The Scheme of Post Matric Scholarship to Lower Income Group Student for Studies in India is a Government of Haryana scholarship run by the state's Department of Higher Education. Its stated object is to give financial assistance to lower income group students so they can complete their education. It is administered through Har-Chhatravratti, the Directorate of Higher Education's centralised scholarship portal in Panchkula, and covers recognised post-matriculation courses studied within India.

The benefit is paid in cash and combines several components: monthly maintenance charges set by course and hostel or day-scholar status, the compulsory institutional fees a scholar owes (such as tuition, enrolment, library, examination and medical fees), and limited support for approved study loans, study tours and thesis typing or printing. From 2021-22, payments are released through Direct Benefit Transfer.

The award is open to Indian nationals who are permanently settled in Haryana and who have passed matriculation or an equivalent examination. Selection turns on the parents' or guardians' total annual income from all sources, and the scheme states explicitly that it is decided on income and not on caste, with lower-income applicants given precedence. Correspondence courses are not eligible, and a scholar cannot hold another scholarship of equal or higher value at the same time.

Who cannot apply

Exclusions

  • The applicant pursuing studies through correspondence courses.
  • The applicant continuing professional studies in a different line after completing education in one professional line (e.g., pursuing LLB after B.Ed.).
  • The applicant holding any other scholarship/stipend of a higher value while availing of this scholarship.

  • Maintenance Allowances
  • ₹75/month for hostel residents and ₹60/month for day scholars pursuing degree courses in engineering, technology, medicine, architecture, and similar disciplines.
  • ₹65/month for hostel residents and ₹50/month for day scholars pursuing diploma/certificate courses in engineering, technology, or medicine.
  • ₹60/month for postgraduate courses in agriculture or community development (₹45 for day scholars).
  • ₹40/month for undergraduate courses like B.Sc., B.Com., or equivalent (₹27 for day scholars).
  • Tuition and Other Fees
  • Coverage of mandatory fees, including tuition, library, games, medical, and examination fees, payable to the institution.
  • Up to ₹100 per year for professional courses, covering travel expenses (train, bus, etc.).
  • Thesis Printing Charges
  • Coverage of expenses for typing or printing the thesis for postgraduate students.
  • Mode of Disbursement
  • Direct transfer to the beneficiary’s bank account or payment through the institution. Students are advised to get the Aadhaar Seeding done in their Bank account before applying for the scholarship.
  • Frequency of Disbursement
  • Monthly maintenance allowances and reimbursement of other fees on a semester/annual basis.
  • Scholarships are valid only for the duration of the recognized course in a recognized institution.
