A Scheduled Tribe student entering Class 9 in Madhya Pradesh meets two pre-matric awards carrying almost the same name. The state's own scholarship hands a boy Rs 600 and a girl Rs 1,300 and asks nothing about what the household earns. The centrally sponsored one covering the same two classes pays by the month instead, and screens what the parents earn. Two things decide what a family should actually expect: those state figures are whole-session sums and not monthly rates, and the Education Portal prints a rule about what happens when one student clears both sets of conditions.

The English name most listings carry is not the department's own. On the state's scheme directory the entry is filed as a pre-matric state scholarship for Classes 9 to 10 against budget head 6175(0102), classed as a state-sponsored scheme of the Tribal Affairs Department, and dated to 1972 (Pre Matric State Scholarship Class 9 to 10, CM Helpline scheme record). The pre-matric label in that title is worth noticing, because the centrally sponsored scheme covering the same two classes uses the same word.

How much of this moves in a session is public, scheme line by scheme line. The Education Portal publishes a summary of scholarship applications for every scheme of a department, and under the tribal welfare department the state ST scholarship appears there as three separate lines rather than one. On the report generated in January 2023 for the 2022-23 session, the undivided line showed 8,69,342 sanctioned applications with 7,96,041 of them paid, the Classes 6 to 8 line showed 9,47,555 sanctioned and 8,76,390 paid, and the Classes 9 to 10 line was empty (Summary of Scholarship Applications received for all schemes of a Department, MP Education Portal).

An empty line on one dated snapshot does not prove that nothing reached Class 9 students that year. It proves something narrower and more useful to a parent: the heading a school's entry lands under is what decides where the claim becomes visible, and the two lower headings were already paying while this one was not.

The record draws the beneficiary group as Scheduled Tribe boys and girls and marks the scheme's area as urban and rural alike, with no school-type condition attached to it anywhere (CM Helpline scheme record). That silence is the one that matters at this level. The state's resource book prints the main rate of the centrally sponsored pre-matric award for government school students specifically, and this scheme attaches no such condition of its own (Social Protection Schemes for Children and Adolescents in Madhya Pradesh, AIGGPA and SHRC, entries 57 and 58).

So there is no date a student can miss. There is a date a school can miss, and it is whether this session's entry went in before the season closed.

Four conditions are written on the record, and only the first is a test in the ordinary sense: the student has to be a native of Madhya Pradesh. The other three are the department stating what it will not ask for, namely that no income ceiling binds the state scholarship anywhere in Classes 1 to 10, that a year failed does not end the entitlement, and that no income certificate is required (CM Helpline scheme record).

Read the income clause as a range rather than an omission. It is written across Classes 1 to 10 as one block, and the means test that is missing here appears immediately above that block: the resource book's post-matric ST entry for Classes 11 and 12 sets a guardian income band of Rs 2.50 lakh to Rs 6 lakh for private school students (Social Protection Schemes for Children and Adolescents in Madhya Pradesh, AIGGPA and SHRC, entry 59). Matriculation, not Class 9, is where income starts to matter in this department.

Nothing on the record names a minimum mark, a percentage or a division. The class the student is sitting in and the tribal status behind the caste certificate are the whole of what is tested.

Once a Class 9 entry is in, the band looks after itself. What has to happen every session is the school's entry, and what governs it is not a renewal form but the department's own working season: the record gives the scheme's time frame as July to December (CM Helpline scheme record). A student who moved up in June and was never entered inside that season has nothing to renew. Something was never started, and it was never started in the school office.

The band also runs out. Class 10 is the last year an entry can be made under this heading, and a Scheduled Tribe student going into Class 11 moves to a scheme that does ask about income.

Those are totals, not monthly rates, and that is the point on which a Class 9 search misleads people most often. The department's record follows each figure with the words for 10 months and publishes no per-month rate anywhere beside them (CM Helpline scheme record). Other official listings of the same award, the state's own resource book among them, print the identical figures as a yearly amount (Social Protection Schemes for Children and Adolescents in Madhya Pradesh, AIGGPA and SHRC, entry 57). Both descriptions land on the same sum. Neither of them supports multiplying Rs 600 by ten.

Gender moves the figure and nothing else does. The scheme carries no hosteller rate, no day scholar rate, no book, uniform or fee head, so the two lines above are all of it for a session.

