Haryana's Scholarship to Scheduled Castes Students Studying in Government ITIs pays an SC trainee a monthly scholarship, reimburses tuition fee at a fixed monthly rate, and asks nothing about family income. The skill directorate uses it for the SC trainees the Post Matric Scholarship leaves out, and a trainee who takes it signs away every other state or central scheme, so the trade a trainee joined and the ITI's upload decide more here than any form the trainee fills.

The scheme is a Haryana state scheme with no central share. The Governor approved it from 2017-18 in an order conveyed by the Welfare of Scheduled Castes and Backward Classes Department, which placed its running with the Skill Development and Industrial Training Department, the department that manages the state's Government ITIs; the welfare department releases the money to that department as it asks for it, and the scheme order puts the whole cost on the state budget.

In practice the scheme is for an SC trainee of Haryana who is enrolled in a trade at a Government ITI inside the state, whether the trade unit is affiliated to the State Council (SCVT) or the National Council (NCVT) for Vocational Training. The skill directorate's own scheme listing for ITI trainees calls it "Scholarship to SC Students in Govt ITIs", names it a state scheme, and records "No Income criteria" against it.

The scheme publishes no annual closing date; its record carries none, and the payment calendar runs off the trainee's own session instead.

For the 2025-26 session the directorate's circulars are the only calendar there is: the scheme opened on the departmental ERP portal in February 2026, and reminders to principals followed in March, April, June and September 2026 (the June reminder carries the earlier letters as attachments), the last still about 2025-26 applications. The 31 December 2026 closing date on the Har-Chhatravratti home page, as read on 27 September 2026, belongs to the Higher Education Department's schemes listed there, not to this one.

Eligibility criteria

What the directorate adds to the eligibility conditions is the entry level and the paperwork it checks. Its scheme listing asks for an 8th or 10th pass certificate, so a trainee admitted to a trade after Class 8 is inside the scheme, alongside an SC caste certificate, a Haryana domicile certificate, Aadhaar, an Aadhaar-linked bank account and a Parivar Pehchan Patra (PPP, Haryana's family ID).

Two other ITI scholarships sit on the same directorate listing, and the differences decide which one a trainee can claim. The table sets them side by side.

Read across, this scheme is the only one of the three open to an SC trainee whose family earns above Rs 2.5 lakh, and unlike the Post Matric Scholarship listing, which asks for a Matric pass, it accepts a trainee who joined a trade on a Class 8 certificate. That gap is how the directorate uses the scheme. Its April 2021 circular to Government ITI principals explains that SC trainees admitted on an 8th-class qualification, admitted under the SCVT scheme, or above the income limit miss out on the Post Matric Scholarship, and it tells principals to put those trainees' applications through under this scheme instead.

Exclusions

The source publishes no separate exclusion list, but the 2017 order closes the scheme to three groups by how it is worded. A trainee at a private ITI is outside it, because the order covers only Government ITIs; the directorate's Post Matric Scholarship listing, which takes private ITI trainees, is the route to check instead. An ITI outside Haryana does not count either, because the order names Government ITIs situated in Haryana State. And an SC student at a Haryana ITI who does not belong to a Scheduled Caste of Haryana does not meet the order's caste condition.

The directorate's own circulars add a fourth, practical line. Its February 2026 circular asks principals to upload under this scheme the SC trainees admitted to SCVT trades, and from NCVT trades only those the Post Matric Scholarship does not cover.

Renewal conditions

The order describes no separate renewal form. The scholarship is paid in each academic year of the course, and the order bars it for a trainee who fails: the scheme order says no scholarship is given to failed students. For a second-year trainee, the documents list asks for the last exam passed certificate, which a first-year trainee does not have to produce.

The award has two parts, both monthly. The directorate's listing sets a maintenance amount of Rs 200 a month and a tuition fee reimbursement of Rs 15 a month, the same rates the 2017 order fixed. The order gives the rate per month and says it is paid each academic year, but it does not fix how many months of a session the rate is counted for, so no annual total is published.

The money is released in two equal halves in each academic year, and each half has its own trigger.

The order does not state the attendance percentage behind the second half; the rule that decides whether a trainee may sit the trade examination is the one the ITI applies.

