Additional is the operative word in the title, and the notification is specific about what the money is additional to: the scholarship or maintenance cost already awarded to island Scheduled Tribe students by the Andaman and Nicobar Administration's Department of Education and by the Ministry of Tribal Affairs. That sentence places Rs 1,000 a month inside the island's scholarship stack. It does not reappear in the clause that decides who qualifies, which is why the two things an applicant most wants to know, whether the base award is a precondition and whether both can be drawn at once, have to be assembled from separate parts of two documents. The Directorate of Tribal Welfare notified the scheme in January 2021 for Scheduled Tribe students of the islands taking any recognised full-time course after Class XII, anywhere in India.

The notification carries file number 1-116/2020-21/Guidelines/TW/34, was issued at Port Blair on 15 January 2021 by order and in the name of the Lieutenant Governor, and is signed by the Secretary (Tribal Welfare), who also sanctions every award made under it (Directorate of Tribal Welfare notification).

The larger of the two awards underneath it comes from the Ministry of Tribal Affairs. Its Post Matric Scholarship reimburses compulsory non-refundable course fees and adds a monthly stipend between Rs 230 and Rs 1,200, the rate depending on the course group and on hostel residence (Post Matric Scholarship regulations). The other, from the Administration itself, is harder to pin to a single notification: the islands' citizen portal carries a mess bill reimbursement for students in higher education on the mainland and a hostel stipend for college students of the islands, without naming which department issues each (ANI e-Seva service list).

The two awards are paid from different pockets. The Directorate of Tribal Welfare pays this top-up out of funds made available under the UT Plan (notification). The scheme beneath it is centrally sponsored and normally shared 75:25 with the State, except that its regulations name Andaman and Nicobar as a UT without a legislature and put the Government of India's share at 100% (Post Matric Scholarship regulations).

No count is published for the top-up itself, so the scheme it rides on is the only measure of scale, and it is a small one. Answering Lok Sabha Unstarred Question 198 on 29.01.2026, the Ministry gave provisional figures of 193 ST beneficiaries of the Post Matric Scholarship in the islands in academic year 2023-24 and 311 in 2024-25 (Ministry of Tribal Affairs, Lok Sabha USQ 198). Students who stay on the islands meet the scheme early: Dr B. R. Ambedkar Institute of Technology at Port Blair reserves 20% of its seats for the Tribal category under the Administration's admission guidelines, and its 2026-27 prospectus reproduces this notification's objective and scope among the financial assistance it lists (DBRAIT prospectus).

Important dates

The notification fixes no calendar of its own. It says only that the UT Administration may announce the details every year through the portal, advertising in the leading newspapers and other suitable media (notification), and the Government of India's scheme listing leaves both the opening and the closing field blank (myScheme listing). The cycle exists as an annual announcement, not as a standing window.

For 2026-27 that announcement closed applications on 31 December 2026, fresh and renewal alike, across all three of the Directorate's ST schemes; it put the check on defective applications and the institute-level verification on 1 January 2027, and gave the District, State and Ministry nodal officers until 31 January 2027 to finish theirs (Directorate of Tribal Welfare notice, reported 4 August 2026).

The island calendar runs late against the one the base scheme suggests, and since both awards are claimed on the same portal the central timeline is worth reading alongside it.

Those central dates are labelled suggestive, with administrations asked to have the portal open by 1st May and the operative dates left to their own advertisement (Post Matric Scholarship regulations). On top of that sits this scheme's own rule about pass-out students of the previous session, which means the year being paid for and the year being lived through are not the same year (notification).

Eligibility criteria

The gate is tight on identity and open on money. Tribe status has to be notified in relation to the Andaman and Nicobar Islands, by the President under Article 342(1) through Order No. 58 of 31.03.1959, and the applicant has to be domiciled in the islands and to have passed Senior Secondary from a recognised Board or a higher examination from a recognised University (notification).

What that clause leaves out matters more than usual. No income ceiling appears in it, no minimum percentage, no cap on how many awards may be made, and no requirement that the applicant is already drawing the scholarship this one is added to (notification). The Directorate reads its own scheme the same way. Announcing 2026-27 it said so directly: the additional scholarship is a UT scheme, open to Scheduled Tribe domiciles of the islands without reference to what the household earns, whereas the two centrally sponsored schemes advertised in the same notice hold their parental income limit at Rs 2.50 lakh (Directorate of Tribal Welfare notice, reported 4 August 2026). The award beneath it is stricter on each point: family income from all sources cannot exceed Rs 2.50 lakh a year, and its conditions of eligibility state that the student should not be getting any other scholarship (Post Matric Scholarship regulations).

Being Scheduled Tribe somewhere else does not carry over. The notification is keyed to the tribes specified for these islands, so a certificate issued in relation to a mainland State does not open the door, and island domicile is asked for on its own (notification). The base scheme runs the same logic from the other end: the administration a student belongs to is the one that awards and pays, whichever State the college sits in (Post Matric Scholarship regulations).

