One batch in one department can apply for the Smt. Uma Gupta Fellowship: the M.Sc. Ag (Genetics & Plant Breeding) students of Govind Ballabh Pant University of Agriculture and Technology (GBPUAT), Pantnagar. Its Office of the Dean Student Welfare calls for the applications on plain paper, and the notice that opens each cycle carries a line the scheme listings leave out: preference goes to a girl student, and a male student is considered when no girl student is available.

The fellowship pays Rs 1,000 a month for three semesters to a student of the M.Sc. Ag (Genetics & Plant Breeding) programme at Pantnagar. The Uttarakhand government's own compendium of state schemes, Meri Yojana - Rajya Sarkar, prints it at serial 39 of the GBPUAT student welfare table with exactly that benefit and that duration, in a block of named awards the university administers, in the second edition published by the Programme Implementation Department.

Where it sits matters more than it looks. The scheme is filed under the Agriculture Department, Uttarakhand, which reads like an office a student could write to. The university files it differently: at 13 in a list of 50 scholarships and financial assistance available "from outside agencies", between the Monsanto Scholarship and the S.K. Mukherjee Scholarship, in the GBPUAT prospectus for admissions. Nothing about it is run from a state office or a state portal.

Important dates

There is no fixed annual calendar, and the deadline moves within a cycle more often than it holds. The 2022 call went out in July with an August last date, in the notice of that year. The 2023 call went out in April with a May last date and was then pushed back more than once, each extension notice recording that the date had been extended again: a July notice carried it to August, and a further notice at the end of August carried it into September, each leaving every other condition of the April notice unchanged. The 2024 cycle ran a September notice with the last date at the end of that month. Across those cycles the call has landed anywhere between April and September, so watch the board from your second semester onward and expect the date to move once it appears.

Who can apply

Eligibility criteria

Enrolment in the programme is the whole published test, plus being in the right batch at the right moment. Each cycle's notice is addressed to the M.Sc. Ag (Genetics & Plant Breeding) students admitted to the first semester of a named session, and the money runs from Semester II of the first year to Semester II of the second year of that batch, per the notice issued by the Office of the Dean Student Welfare in September 2024. A student applies once, after one semester of results exists.

The gender rule is written into the notice itself rather than left to a regulation. Preference is given to a girl student, and where no girl student is available the fellowship is given to a male student as well, in the same wording the April 2023 notice used.

Neither the notice nor the state compendium sets an income ceiling, a domicile condition or a minimum CGPA. Aid you already hold is not a bar either, though you have to declare it: the form asks whether the applicant is in receipt of any scholarship, fellowship, financial assistance or assistantship. That question is rarely answered with a blank at Pantnagar, since a large part of any master's major already draws the university's own Graduate Research or Teaching Assistantship, and the applicant has to disclose it here rather than choose between the two, as the prospectus sets out.

Exclusions

No exclusion list is published for this fellowship, in the scheme record or in the state compendium. One bar sits on the application itself: the form must carry the certification that the student is not on AP/CP at present, an abbreviation the notice does not expand, so a student flagged under that status cannot be put forward. The other bar is timing, since the notice states plainly that no application will be entertained after the prescribed date.

Renewal conditions

Nothing here is renewed. The award is one fixed run of three semesters, and no renewal form or renewal notice for it appears on the university's student corner page, which does carry renewal paperwork for the University Ph.D. fellowship and for the Mandi Samiti scholarship. A student who needs support past the second semester of the second year is looking at a different award, not a second term of this one.

What you get

Award & benefits

Rs 1,000 a month, paid in cash terms rather than in kind, for three semesters. The state table adds no total for the tenure and no revision clause, and the notices the Dean Student Welfare has issued for the fellowship carry the monthly rate and nothing beyond it.

Two other Pantnagar endowments in that same table pay an identical monthly rate, and only the Monsanto Scholarship also matches this fellowship on tenure.

What to prepare

Documents required

The scheme record says only that documents follow the university's guidelines. The notice is specific. The application is typed on plain paper, and the September 2024 call attached a printed DSW application form as its second page. It carries the student's name in block letters, ID number, college, date of registration in M.Sc. Ag (G. & P. B.), batch, the CGPA or percentage of marks at the end of the first semester, the declaration about other assistance, and a contact number, with a copy of the mark sheet and certificate enclosed. What makes it a valid application is the countersignature block under the student's own signature: spaces for the advisor, whose seal is asked for there, the head of the concerned department, the Deans of the College of Agriculture and the Dean P.G.S., per that notice and its form.

How to apply

There is no online form and no portal. A cycle starts when the Office of the Dean Student Welfare issues its notice and copies it to the Head of Genetics & Plant Breeding, to the notice boards of the College of Agriculture and the DSW, and to the incharge of the university website, which is the route by which it reaches the student corner listing. Watch that page or the department board, because the call is not advertised anywhere else.

The submission itself is four steps: type the application with the details the notice asks for, collect the four countersignatures, attach the mark sheet, and hand it to the DSW office before the last date.

No aggregator says what happens after the form is handed over, and a Uma Gupta applicant has no login to refresh. The DSW publishes outcomes the way it publishes calls, as a notice on the same student corner page, where the Scholarship Approval Notice for a session appears among the other award lists. Until one goes up, the department office that countersigned your form is the place that knows where the file has reached. Payment is tied to sanction rather than to selection: for this block of university awards the state compendium describes the route as applications invited on a prescribed form, evaluation by a committee constituted by the Vice Chancellor, sanction by the Vice Chancellor, and payment to the student after that, in the GBPUAT section of the compendium.

Selection process

The deciding rule is not published as a rule. What the notice gathers is merit, in the shape of the first semester CGPA, and the gender preference. What the compendium supplies is the committee route above, and the row for this fellowship carries a ditto mark in the application and selection column rather than text of its own, so that route is inherited rather than spelled out for it. How many students are selected in a cycle is not published, and neither is any cut-off.

Terms & conditions

No standalone terms document exists for this fellowship. The conditions that bind are the ones printed on the notice: the certification about AP/CP, the declaration of any assistance already held, the countersignature chain through the department and the two Deans, and the hard stop after the prescribed date. The compendium adds the payment condition, that money reaches the student only after the Vice Chancellor's sanction.
