About WCBPLS

A family does not have to prove it is Below Poverty Line to get this stipend. Haryana already holds the list, at the district headquarters and with the gram panchayats, and the school works from it. What the household has to watch instead is the class register, because that is what decides whether the next quarter's money moves.

Haryana has paid this stipend since the financial year 2009-10 to children of Below Poverty Line families enrolled in its government schools, class 1 through class 12, on the condition that attendance does not fall under 50 percent (Economic Survey of Haryana 2025-26, para 5.4). It is cash, and the amount is deliberately small: a retention payment, not a fee waiver.

The size of the thing is easiest to read off the two budget lines it sits on. Up to 31 October 2025 the elementary half had paid 40,735 children and spent Rs 436.75 lakh of a Rs 550 lakh provision (Economic Survey of Haryana 2025-26, para 5.4). The senior half is accounted for separately and shows 59,586 students paid against a physical target of 63,047, at an expenditure of Rs 406.93 lakh (Economic Survey of Haryana 2025-26, Table 5.3).

Read together, those rows carry something a parent would not guess: more BPL children are being paid in classes 9 to 12 than in classes 1 to 8. Set against the state's other school stipends this is also the small one, with 3,91,929 Scheduled Caste children and 2,05,693 BC-A children paid in classes 1 to 8 over the same period (Economic Survey of Haryana 2025-26, paras 5.3 and 5.5).

One letter is the rule book, No. 3/41/2009-3 Edu. of 2 March 2009, published by the state's school education directorate (Directorate of School Education document page). It set the stipend up on borrowed plumbing, the designated bank branches and school officials Haryana was already using to pay Scheduled Caste students, and its opening paragraph carries the sentence that settles the awkward cases: students shall be eligible only under one scheme (order).

Nothing about this stipend opens or closes. The record shows it starting in 2009 and gives no date to apply by (myScheme record), because there is no annual round to miss.

The dates that do exist belong to the school. Entitlement is counted monthly while money moves 4 times a year (Economic Survey of Haryana 2025-26, para 5.4), each release following the quarter whose register it depends on, and no fixed calendar date for those releases is published.

One date governs the published numbers, and it is easy to misread. The elementary count of 40,735 children and the Rs 436.75 lakh spent are stated as at 31 October 2025, part-way through the financial year, not as a closing figure (Economic Survey of Haryana 2025-26, para 5.4).

Eligibility criteria

The test has three parts, and only the first involves the household at all.

BPL status is the gate, and the order does not send a family off to get it certified. Its paragraph 4 points the district administration at the district-wise list of BPL families kept at the Additional Deputy Commissioner's headquarters and also held by the gram panchayats, and that list is what a name is checked against (order). The scheme record still asks for proof of BPL category issued by a competent authority, so most school offices will want the document as well as the entry (myScheme record).

What puts a Haryana household on that list is the National Food Security Act, and the Food, Civil Supplies and Consumer Affairs Department publishes the criteria behind it. The exclusions are the sharper half: out go all income tax payers, any household with land above 2 acres, any household owning a motorised four wheeler, and any household whose annual income from all sources is more than one lac (Criteria NFSA, Food, Civil Supplies and Consumer Affairs Department, Haryana).

The second part is the school. Enrolment has to be in a Haryana Government school, which puts private and aided schools outside the scheme entirely (myScheme record). The third is only the class, anywhere from 1 to 12. Attendance is not an entry test; it starts to matter once the payments do.

Who cannot apply

Exclusions

Most children who stop getting this stipend were never refused it. They fall out of it, and there are four ways that happens.

• Attendance under 50 percent in the quarter just finished, which is enough on its own to hold the next instalment (order).
• A move out of the government school system, since enrolment in a Haryana Government school is what the eligibility rests on (myScheme record).
• Drawing one of the state's parallel school stipends instead, because the order allows a student only one (order).
• The household coming off the BPL list, which removes the ground the school was checking against.

That third one deserves arithmetic rather than a shrug. A Scheduled Caste child from a BPL household can be paid under either scheme, and the Scheduled Caste stipend is the better-paying one at every elementary slab (Economic Survey of Haryana 2025-26, paras 5.3 and 5.4), so a household that qualifies twice is choosing between unequal amounts rather than identical ones.

Renewal conditions

Nothing is renewed here in the ordinary sense. No yearly form, no re-application, no fresh certificate. What repeats is a check made inside the school, four times a year.

Paragraph 9 of the order puts that check on the class teacher rather than on any office above the school, and it looks backwards: the quarter that has just ended governs the instalment about to be released, and half the classes attended is the line (order).

A withheld instalment is not written off, which is the part most likely to be news at a school counter. Where a child who had dropped out returns and then holds the same attendance standard across the subsequent 3 months, the earlier instalment is paid out together with the current quarter's (order).

The rate is fixed per month, rises with the class, and is higher for girls in every slab.

Classes 9 to 12 sit on a higher slab, and classes 11 and 12 carry a separate rate again for science students, which is where the order's own table tops out at Rs 400 a month (order). The class-by-class figures for the senior slabs are set out in the scheme's own record (myScheme record).

Timing is where families most often conclude that something has gone wrong. Entitlement is counted for 12 months but the money is released in 4 quarterly instalments (Economic Survey of Haryana 2025-26, para 5.4), so most months show no credit at all and that is the design rather than a failure.

The family's side of this is short. Proof of BPL category from a competent authority does the qualifying work; the enrolment record and the attendance record belong to the school, and no household ever files them (myScheme record).

The bank account is the one item that can sit quietly wrong for years. It was meant to be opened once, at the outset, in the name of the parent or guardian and preferably the mother (order), and every instalment since is addressed to whatever the school gave the bank.

How to apply

Applications are taken on paper at the school. The scheme record names no portal and no application link, and the mode it publishes is offline (myScheme record), so the form comes from the school office and goes back to it with the BPL proof and the account details.

Nothing published tracks a payment for you, which makes it worth knowing where the trail actually runs. Paragraph 8 makes the school in-charge the person who advises the bank to transfer each instalment, working from the enrolment and attendance of the children (order). The school office, not the bank branch, therefore holds the record of what was asked for and when.

Above the school the route forks by class. Haryana's transfer portal files this stipend twice, under two different education departments, one entry covering classes 1 to 8 and the other classes 9 to 12 (DBT Haryana scheme list). A stalled payment in class 6 is a District Elementary Education Officer's file; the identical problem in class 10 belongs to the District Education Officer.

There is one more lever, and it works on a district that has simply never opened the accounts. The order left the districts on a reporting cycle, with weekly progress on the school and student accounts going up to the directorates (order).

How winners are picked

Selection process

There is no competition to lose here. The order sets no marks test, no merit list and no cut-off, so qualifying is identification and nothing more: a name that appears both on the district's BPL list and on a Haryana Government school's enrolment register. After that, the only column that moves a child on or off the paying list is attendance.

Fine print

Terms & conditions

The money is fenced in from the moment it leaves the state. It lands in a school account at the branch the school is attached to, and out of that account it can go nowhere except to student accounts, so no one along the chain can draw it for anything else (order).

That branch was not picked for this scheme. Every government school in the state had already been attached to its nearest branch for the Scheduled Caste stipend, with not more than 4-5 schools on any one branch, and the BPL scheme was slotted into the same arrangement (order).

Two conditions ride on the child rather than the school: only one such stipend may be drawn at a time, and the attendance standard applies every quarter for as long as the child stays on the roll (order).
