Snehapoorvam Scheme(SS-KERALA)

myScheme records no open or close date for this scheme, because the operative deadline is a standing annual one. The stages below repeat every academic year.

Families aiming at the next academic year should have the form, certificates and joint bank account ready before school reopens, since the Village Officer's income certificate and the gazetted-officer attestation on every copy both take their own time.

The test is residence, bereavement, study level, and family income, and all four must hold together. The child must be a resident of Kerala, must have lost either father or mother or both, and must be studying between the first standard and a degree class; children below 5 years qualify directly even before schooling starts, per the Kerala Social Security Mission.

On income, BPL families qualify as a category. APL families are not shut out, but face a very low ceiling: annual family income below Rs 20,000 in panchayat areas and below Rs 22,375 in corporation or municipality areas, as stated by the Kerala Social Security Mission. An APL household with any regular salaried income will usually fall outside that ceiling. The income is certified, not self-declared; the Documents Required section below covers who signs it.

myScheme publishes no exclusion list for this scheme, but the official application form does draw one hard line. The guardian must declare, and the head of the institution must certify, that the child is not an inmate of an orphanage or any other institution and attends the educational institution from home, per the declarations in the official Snehapoorvam application form. A child living in institutional care therefore cannot draw this allowance; the scheme's whole design is to support the children who stayed with their families. Postgraduate courses also sit outside it, since eligibility runs from the first standard to degree classes only, per the Kerala Social Security Mission.

One boundary is worth settling before filing rather than after. The mission's How to Apply instruction names aided and government schools and colleges, while the certificates printed inside the application form leave room to tick an unaided institution. A family at an unaided school should get that confirmed by the mission before spending on attested copies.

The scheme carries forward year to year without a fresh application, but not by itself. The Executive Director's sanction order on the form says the child is entitled in the coming years to the amount matching the class then being studied, as long as the study continues, per the official application form. What keeps that entitlement alive is a short certificate printed with the guidelines: at the beginning of each academic year the family fills in the register number, the institution and its category, the class now being studied and the class and institution of the previous year, has the head of the institution attest it, and sends it to the mission's headquarters in Thiruvananthapuram.

So a continuing family repeats one certificate, not the whole document file, and it goes to the headquarters directly rather than through the October route that governs fresh applications. The certificate carries the child's and the guardian's signature or thumb impression alongside the institution head's attestation.

The assistance is a flat monthly amount that steps up with the level of study, and it is the same for every eligible child at that level. These are the slabs the mission currently pays.

The mission publishes no cap on the number of children admitted to the scheme in a year, and no one-time grant sits on top of the monthly amount. How the money travels explains an otherwise odd instruction in the paperwork: the mission disburses the assistance by core banking from an account it holds at the South Indian Bank's Thiruvananthapuram corporate branch, so the guidelines ask the family to open the joint account at a nearby South Indian Bank branch, or at another bank on core banking, per the official application form.

myScheme lists the papers in general terms. The form's own guidelines set the conditions that decide whether a file survives scrutiny, and they are stricter than that list suggests. Every copy attached has to be attested by a gazetted officer or the head of the institution, and four are named: the death certificate of the parent who died, the passbook pages carrying the child's name and address along with the bank's address and IFSC code, the Aadhaar card copy or, where Aadhaar has not been issued yet, an attested copy of the registration slip, and the income certificate in original or an attested copy of the BPL certificate or BPL ration card, per the official application form.

The income proof splits by category on the form itself: a BPL household attaches the local body secretary's certificate, and an APL household an income certificate from the Village Officer. A separate certificate inside the form, the one confirming the parent's death and the guardian's financial hardship, cannot be signed by just any official; the form restricts it to a Mayor, Chairman, President, Councillor, Member, MP or MLA of the local self-government concerned. A child below 5 years carries one more, the Child Welfare Committee chairman's certificate, which is printed as its own page in the form.

This is an offline-first application with an online back end that the institution, not the family, operates. The filled form and documents go to the head of the aided or government school or college before 31st October; the head verifies them and submits the application through the online portal to the Executive Director of the mission, per the Kerala Social Security Mission. Children below 5 years follow the one exception: their guardians apply directly to the Executive Director through the district's Child Welfare Committee.

The guidelines are literal about the form itself. Every column has to be filled, no column may be left blank, and an application that gives the school's short name instead of its full name and category is not considered. They also give postal addresses, splitting the state in two: applications from Kasaragod, Kannur, Malappuram, Wayanad and Kozhikode go to the Regional Director at the mission's regional office in the Civil Station, Kozhikode, and applications from the other districts to the Executive Director at Poojappura, Thiruvananthapuram. The envelope has to carry the words for a Snehapoorvam scheme application along with the district, and the applicant's name and address, per the official application form.

The online leg runs on the mission's E-Suraksha portal at kssm.ikm.in, where schools and colleges hold the login, and the portal for the 2025-26 academic year is now closed. To track an application or a pending payment, start with the institution head who submitted it, since the login and the submission record sit with the school; the portal also publishes district-wise status reports, and its help line takes status queries on 1800 120 1001, 0471-2341200 and 7593802032, or by email at Snehapoorvamonline@gmail.com, per the E-Suraksha portal. There is no candidate-side login to check status, which is the single biggest difference from portal-based scholarships that families expect to track themselves.

The mission publishes no merit list, quota, or ranking rule for this scheme; selection is a verification chain rather than a competition. The head of the institution checks the application and certifies the child's enrolment and family situation, then forwards it online to the Executive Director of the Kerala Social Security Mission, per the mission's scheme page. The last step is printed on the form as an order: on examining the application and its annexures, the Executive Director records the class the child is studying in, fixes the monthly amount for that class and sanctions it, per the official application form. For children below 5 years, the Child Welfare Committee stands in as the recommending body. There is no interview and no test.

The mission publishes no consolidated terms document; the binding conditions sit inside the form's declarations and its guidelines. Two of them govern the money after it is sanctioned. No ATM card may be taken on the joint account, and withdrawals have to be made by cheque signed by both the child and the guardian, so the account must be opened as that kind of account and a copy of the guidelines handed to the bank at the time, per the official application form.

The declarations bind the household and the school together. The guardian certifies that the child is entirely in their care, is studying in the class named, and is not an inmate of an orphanage or any other institution but goes to the educational institution from the guardian's own home; the head of the institution countersigns the class, the same non-inmate condition, and the institution's category. The assistance is tied to continued study, ending with degree-level courses, and the payment route stays the student-guardian joint account named in the form.
