State Award for Teachers(SAT)
Overview
About SAT
Ten school teachers in Goa receive Rs 100,000 and a citation each year under the State Award for Teachers, the recognition the Directorate of Education runs for the state's best classroom work. The name on the notification has moved on, though: Goa now confers the same honour as the CM-Vashistha Guru Puraskar, and the revised rules changed how much service an applicant needs and how the form travels.
The State Award for Teachers is the Goa government's annual honour for school teachers, special educators and heads of recognized government or aided schools, from primary classrooms up to higher secondary principals. The earlier guidelines fixed ten awards, each carrying cash of Rs 100,000 and a citation, split across categories that cover both North and South Goa State Awards to Teachers revised guidelines, Directorate of Education (archived).
The scheme has since been renamed. The nomination proforma switched to "CM-Vashistha Guru Puraskar" from the 2024-25 cycle CM-Vashistha Guru Puraskar 2024-25 proforma, Directorate of Education, and the revised guidelines for 2025-26, which cite State Government approval through a file dated 16/06/2026, still open by describing the purpose of State Awards to Teachers and keep the ten-award structure intact CM-Vashistha Guru Puraskar 2025-26 guidelines. Same scheme, new name, stiffer entry bar.

Important dates
No standing annual window exists; the dates arrive by circular each cycle, and in the current one the notice landed a day before the window opened. For 2025-26 the revised guidelines cite a State Government file dated 16/06/2026 CM-Vashistha Guru Puraskar 2025-26 guidelines, and the circular dated 30/06/2026 opened self-nominations for the whole of July, 01 July 2026 to 31 July 2026 CM-Vashistha Guru Puraskar 2025-26 circular.
The current cycle's timeline, as the Directorate announced it:

Eligibility criteria
Service length is where the revision bites. The 2025-26 guidelines ask an in-service regular teacher or special educator for at least 15 years of regular teaching service in Goa, counted as on 30 June of the academic year applied for, and a headmaster must show 5 of those years in administration CM-Vashistha Guru Puraskar 2025-26 guidelines. The earlier rules, the version most listings still quote, wanted 5 years of regular service after probation, fixed as on 30 June 2019 State Awards to Teachers revised guidelines (archived).
The rest of the bar is about the kind of appointment, not the subject taught. The school must be a recognized government or aided institution, the applicant must hold the academic and professional qualifications prescribed for their cadre, and only regular staff count CM-Vashistha Guru Puraskar 2025-26 guidelines.
There is no family income ceiling anywhere in the guidelines. This is a merit honour scored on classroom performance, not a means-tested scholarship CM-Vashistha Guru Puraskar 2025-26 guidelines.

| The retired Teachers are not eligible for State awards. In-service teachers shall have to complete at least 5 years of regular teaching service as of 30th June 2019 after probation in the State of Goa only and are eligible for the State Award to Teachers. | |
| Those teachers who are due for retirement for the year to which the State Awards relate are not eligible for State Awards to Teachers. | |