A rejection is not always the end of it. The Lieutenant Governor holds a written power to waive the eligibility rules, in whole or in part, for a deserving, meritorious and needy applicant who falls outside them (notification).

Exclusions

The bars concern the direction a student's education is travelling in, not what the family earns. Sideways moves are shut out: a second qualification at a level already passed, such as a B.Sc after a B.A. or another master's in a different subject, and a second professional course after one professional career is complete, such as an LLB after a B.Ed (notification). The base scheme draws the line in the same place, giving an MBBS after a B.Tech as one of its own examples (Post Matric Scholarship regulations).

School-stage study is shut out too, and the notification is precise about which stage: Class XI of a Higher Secondary School course and Class XII of a Multipurpose High School course, neither of which it counts as a higher or professional course. The exception runs the other way. Where the Class X examination of such a course is treated as equivalent to Matriculation and the student then joins a recognised technical or professional course, that student is treated as post-matric and qualifies (notification).

Past the written exclusions, the routine failure points are housekeeping. The advice printed for applicants on the base scheme is to keep the bank account non-dormant and in the student's own name with Aadhaar and mobile linked, to answer the portal's messages as they arrive, to push the college into verifying before the cut-off, and to correct anything marked defective. The Institute Nodal Officer may verify a form, reject it or mark it defective, and a rejection or a defect has to carry a reason the applicant can read (Post Matric Scholarship regulations).

Renewal conditions

Promotion, not a fresh contest, carries the award into the following year. Once granted it runs from whatever stage of the course the student had reached when it was awarded through to the end of that course, for as long as the student keeps being promoted inside a multi-year course and the college keeps certifying good conduct and regular attendance (notification).

A first failure is treated gently, and this is where the top-up and the award beneath it part company. Failing a yearly examination once still leaves the award renewable, and it is the second failure and any after it that put the student on their own money until the next class is secured (notification). The central regulations take the opposite view of the same event: a student who has failed in one year is not entitled to the scholarship until that class is cleared and promotion follows (Post Matric Scholarship regulations). An island student who fails once can lose the bigger award and keep the smaller one.

Illness or another unforeseen event that keeps a beneficiary out of the annual examination is written in as its own case. Next year's award can still be renewed on a medical certificate, or whatever other proof satisfies the Head of the Institution, provided that office also certifies the beneficiary would have cleared the paper had they been able to sit it. Where a university's own regulations push a student into the next class and leave the junior examination to be taken again later, the additional scholarship follows the class the student has been promoted into (notification).

On the portal the two labels are narrower than they look. A student granted an additional scholarship in the immediately preceding academic year under any scheme onboarded at the National Scholarship Portal files as Renewal, and a student applying on the portal for the first time files as Fresh (notification).

What you get

Award & benefits

The value is Rs 1,000 per month, payable for 10 months in an academic session, released by the Directorate of Tribal Welfare straight into the beneficiary's bank account (notification). The notification also says the additional scholarship is normally admissible to the pass-out students of the previous academic session, which puts the payment behind a completed year rather than beside the one being studied, so a first year of college can go by with nothing arriving.

Against the stipend it is added to, that flat figure behaves very differently at different levels of study.

Read down that table and the island top-up of Rs 1,000 a month is worth more than the base stipend for every group and every mode except a Group I hosteller, where the two are close (notification). The two also count the same academic year, since the base stipend runs for a maximum of 10 months as well (Post Matric Scholarship regulations).

Whether both can be drawn at once is the question the two documents answer least clearly, so it is worth setting out what each of them actually says. The central regulations leave a State Government or UT Administration free to pay stipend above the prescribed rates, and to pay fee support above the ceilings fixed for private institutes, with any such extra booked separately in the State portal's accounts. The same document also caps a holder at one scholarship or stipend at any one moment: a student who wins a second is made to pick the more valuable of the two and route that choice back to whoever made the award, through their college (Post Matric Scholarship regulations). A UT-funded addition of the kind this notification creates fits the first rule and sits awkwardly against the second, and neither document mentions the other to settle it. The Directorate of Tribal Welfare sanctions the top-up and also runs the island's post-matric applications, so it is the office to put that question to rather than a point to assume either way.

One benefit an island student may be hunting for is not in this notification at all. A student certified as Divyangjan can draw a further Rs 800 monthly on top of the hosteller rate, or Rs 600 on top of the day scholar rate, but that allowance belongs to the base scheme and is claimed there (Post Matric Scholarship regulations).

• Value of Additional Scholarship: Under this scheme of additional scholarships for Scheduled Tribe Students, an amount of ₹1000/- per month shall be given to the eligible students.
• Payment and mode of disbursal of additional scholarship: The additional scholarship shall be payable for ten months in an academic session.
• The additional scholarship shall be normally admissible to the pass-out students of the previous academic session.
• The additional scholarship money shall be directly released to the bank account of the beneficiaries by the Directorate of Tribal Welfare.

