About STGCA

A Scheduled Tribe girl who takes admission in Class 11 in Madhya Pradesh is owed Rs 3,000, and she will not fill in a form to get it. The state's own entitlement record for this scheme puts the claim in a teacher's hands: the school's teacher enters the student's profile on the education portal from the records and certificates she hands over, and the sanctioning officer is the cluster principal, the Block Education Officer or the District Education Officer (CM Helpline entitlement record, ST girl literacy incentive Class 11). That one design decision explains most of what goes wrong with this award, and most of what a family can actually do about it.

The award is a single payment attached to one event: clearing Class 10 and enrolling in Class 11. The state's resource book on social protection schemes describes it as the Kanya Saksharta incentive, paid to Scheduled Tribe girls of Class 11 who have qualified their Class 10 examination, at Rs 3,000 per year per beneficiary, and records it as a girls-only head (Social Protection Schemes for Children and Adolescents in Madhya Pradesh, AIGGPA and SHRC, Resource Book 2020, entries 60 and 66).

Two departments show up in the paperwork, and both are correct. The entitlement record files the scheme under the School Education Department as a state-sponsored scheme with the stated objective of continuity and quality in a student's education. The resource book files the same fund under the tribal affairs department with the Directorate of Public Instruction doing the distribution. The money is a tribal welfare head; the machinery that moves it is the school system, which is why the officers named on the record are school officers and not tribal department ones.

There is a second thing worth knowing before reading any listing of this scheme, including the one reproduced below. Madhya Pradesh runs three parallel Rs 3,000 Class 11 girl incentives side by side, one for Scheduled Tribe girls, one for Scheduled Caste girls (CM Helpline entitlement record, SC girl literacy incentive Class 11) and one for girls of de-notified, nomadic and semi-nomadic communities, the last of which the Government of India describes as an incentive of Rs 3,000 on taking admission in Class 11 for the first time, distributed under the Integrated Scholarship Scheme through the Directorate of Public Instruction (Department of Social Justice and Empowerment, Girls Literacy Promotion Scheme Class 11th). Because they share a portal, an amount and a name, their published texts get crossed constantly, and the Scheduled Caste wording turns up mid-record in aggregator entries for the Scheduled Tribe version, including this scheme's own myScheme listing, whose eligibility and benefit lines read Scheduled Caste while its title, its department, its document list and the entitlement record it links to all read Scheduled Tribe. Where a summary and a source disagree, the source governs: the entitlement record filed under this scheme's own number is a Scheduled Tribe record, and the certificate category on the school file is what the state pays against.

Nothing on the Scheduled Tribe record functions as a calendar. It carries no time-limit row at all, where its Scheduled Caste and de-notified tribe twins at least carry one and fill it with "online through the education portal" rather than a date, and the scheme's myScheme entry leaves its open and close dates empty. What actually binds a Class 11 girl is the window in which her school is entering profiles on the Shiksha Portal for the session, and that is the school's calendar, not the scheme's.

Two things the record does date are worth noting. Its own entitlement page was last revised on 15 May 2025, so the Rs 6.00 lakh ceiling and the officer chain above are current to that revision (CM Helpline entitlement record, ST girl literacy incentive Class 11). And while the Scheduled Caste version of this incentive records 2013 to 2014 as the year it began (CM Helpline entitlement record, SC girl literacy incentive Class 11), the Scheduled Tribe record publishes no start year at all.

Who can apply

Eligibility criteria

One number separates this scheme from its Scheduled Caste twin, and it is the guardian's income. The entitlement record for the tribal version caps the father's or guardian's income at Rs 6.00 lakh, and the resource book repeats it as guardians' income not more than Rs 6 lakh. The Scheduled Caste record carries no rupee figure at all; it asks only that the father or guardian does not fall in the income tax payer category, and it does not ask for an income or salary certificate anywhere in its conditions. A family reading a generic writeup of "the Rs 3,000 Class 11 girl scheme" is therefore reading a condition that may not be the one their daughter is tested against.

The income test also runs on two separate papers rather than one. The record asks for a self-declaration that the parent or guardian is not an income tax payer, and, on top of it, an income certificate or salary certificate issued by a competent authority. A school that has collected the declaration and not the certificate has collected half the proof.