| Only regular Teachers and Heads of Schools will be eligible. | |

Exclusions
The source publishes no separate exclusion list; the disqualifiers sit inside the eligibility conditions and the nomination form itself. Two of them appear only on the form: a teacher penalized by the Goa Board of Secondary and Higher Secondary Education (GBSHSE) is not considered, and neither is a teacher against whom an inquiry is being conducted State Awards to Teachers revised guidelines (archived). In practice the tuition rule is the one that surprises applicants: a teacher who takes private tuitions is out, however strong the classroom record, and retirement timing matters twice, since both retired teachers and teachers retiring in the award year are barred CM-Vashistha Guru Puraskar 2025-26 guidelines.
Continuation
Renewal conditions
There is nothing to renew. The award is a one-time cash prize and citation for the year it is conferred, not a recurring scholarship, and the guidelines carry no renewal clause; nothing in them stops a fresh self-nomination in a later cycle CM-Vashistha Guru Puraskar 2025-26 guidelines.
What you get
Award & benefits
Each awardee receives Rs 100,000 in cash along with a citation, and ten awards are declared for the state in a cycle State Awards to Teachers revised guidelines (archived). The categories run from primary teacher to higher secondary principal, with the district-level categories filled separately for North and South Goa.
The reservation for differently abled applicants is the quiet change of the 2025-26 revision. The earlier guidelines set aside 2 of the 10 awards for differently abled teachers, special educators and heads of schools State Awards to Teachers revised guidelines (archived); the revised guidelines reserve 1 award, open it across all categories, and the proforma asks for a disability certificate above 40% from anyone applying under it CM-Vashistha Guru Puraskar 2025-26 guidelines CM-Vashistha Guru Puraskar 2025-26 proforma.
The differences between the two rule sets matter enough to lay side by side:
| Rule | Earlier guidelines | 2025-26 revision |
|---|---|---|
| Minimum service | 5 years, as on 30 June 2019 | 15 years (headmasters: 5 in administration) |
| Awards reserved for differently abled | 2 of 10 | 1 of 10 |
| How applications travel | By hand or by email | By hand, to the Zonal Head |
| Final selection cap | 8 regular plus 2 special category | 9 plus 1 special category |
- Amount: ₹100,000 per awardee
- Distribution of Awards
- Primary Teachers: 2 awards (one per district)
- Secondary Teachers: 4 awards (two per district)
- High School Headmasters: 2 awards (one per district)
- Higher Secondary Teachers: 1 award (state-level)
- Higher Secondary Principal: 1 award (state-level)
- NOTE: Out of the 10 awards, 2 awards are reserved for differently abled teachers/Special Educators/Head of schools. Special Educators are allowed to apply for State Awards under the category of Sr. No. 1 & 2.
What to prepare
Documents required
The listed documents are the easy half; the prescribed form supplies the fussy half. A recent passport-size photograph must be attested by a Gazetted Officer on its backside and enclosed with the form, the applicant signs an undertaking that everything submitted is true, and a differently abled applicant attaches a disability certificate above 40% CM-Vashistha Guru Puraskar 2025-26 proforma. The proforma runs in four parts: the teacher's particulars, an extra questionnaire answered only by heads of institutions, the recommendation, and the District Selection Committee's own assessment sheet. The portfolio is not an attachment to skim over; the committees mark what it evidences, so reports, photographs, audio and video of real classroom work carry the application.
Step by step
How to apply
The route is paper, start to finish. The prescribed form for each cycle is uploaded on www.education.goa.gov.in, the applicant self-nominates on it, and under the 2025-26 rules the completed form goes by hand to the respective Zonal Head at the educational zones in Panaji, Mapusa and Margao CM-Vashistha Guru Puraskar 2025-26 circular CM-Vashistha Guru Puraskar 2025-26 guidelines. Earlier cycles also accepted applications by email State Awards to Teachers revised guidelines (archived); that convenience is gone from the revised procedure.
Before the form moves, the recommendation on Part III has to be signed by the right authority for the school type, from the head of the institution for government secondary schools to the chairman of the managing committee for aided schools, whose committee must also attach a resolution supporting the nomination CM-Vashistha Guru Puraskar 2025-26 circular.
There is no online tracking to refresh. The scheme sits outside every scholarship portal, and myScheme records the benefit as cash without DBT routing State Award for Teachers on myScheme. Progress announces itself instead: a teacher who clears the district stage is called to present before the state-level committee CM-Vashistha Guru Puraskar 2025-26 circular, and every notice in the current cycle, the circular, the guidelines and the proforma, was uploaded to the Directorate's orders and circulars page, which makes that page the one to watch for results Orders and circulars, Directorate of Education.

How winners are picked
Selection process
Selection runs through two committees, and the first one checks the paperwork against reality. The District Selection Committee, chaired by the Deputy Director of Education, forms verification teams to physically verify what the applicant claimed, marks each application against the evaluation matrix, and shortlists three times the number of awards in each category before forwarding names with vigilance clearance certificates CM-Vashistha Guru Puraskar 2025-26 guidelines.
The marking is weighted heavily toward what happens in the classroom. Objective criteria carry 20 of the 100 marks and performance criteria the remaining 80; the 2025-26 matrix rewrites the performance rows around teaching effectiveness, innovative pedagogy aligned with NEP 2020 and engaging society in the school's development, and on the objective side it credits online capacity-building courses under iGOT Karmayogi, SWAYAM or MOOCs CM-Vashistha Guru Puraskar 2025-26 guidelines.
The State Selection Committee, chaired by the Director of Education, then assesses the district nominations afresh, hears a presentation from every nominee, and settles the final list within a cap of 9 names plus 1 special-category awardee under the revised rules CM-Vashistha Guru Puraskar 2025-26 guidelines.
One routing detail trips up applicants from the Central Educational Zone, which has no committee of its own: Tiswadi taluka nominations go to the North District Selection Committee, while Ponda, Sanguem and Dharbandora nominations go to the South CM-Vashistha Guru Puraskar 2025-26 circular.
Fine print
Terms & conditions
Two clauses in the guidelines deserve a careful read before signing. The undertaking is open-ended: every applicant certifies that the information submitted is true, and anything later found untrue exposes the teacher to disciplinary action, not just rejection. And the awards are not owed to anyone; if no sufficient, suitable and eligible candidate exists in a category, the government is not bound to confer that award at all CM-Vashistha Guru Puraskar 2025-26 guidelines. The District Selection Committee, for its part, must certify that marks were awarded only after due verification of the facts.