What to prepare

Documents required

The paperwork is ordinary; who issued each paper is what decides the file. Scheduled Tribe status has to be certified in relation to the Andaman and Nicobar Islands, and island domicile has to be shown by residence proof or a domicile certificate (notification). Both are local counter work: ST Tribe Certificate, Income Certificate, Resident Certificate and Local Certificate all sit among the citizen services the ANI e-Seva portal lists (ANI e-Seva service list).

One item is conditional rather than universal. The counter-signed statement of marks is asked for at renewal, not at a first application, because renewal is the moment promotion has to be proved (notification).

Income paperwork belongs to the base application, the one carrying most of the money. It cannot be self-declared or sworn on an affidavit, has to come from an authority the administration has notified for the purpose, and is taken once at admission to serve the rest of the course (Post Matric Scholarship regulations).

Step by step

How to apply

The application runs on the National Scholarship Portal. The notification says the UT Administration may announce the scheme's details and invite applications there every year, and that the student registers and submits on the portal under the conditions it stipulates (notification). The islands also carry the department's scholarship work on their own citizen portal. The entry is Scholarship to ST Student, described as the pre-matric, post-matric and additional scholarship the department provides, charging no fee, and its Apply Online button opens the National Scholarship Portal rather than an island form (ANI e-Seva service list). For 2026-27 the Directorate listed all three of those schemes on the portal under State Scheme, Andaman and Nicobar Islands (Directorate of Tribal Welfare notice, reported 4 August 2026).

Verification happens in levels, and the first level is inside the college. The Institute Nodal Officer checks the details against the uploaded files and keeps the physical copies; second and third level clearance sits with the District Nodal Officer and then the State Nodal Officer, and any of the three may verify a form, reject it or mark it defective. A student at a mainland college applies to the administration they belong to rather than to the State the college is in, and that mainland college still does the first-level check (Post Matric Scholarship regulations).

Tracking runs on two portals, and they answer different questions. Progress of the form sits under Application Status, behind a student's own login at the National Scholarship Portal. A payment already released leaves its trail elsewhere, on the Public Financial Management System, which is where money that was sanctioned but never landed shows up. For this top-up the destination is always the student's own account, because the Directorate releases it directly to the beneficiary (notification); on the base scheme the State decides whether the fee goes to the institute with only the stipend reaching the student (Post Matric Scholarship regulations).

How winners are picked

Selection process

Nothing here is competitive. All eligible Scheduled Tribe students are to be given the additional scholarship subject to fulfilment of the instructions prescribed in the scheme, so the test is qualification, no ranking is drawn up, and no fixed number of awards is announced (notification). Sanction rests with the Secretary (Tribal Welfare).

The award underneath has more that can stall. Its fee component is fixed by the State Level Fee Fixation Committee, and a non-Government institution has to be empanelled by the domicile administration, on registration, affiliation, accreditation and approved intake, before a student there can be paid (Post Matric Scholarship regulations). A student cleared for the top-up can still be waiting on the base award for that reason alone.

Fine print

Terms & conditions

Satisfactory progress is a standing condition, and the report that ends an award comes from the college rather than from any inspection the Directorate runs. Should that office report, at any point in the year, that the beneficiary's own act or default has left their progress unsatisfactory, or that they are guilty of misconduct, which the notification illustrates with strike action and unpermitted irregular attendance, the sanctioning authority can end the additional scholarship outright or freeze the remaining payments for whatever period it judges fit, so long as the denial is reasoned in writing (notification).

The penalty for a false statement reaches past this one scholarship. The award can be cancelled forthwith and what has been paid recovered, with the student blacklisted and barred thereafter from applying for an additional scholarship under any scheme the Directorate of Tribal Welfare runs (notification).

Switching subject or moving college without the Administration's prior approval is enough on its own to cancel the award. The college has to report the change to the Director (TW) at the Directorate of Tribal Welfare and stop the payment until the competent authority clears it, and anything already paid may be recovered at the sanctioning authority's discretion. Walking away from the studies mid-session leaves the beneficiary liable to hand the money back, again at the Administration's discretion (notification).

Nothing here is fixed in place. The Administration may alter the scheme's provisions whenever it chooses; the Secretary (Tribal Welfare) reviews how it is performing, in money and in numbers reached, at intervals; and the Directorate has to file a quarterly progress report breaking beneficiaries down by class and by gender (notification).

The notification names offices rather than a helpline. Sanction rests with the Secretary (Tribal Welfare), and a change of course or college is reported by the college to the Director (TW), Directorate of Tribal Welfare, Andaman and Nicobar Administration (notification). It carries no telephone number, no email address and no application address other than the portal.

The department fills that gap when it opens a cycle. Announcing 2026-27 it said helpdesks had been set up in every school and college to help ST beneficiaries file on the portal, with a central helpdesk at the Directorate of Tribal Welfare, Secretariat Complex, Sri Vijaya Puram (Directorate of Tribal Welfare notice, reported 4 August 2026).

Trouble with the form itself is a portal matter with a route of its own: the grievance registration page on the National Scholarship Portal takes the complaint, and every administration running the base scheme owes its students a helpdesk for first-level questions (Post Matric Scholarship regulations).
