aadhaar card on the list are the guardian's own, and the bank account details are for the account those releases will reach. The girl contributes her birth certificate, which is what fixes her against the 1 January 2011 cutoff, and the family adds the Blue Card as its income proof, per the department's list. Nothing in the published list asks for school records at the application stage; those matter later, when the class-linked payments fall due.

How to apply

The application runs entirely offline. You approach the District Programme Officer for your district, collect the application form from that office, and hand it back with the documents; the department then verifies the claim before the girl is enrolled for the LIC-routed payments. None of it moves online: myScheme's record of the scheme shows offline as the sole application mode, and Punjab directs applicants to its district offices rather than to a portal. The DPO for each district, with the officer's name, email and mobile number, is listed on the department's DPO directory.

How winners are picked

Selection process

Selection is a household eligibility check rather than a contest between applicants, and no ranking rule or beneficiary cap appears anywhere in the scheme's published terms. The DPO's office verifies the girl's birth date, her parents' Punjab residence and the family's Blue Card, and once that verification clears she is enrolled for the LIC-routed instalments.

Terms & conditions

The conditions keep binding after approval. Payments route through LIC to the guardian alone; the age-3 instalment is conditional on full immunization; each class-linked amount is conditional on actual admission; and the closing Rs 31,000 requires the girl to have passed Class XII by 18, as the department specifies. The dropout clause is the sharpest term: if the girl leaves school for any reason, the family's benefits end from that date, with no published provision for restoring them on re-admission.