The centrally sponsored scheme covering the same two classes is built the opposite way round. The Ministry of Tribal Affairs pays its Pre-Matric Scholarship at Rs 225 a month for day scholars and Rs 525 a month for hostellers, for a period of 10 months in a year, and holds parental income from all sources to Rs 2.50 lakh (Pre Matric Scholarship Scheme, Scholarship and DBT, Ministry of Tribal Affairs). Those are per-month figures against the state's per-session ones, which is why the central award is the larger of the two on any reading, and why the Selection Process section below matters more here than it usually would.

Where the state money goes is settled. The record describes the disbursal as a one-click distribution through the Samagra portal into the student's own bank account (CM Helpline scheme record).

Nothing on this list was drawn up with Class 9 in mind. The resource book prints one identical set of papers against the state's Classes 1 to 5, Classes 6 to 8 and Classes 9 to 10 ST entries and against the centrally sponsored pre-matric entry sitting beside them (Social Protection Schemes for Children and Adolescents in Madhya Pradesh, AIGGPA and SHRC, entries 55 to 58). A family that produced these papers in Class 8 is producing the same ones again.

They do not all do the same job. Admissibility turns on exactly two of them, because the record's conditions turn on tribal status and on being a native of the state: the caste certificate and the Madhya Pradesh domicile certificate. Step by step

How to apply

A student applies at the school they already attend, and that is the whole of the route the record publishes. It names the principal and the head master of the concerned school as the designated officers for the scheme, enters the application fee as nil, and sends an appeal to the sankul principal above them (CM Helpline scheme record).

Because that application-process field repeats the conditions instead of listing steps, no step count, form number or acknowledgement slip exists for a family to hold on to. The school's entry for the session stands in for a receipt.

Checking the Claim Before the Entry and After It

Two public screens on the Education Portal answer different halves of that question, and neither asks for a login. The first works forward from a student's own facts. Report L44 takes the academic year, gender, whether the student is a native of Madhya Pradesh, the caste category and the sub-category including Baiga, Bhariya and Sahariya, the class and its subject stream, whether the school is a government school, how many brothers and sisters there are, and whether the student lives in a hostel and of what kind, then calculates the schemes those answers open (Know your eligibility for consolidated scholarship schemes, MP Education Portal).

The second works backward from the money. The department-wide summary quoted earlier sets sanctioned applications against applications actually paid, and the column it prints the paid figure in is headed M1Click, the same one-click disbursal the scheme record names (Summary of Scholarship Applications received for all schemes of a Department, MP Education Portal). A scheme line carrying sanctions with nothing against it in that column is describing claims that have cleared verification and are waiting on the transfer. That summary links through to a narrower screen for one district at a time, report code SY_PAY_04, which asks for an academic year, a report date and a district (District And Scheme Wise Report of Applications, MP Education Portal).

Neither screen names an individual student, so neither will confirm one child's payment. What they are good for is separating the two explanations a school will otherwise blur: a district where this scheme line has moved, against one where it has not moved for anybody. Where the district has been paid and one student has not, the escalation the record itself names is the sankul principal.

How winners are picked

Selection process

Nothing is scored and nothing is ranked. The department gives the beneficiary conditions and the selection procedure as one and the same thing on the record, so clearing the four conditions is the entire selection, and no cap on the number of scholarships is published against the scheme (CM Helpline scheme record).

The filter that decides something sits on the portal rather than in the scheme, and it is written as a general rule for every scholarship the state runs. Madhya Pradesh has placed all of them into groups, and the note on the Education Portal's class-wise scheme screen states what follows: from each group the benefit of only one scheme is given according to eligibility, and where a student is eligible for more than one scheme inside a group, the scheme carrying the larger amount is the one granted (Class-wise consolidated scholarship schemes, MP Education Portal).

Apply that to the Class 9 Scheduled Tribe student who satisfies both pre-matric awards, and the second half of the rule does the work. If the state scholarship and the centrally sponsored one fall inside a single group, the larger amount is the one that gets paid, and the central rates run per month where these run per session. If they fall in different groups, the rule does not force a choice between them at all. Which group each scheme sits in is a question the portal answers when the class-wise screen is run for a class and a session; the rule itself is published, the group map is not, and a school office is closer to that screen than a family is.

Read together, the published conditions are unusually light on the student and unusually heavy on the school. Nothing is charged for applying. A failed year is survivable. No income certificate has to be produced, and no income ceiling applies anywhere across Classes 1 to 10. Urban and rural schools are worked on one rule. The money is credited through the Samagra portal to an account in the student's name, so no part of it is set off against anything owed at the school (CM Helpline scheme record). Every one of those is a condition the department has taken on itself rather than imposed on the family, which leaves the school's session entry as the only step where the claim can realistically fail.
