No opening or closing date is announced for this scheme, because there is no common cycle to announce. The deadline belongs to the individual mark sheet.

That last row is worth knowing before a family gives up on a lapsed claim. The board's own note says that in case of delayed submission of forms, the Worthy Welfare Commissioner may condone the delay period, which makes the window firm rather than absolute.

Before the percentage is looked at, the board checks two things about the parent. The beneficiary must be working in an establishment registered under the Punjab Labour Welfare Fund Act, 1965 with contributions regularly received by the board, and must have completed six months as a member before any benefit can be drawn (Labour Department, Chandigarh). A worker who registered the same month the results came out has no claim yet, however well the child did.

Marks come in afterwards, to place the file in a slab, though with nothing published below 50% the bottom band doubles as a floor. One route goes past the percentage altogether: a student who finished first, second or third in national or international games or sports is granted the scholarship without the percentage being taken into account.

The source publishes no separate exclusion list. What works as one is the bar on a compartment in any subject, which stops the application for that result outright, and the rule that a child already granted a scholarship by another institution is not entitled to one from the board (Labour Department, Chandigarh).

There is no renewal step and no continuation form. Each qualifying result is a fresh application in its own three month window, and the graduation grant is the end of the line: the board states that no further scholarship shall be granted thereafter (Labour Department, Chandigarh).

Seven slabs are published, three each for the two school stages and one for graduation.

Nothing is published below the 50% mark at either school stage, and nothing is published for a graduate under 60%, so a result under those lines carries no slab to apply against.

Beyond the identity and registration papers the scheme record lists, the board's own conditions name two enclosures that decide whether a file is complete: a photocopy of the mark sheet, and a photocopy of the applicant's bank passbook on which both the account number and the IFSC code are visible (Labour Department, Chandigarh). A passbook page cropped to the name and address does not meet that condition.

The record also asks for the BOCW card together with its validity page, and the validity page is the half families leave out: it is what puts a date on the membership the six month rule is counted from.

Applications run through the department's own e-governance portal, not through a national scholarship portal, and the scheme page settles which desk they belong to: its two links hand out the Chandigarh Labour Welfare Board's user manual and send the applicant to ServicePlus to apply or register (Labour Department, Chandigarh). The Building and Other Construction Workers Welfare Board keeps its own registration and login in a separate block on the department's home page (Labour Department, Chandigarh), which is a different set of services from the one this form sits in.

That manual sets out the sequence: register as a user on labour.chd.gov.in, confirm the OTP sent to the registered email and mobile number, and save the user ID and password. A successful login redirects automatically to the ServicePlus application portal, where the applicant clicks Apply for Service, picks the Labour Welfare Board service, and reaches the form for grant of welfare schemes. After the form is filled, the applicant accepts the declaration, enters the captcha, previews the details, attaches the annexures and clicks Save Annexure before submitting (Chandigarh Labour Welfare Board user manual).

The last screen matters more than it looks. It offers a system generated acknowledgement to print or download. Lose that sheet and the reference number printed on it goes with it, and there is no second handle on the file.

ServicePlus, the National Informatics Centre platform the form sits on, gives two ways to check where a submitted file has reached. Either use the Track Application option on the portal home page with the application reference number and the date of submission, or log in and open View Status of Application, then Track Application Status (ServicePlus, National Informatics Centre). Without the acknowledgement number, neither route will find the file.

The board publishes no committee, no merit list and no ranking against other applicants. The rule is arithmetic: eligibility as a beneficiary decides whether the claim stands, the percentage decides which slab it falls in, and the sports placing overrides the percentage where it applies (Labour Department, Chandigarh).

Three limits shape what a family can actually draw over the years. The benefit stops at two children of the worker. A child holding a scholarship from another institution cannot hold this one as well. And once the graduation grant is paid, the board grants nothing further (Labour Department, Chandigarh).
