About SUATFA

The Scholarship to Undergo Advanced Training in the Field of Art is Kala Academy Goa's monthly stipend for Goan students who have already trained in an art form and want to take it further. It runs on paper, opens only when the academy advertises it, and is easily confused with the Centre's CCRT scholarship and with two schemes of Goa's own Directorate of Art and Culture.

The scholarship belongs to Kala Academy Goa, which the Government of Goa set up on 28 February 1970 as a registered society and an apex body for music, dance, drama, fine art, folk art and literature. The state government funds the academy fully (Government of Goa portal, Kala Academy).

Its fields cover the performing and the visual arts alike, puppetry and folk art included, rather than the classical forms alone (myScheme, scheme record). The academy's own Citizen's Charter lists the scholarship among its awards and grants and names the fields more briefly, as Indian classical music and dance, Western music, visual art and other traditional arts (Kala Academy Goa, Citizen's Charter). Neither description has a beginner in mind: certificates of earlier training are one of only two documents the scheme asks for.

Kala Academy teaches several of these disciplines itself, through its Faculty of Indian Music and Dance, its Department of Western Music and its School of Drama (Directorate of Art and Culture, cultural education in Goa). The published terms do not, however, require a scholar to train at the academy.

Kala Academy keeps no published calendar for this scholarship. The scheme record carries no opening or closing date, and the call comes by newspaper advertisement whenever the academy issues one (myScheme, scheme record). "From Goa", the scheme's first condition, is not defined: no period of residence or domicile certificate is named, and the only identity document on the list is a birth certificate (myScheme, scheme record).

Goa's Directorate of Art and Culture, for its own grant for art training outside the state, spells out birth in Goa plus residence for a substantial period or at least the last fifteen years (Directorate of Art and Culture, Citizen's Charter 2022-2023). That test belongs to that grant, so ask Kala Academy what proof of Goan origin it accepts before you apply.

"Student" is not tied to any class, course or institution, and the terms set no minimum marks and no minimum length of earlier training. The screen that does exist comes later, at the interview and practical demonstration Kala Academy holds before it selects anyone.

Kala Academy publishes no exclusion list for this scholarship. One question it leaves open is whether a student already drawing another scholarship for the same training can hold this one as well. The Directorate of Art and Culture's talent-search scholarship, for example, shuts out students who receive a scholarship for similar training from any other government or non-government body (Directorate of Art and Culture, Citizen's Charter 2022-2023), so raise it with the academy if you already hold one.

Renewal conditions

The myScheme record grants the scholarship for two years at first, extendable for another three (myScheme, scheme record). Kala Academy's own Citizen's Charter departs from that on the first term alone, putting it at "two/three years" before the same extension of another three (Kala Academy Goa, Citizen's Charter). On the charter's wording a scholar could draw it for six years in all rather than five, so ask the academy which first term your award carries and have it confirmed in writing.

Neither source says what an extension turns on, whether a progress report, a guru's certificate or a fresh demonstration, and both word it as something that can be granted rather than something owed. Plan on the first term alone until the academy confirms an extension.

Kala Academy pays the scholar Rs 3,000 a month for as long as the scholarship runs. The academy's Citizen's Charter states that rate, and the myScheme record carries the same figure (Kala Academy Goa, Citizen's Charter, myScheme, scheme record).

Nothing in either source links the stipend to a course fee, a guru's charges, instruments, materials or travel, and no separate allowance for any of them is mentioned. The record does not mark the scheme as a direct benefit transfer, and neither source says how or how often the money reaches the scholar, so ask about the payment route and schedule when you are selected.

Documents required

The paperwork is short, and most of its weight falls on proof of training. Besides the birth certificate, the list asks only for certificates of previous training, and those are what show the academy you are past the beginner stage (myScheme, scheme record).

Gather every certificate you hold from a guru, a music or dance school or an examining body, and arrange them in date order so the progression is easy to follow. Anything further the academy wants is set by its prescribed application form and the rules it hands out free of charge.

How to apply

The application is on paper. Kala Academy invites applications through advertisements in local newspapers, and the scheme record lists no online application link (myScheme, scheme record).

The route, as the scheme's own terms describe it, runs in four steps:

1. Watch the local newspapers for Kala Academy's advertisement inviting applications.
2. Collect a free copy of the scheme's rules and regulations from Kala Academy, and ask there for the prescribed application form.
3. Submit the completed form with your birth certificate and your certificates of previous training.
4. If your application clears scrutiny, attend the interview and practical demonstration you are called for.

There is no online status check for this scholarship. Goa's Chief Minister's Scholarship Portal, where students track applications by Aadhaar number and date of birth, carries 24 schemes from six departments, and neither Kala Academy nor the Directorate of Art and Culture is among them (Chief Minister's Scholarship Portal, Goa). Ask the academy's office directly, by phone or email, about the status of your application and later about payment, giving your name, discipline and the date you handed in the form.

How winners are picked

Selection process

Kala Academy scrutinises the applications, and candidates then go through an interview and a practical demonstration before the final selection (myScheme, scheme record).

The scheme's wording ties that demonstration to the candidate's performing art and says nothing about how painters or sculptors are assessed. A visual artist should ask, once the advertisement appears, whether to bring original work, photographs of work or a portfolio.

No number of scholarships, merit list or cut-off is published. Kala Academy's advisory committees include ones for Indian music, dance, Western music, folk art, drama and visual art (Government of Goa portal, Kala Academy), but the scheme does not say who sits on its interview panel.