• The scholarship of ₹200/- per month will be given to the student of Scheduled Caste in each academic year.
• Under the scheme, ₹15/- per month as tuition fee will be reimbursed.
• Note 01: No scholarship will be given to failed students.
• Note 02: The scholarship will be given in two installments in each academic year. The first installment (50% amount) will be given after taking admission to Government ITI’s and the second installment (Remaining 50% of the amount) will be given subject to fulfillment of attendance criteria for appearing in the examination.
• Note 03: The payment of the scholarship will be made to students through their Aadhaar-linked bank account instead of cash payment.

What to prepare

Documents required

The scheme's own order asks for less than the long list shown below. Under the 2017 order, an application is handed to the Head or Principal of the ITI with one passport-size photograph signed by the trainee, one attested copy of the caste certificate or Haryana resident certificate, and an affidavit that the trainee will not take benefit under any other state or central scheme.

The longer list, which includes a Class 12 certificate and an income certificate, is the common "Key Documents Required" list the Har-Chhatravratti portal prints for every scheme it hosts, with the order's affidavit added at the end. Because the directorate records no income criterion for this scheme, an income certificate does not decide eligibility here, and a trainee who joined the ITI straight after Class 8 or Class 10 has no Class 12 certificate to give.

How to apply

The application starts at the ITI, and for the 2025-26 session it is the ITI that puts it online, under the directorate's State SC Scheme circulars on uploading SC trainees' applications to its ERP portal. The scheme order routes the application through the Head or Principal of the ITI. The skill directorate's February 2026 circular then announced that the scheme had started on the departmental ERP portal and directed principals to upload the applications of eligible SC trainees there, which fits what the portal shows the public: erp.itiharyana.gov.in opens on a sign-in screen for account holders, with no registration form for a trainee.

The online route the scheme record names is the Har-Chhatravratti portal of the Department of Higher Education. As read on 27 September 2026, its scheme table lists 14 schemes from three departments and the ITI scheme is not among them, and the notice of 17 September 2026 opening the 2026-27 session covers only the state schemes of the Higher Education Department. On the same day the directorate's scholarship circulars page carried its State SC Scheme circulars for session 2025-26 and none yet for 2026-27. Neither source says which portal will take 2026-27 applications, so ask the ITI principal's office which route it is using before filling anything.

Tracking the Application and the Payment

For an application on the ERP route, the status sits with the ITI. The directorate's September 2026 reminder to principals says comparatively few SC trainees' applications had been uploaded and that others were still waiting for verification at institute level, so the two questions to put to the ITI are whether the application is on the portal and whether the institute has verified it.

Har-Chhatravratti still carries this scheme in its tracker. On the Track Application page, choose "State SC Scheme (Govt ITI)" from the scheme list, enter the trainee's Aadhaar number and pick the academic session; as read on 27 September 2026 the list runs from 2020-21 to 2026-27. Neither department says whether an application uploaded through the ERP portal shows up there, so an empty result is not proof that nothing was filed.

If the second half is missing, check the attendance condition with the ITI first, since that half is released only once it is met. If both halves are missing, look at the account: the order pays nothing in cash and nothing into an account without Aadhaar linked to it, and the NPCI mapper check linked from the Har-Chhatravratti home page shows whether the seeding is live.

How winners are picked

Selection process

There is no merit list and no quota. The scheme order says the scholarship will be given to all Scheduled Castes students studying in Government ITIs in Haryana who meet its conditions, so the test is eligibility, then admission for the first half and exam attendance for the second. That is the reverse of the directorate's General Scholarship, which the same listing limits to 25% of trainees.

Beyond those tests, what can hold an eligible trainee back is an administrative step: under the 2026 circulars the principal uploads the application to the ERP portal and verifies it at institute level, so an eligible trainee whose ITI has not done both is not yet in line for payment.

Terms & conditions

The binding condition is exclusivity. The scheme order makes a trainee who takes this scholarship ineligible for benefit under any other state or central scheme, and the application carries an affidavit saying so; its wording carves out no exception for smaller benefits. The same order ties spending to the budget provision made for the scheme and requires payment into the trainee's Aadhaar-linked account instead of cash, a rule it justifies as the way to keep payments on time.
