Each cycle of this scheme is opened by a departmental advertisement and closed by whatever notice follows it, and both ends have shifted year to year, from paper forms due in early February to an online window closing in mid-August. Here is what the department has actually announced.

The practical reading: expect a window of roughly six weeks opening after the HSLC and HSSLC results, and treat any extension as a bonus rather than a plan. The department publishes both the advertisement and any extension on ttwd.assam.gov.in and mirrors the invitation on the portal, so those two pages, not third-party alert sites, are the places to watch.

The binding conditions live in the myScheme record shown below, so what follows is the part that trips people up. "During the current year" means the examination year of the application cycle: the notification's rate clause counts passes of that year's HSLC, so a student who cleared in an earlier year and sat out a cycle has no route back in, per the scheme guidelines. There is no marks floor anywhere in the guidelines or the record; clearing the examination is the whole academic test.

Community membership is proved through a caste certificate issued under the OBC/MOBC category with the Tea Garden Labourer or Ex-Tea Garden Labourer (TGL/Ex-TGL) notation, signed by the district's commissioner or a designated officer, as the guidelines specify. The income ceiling of Rs 5.00 lakh a year rests on the family's own declaration: the department's application advertisement asks a parent or guardian to submit an undertaking in the department's format, and no income certificate figures anywhere in the scheme's document list.

The myScheme record publishes no exclusion list, but the department's paperwork draws three lines in practice. An applicant who files from more than one sub-division is out entirely: the application advertisement states that repeat applications from different sub-divisions will not be considered in any case. A pass from an earlier year fails the current-year clause described under Eligibility. And the SIRISH portal posts two gates of its own before any form opens: Aadhaar authentication is mandatory for every applicant, and the bank account named in the application must be a scheduled one, Aadhaar-seeded and held in the applicant's name.

A renewal column would sit empty on this page: the Rs 10,000 lands once, against one year's pass, and neither the guidelines nor the myScheme record describes a second instalment or a continuation claim. The published rules do leave one question open. They never say whether a student who took the incentive after HSLC can claim it again after clearing HSSLC two years later; if that is your situation, put the question to the directorate before assuming either answer.

The award is Rs 10,000 per student, the same figure the directorate offered in its first award notice for the 2019-20 cycle, and the myScheme record rendered below carries it unchanged as a plain cash benefit. The money moves by e-transfer or direct bank transfer into the selected student's own account, per the scheme guidelines, and the portal separately requires that account to be Aadhaar-seeded and held in the applicant's name before an application goes anywhere.

Two design choices make this scheme more generous than it first looks. The guidelines set no fixed quota of awards; the physical target follows whatever requirement the Sub-Divisional Welfare Officers submit, so eligible applicants are not competing against each other for a capped pool. And taking this incentive does not lock you out of the department's other support: the record itself notes that applicants remain eligible for the regular Post-Matric Scholarship and the financial-assistance schemes in the same year, each on its own conditions.

The upload list on the SIRISH scheme page is the operative one at application time, and it does not read quite like the myScheme list rendered below: the portal adds the original Aadhaar card, and the bank passbook page it wants must belong to an Aadhaar-seeded scheduled account, not just any account. The parent or guardian's income undertaking follows a prescribed format, downloadable from that same page, so write it fresh rather than reusing a general-purpose affidavit. Keep the mark-sheet and pass certificate from the current year's examination at hand in scanned form; every upload has a tight size cap, and a rejected file at midnight before the deadline is a self-inflicted wound.

Registration comes first, and it is Aadhaar-driven. Open the login page from sirishassam.in, pick one of the server links, and sign up on the application portal with your Aadhaar number and Aadhaar-linked mobile, then set a password, as the How to Register page walks through. If you registered in an earlier cycle for any SIRISH scheme, the department's advertisement says to log in with the old user ID and password and upload only the fresh documents.

Filling the form ends with a preview screen that shows everything you entered before final submission, and each earlier tab can still be edited from there, per the department's step-by-step user manual. Submit, and an application number appears under the portal's Application Status tab along with a printable acknowledgement slip. Do not treat submission as the finish line: the guidelines require you to produce that acknowledgement together with the original documents before the Sub-Divisional Welfare Officer when called for verification.

Tracking happens in the same place the application number lives. The Application Status tab shows the status at each stage after submission, beginning with Verification Pending, and the logged-in dashboard carries a grievance tab for complaints, as the user manual documents screen by screen. There is no separate tracking site and nothing to check on the National Scholarship Portal; if the status has not moved for weeks, the scheme's query line under Contact below is the faster route.

Selection is verification, not competition. The guidelines describe no test, interview, or merit ranking: the Sub-Divisional Welfare Officer examines the applications, places a consolidated list before the Sub-Divisional Level Beneficiary Selection Committee for approval, and forwards the approved list to the directorate through the online system. The Director consolidates the lists from every sub-division and places the final one before the Chairman of the State Level Advisory Committee. Where an applicant looks doubtful during examination, the Director sends the list back to the concerned officer for re-verification rather than silently dropping the name, so an odd document usually costs time, not the award.

The conditions that survive past approval are administrative and sit in the notification: the directorate keeps the records and monitors implementation, reports annually to the government once grants are released, submits utilization certificates, and answers to a mandatory audit by the Accountant General of Assam, with disbursement targeted within the financial year. On the applicant's side the advertisement puts one duty in writing: give the correct details of your own bank account, because the transfer goes wherever the form points it.
