Scholarship to Disabled Students(STDSUK)

The Social Defence Division does not publish an opening date or a closing date for this scholarship, and its 2023-24 booklet prints no calendar for it either. Two structural anchors are all a family has to work with. The rate covers up to 10 months of the academic year, and the qualifying paper is the previous year's annual result, so the natural moment to file is the term in which that result is declared rather than the first day of term. Since the institution starts or forwards the file, the useful question is the principal's, not the district office's: ask when the school is submitting its proposals for the year.

Four conditions decide it, and the department's current scheme page states them plainly: a disability of 40 percent or more, a pass in the last examination with at least 40 percent marks, satisfactory regularity of attendance in the course being studied, and a doctor's certificate of the disability (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24). The attendance test is the one most applicants overlook, because it is judged by the institution rather than by a document the family holds.

The fourth condition is worth reading in both places the department writes it. The scheme page asks for a doctor's certificate; the 2023-24 booklet writes the same condition as holding the divyang identity card. Neither wording is loose about the threshold: the certificate the scheme actually accepts has to show the percentage of disability, and it comes from the civil hospital medical board (scheme booklet 2023-24). The Rights of Persons with Disabilities Act, 2016 does not name that board itself. It leaves the designation of certifying authorities to the appropriate government under Section 57 and sets out the assessment and issue procedure under Section 58 (The Rights of Persons with Disabilities Act, 2016, India Code), which is why the paper a Gujarat family needs is a state-issued one even though the standard behind it is national.

On family income the department's website says two different things, and only one of them is current. The scheme page and the 2023-24 booklet set out the four conditions above and impose no income condition at all (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24). An old question and answer page on the same site still carries a family income ceiling for this scholarship, traced there to a departmental resolution of March 2008 (Director, Social Defence, question and answer page). That page has been overtaken in every other respect too. It bands the classes as one to seven and eight to twelve where the scheme now bands them one to eight and nine to twelve, it quotes monthly rates where the scheme now publishes annual ones, and it tells applicants to collect a paper form from the district office where the scheme now runs online. It is a legacy page rather than a live condition, and the income ceiling on it is not one a current applicant has to clear.

The department publishes four situations in which the scholarship stops being payable: the student is irregular at the school, college or educational institution; the student abandons the course; the student is already drawing a scholarship from the state government or from anywhere else; or the disability is below 40 percent and the marks are below 40 percent (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24).

The double-drawing bar is the one that catches families by surprise, because a student with a certified disability is often eligible for a central scholarship at the same time, and the central schemes carry the mirror-image rule. A holder there may not hold any other scholarship or stipend, and a student awarded two must exercise an option for the more beneficial one and inform the awarding authority through the head of the institution (DEPwD scholarship FAQ). Choosing is allowed; drawing both is not.

Nothing here renews on its own. The rate is granted for one academic year and the qualifying test is the last examination, so the 40 percent marks condition is re-applied every year against the result just declared (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24). A student who slipped below it in the year just finished has nothing to carry into the next one.

The department publishes no renewal form, no renewal deadline and no shorter renewal route, so each year is a fresh application through the institution. That is a real difference from the national portal, where a student selected last year on a course that is still running logs back in with the previous year's application ID and updates only the fee and marks details (DEPwD scholarship FAQ).

The rate depends on two things, the level of study and whether the student is a day scholar or a hosteller, and at every level where the table publishes both, the hosteller rate is the higher one. The scheme page and the 2023-24 booklet print the same ten rows.

Two features of that table are worth naming. Class 1 to 8 has a day scholar rate and no hosteller rate beside it, so the hostel premium begins only at Class 9. And the top two bands pay identically: a postgraduate reading for an MSc or an LLM draws the same as an MBBS or BTech student at the same residence status, which means moving from a professional degree into a postgraduate one changes nothing about the money.

Blind students have a separate row in the same table: a reader allowance of Rs 1,500 a year, which the table attaches to every other course listed above rather than to Class 8 (scheme booklet 2023-24). The scholarship itself is credited to the student's own bank or post office account rather than to the institution (Digital Gujarat citizen user manual).

The booklet's document list is short, and its first line carries an alternative that matters: either a photocopy of the student's divyang identity card or the civil hospital medical board's certificate showing the percentage of disability (scheme booklet 2023-24). A student who has been assessed but has not yet collected the identity card is therefore not automatically stopped at the counter.

Beyond that the file needs a copy of the Aadhaar card with the bank account details, a certified copy of the previous year's annual result, and the application form itself, which the educational institution fills online and forwards to the District Social Defence Officer. Keep the bank passbook and the result copy in the student's own name; the account is verified before the proposal moves, and a name mismatch stalls it.

The department's own instruction is short. The form is submitted online at digitalgujarat.gov.in by the principal of the primary school, high school or college, or by the student, and is then sent to the concerned district social defence office (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24). It does not fix which of the two has to do it, and because this scholarship starts in Class 1 it sits across both of the portal's scholarship routes: on the pre-matric route the principal logs in and pulls the student's record from the Sarva Shiksha Abhiyan data, or types it in, before anything is submitted, while on the post-matric route the student fills the form and the principal verifies it (Digital Gujarat citizen user manual). For a primary school child, in other words, the family may never touch the portal at all, and the practical task is getting the certificate, the result and the bank details to the school in time.

Tracking a stuck claim means knowing which desk is holding it, and for this scheme the desks are unusual. The bank account is checked first, and not by the school or the district: account verification is done by a central team at Gandhinagar, so an application that appears frozen at the very start is often waiting there rather than on anyone local (Digital Gujarat citizen user manual). Once the account clears and the institution has forwarded the proposal, the file belongs to the District Social Defence Officer, who holds the power to sanction it. The department prints the address and telephone number of each of its 33 district offices at the back of its scheme booklet, and that office, not the directorate in Gandhinagar, is the one that can say where a particular proposal has reached.

The department publishes no merit list, no ranking rule and no cap on the number of awards. What it does publish is where the decision sits: the power to sanction this scholarship belongs to the District Social Defence Officer (Director, Social Defence, disability scholarship scheme, scheme booklet 2023-24). A student who satisfies the four conditions and whose papers verify is sanctioned, so the contest is with the file rather than with other applicants.

The award attaches to the level of study and to hostel status. None of the published conditions turns on caste category, so a student is not competing inside a reserved pool. It is granted as an annual rate for up to 10 months rather than as a monthly stipend, which matters when planning around it: the old monthly figures still circulating for this scheme are not what the department pays now.

Two further conditions decide whether a sanction survives. Sanctioning power is a district power, so a correction, a reconsideration or a grievance belongs at the District Social Defence Officer's desk rather than at Gandhinagar. And while a certificate of disability issued under Section 58 of the Rights of Persons with Disabilities Act, 2016 is valid across the country (The Rights of Persons with Disabilities Act, 2016, India Code), that portability does not carry the scholarship with it: the proposal still has to be filed through an institution and sanctioned by a district social defence officer in Gujarat.

The scheme's headquarters is the Director, Social Defence Division, Block 16, Ground Floor, Dr Jivraj Mehta Bhavan, Sector 10, Gandhinagar (scheme booklet 2023-24). For anything to do with an individual application, though, the useful number is the district one. The booklet's closing pages list all 33 District Social Defence Officer offices with their block and room numbers, addresses and telephone numbers, which is the fastest way to reach the officer who actually holds the file.