The last condition is the quiet one. The girl has to be continuously studying, which is the phrase both the entitlement record and the resource book use, and it is what a broken year of attendance or a lapsed enrolment breaks. Nothing in either source restricts the award to a government school; the scheme record describes the institution as a recognised one, so a girl in a recognised private higher secondary school is not excluded by the school's own type.

Exclusions

Neither the scheme record nor the department's entitlement page publishes an exclusion list for this incentive, and the only bar written into its conditions is the loss of continuous study.

Renewal conditions

This is a Class 11 entitlement, and the department publishes no renewal step for it: the rate is written as an annual figure per beneficiary, but the scheme covers the one class and the record carries no Class 12 continuation. That is a real difference from the state scholarship the same girl draws in the two years before, where the resource book explicitly notes that reapplication is not required for renewal across Classes 9 and 10.

What you get

Award & benefits

Rs 3,000, sent straight into the student's own bank account rather than a parent's, is the whole of the benefit. There is no fee head, no book or stationery component and no hostel allowance riding on it.

What makes the figure worth understanding is the jump it represents. Under the state's own tribal scholarship heads, the amounts a Scheduled Tribe girl draws in a government school change sharply at the Class 11 door.

The conditions change at the same door. Through Classes 9 and 10 the state scholarship asks for no income certificate at all and survives a failed year. From Class 11 the money is larger, the income ceiling appears, the non-taxpayer declaration appears, and continuous study becomes a condition of payment.

What to prepare

Documents required

Two items on the list decide whether the claim clears, and neither is the one families worry about.

The first is the caste certificate. The entitlement record does not accept any Scheduled Tribe certificate: it specifies an attested photocopy of the permanent caste certificate issued by the Sub-Divisional Officer (Revenue). A provisional certificate, or one issued by a different office, is not what the record describes.

The second is the bank account, because the payment goes into the student's own account. An account opened in a parent's name, or one lying dormant, stops a sanctioned claim at the last step.

Beyond the scheme record's list, the resource book's entry for this fund also names the Samagra ID, the last class passing marksheet and the bank account details as necessary documents, which is the set a Madhya Pradesh school will normally already hold for a girl on its rolls.

Step by step

How to apply

There is no student-facing application to submit. The entitlement record describes the process as an online application through the education portal, made by the teacher of the institution who enters the student's profile from the documents she has supplied, and it names www.shikshaportal.mp.gov.in as the link. The resource book, describing the same fund, records the application as a single application made by the girl to the principal of her school, with the online leg on scholarshipportal.mp.nic.in. Both descriptions agree on the part that matters to a family: the girl gives papers to the school, and the school makes the entry. There is no application fee.

Tracking the money is a question of asking the right person in the right order, because the portal entry is made and corrected by the school rather than by the student. The first question is whether the school has made the entry at all for this session. The second is whether it went in against the Scheduled Tribe scheme rather than one of the two look-alikes the same portal carries. If the entry is missing, wrong or stalled, the entitlement record names one and the same set of officers for both the sanction and the appeal: the concerned cluster principal, the Block Education Officer or the District Education Officer. Selection process

Nothing is ranked here. The record publishes no merit test, no cut-off and no quota for this incentive; eligibility is the selection, and what stands between a girl and the payment is verification. The resource book names the verifying authority as the school authorities, specifically the principal and the school's scholarship department head, and the entitlement record puts sanction with the cluster principal, the Block Education Officer or the District Education Officer.

Terms & conditions

The scheme is state-sponsored and covers urban and rural areas alike, with no application fee at any stage. The scholarship is sent directly to the student's bank account, which makes an active account in the girl's name a condition of payment rather than a formality. Sanction and appeal both sit with the same school officers, which is unusual and worth reading twice: the officer who can approve the claim is also the officer an aggrieved family appeals to, so a dispute that stalls at the cluster principal has to move up to the Block or District Education Officer to go anywhere.

The record names the cluster principal, the Block Education Officer and the District Education Officer together as the designated officers, and the resource book names the school principal and the school's scholarship department head as the verifying officers. A family that has already been turned away at the cluster level should be asking the Block or District Education Officer, not repeating the request one rung lower.

Note that the record does not route this scheme through the tribal department's own helpdesk, even though the fund sits on a tribal welfare head.
