About DS-A&N

The Dulari Scheme is a girl-child welfare programme in the Andaman and Nicobar Islands, run by the Directorate of Health Services under the islands' administration. It was introduced on 26 January 2013 to encourage the birth of girl children in the Union Territory and to support them financially as they move through school.

The scheme pays cash incentives to a girl's family, once at her birth and again as she clears Classes VIII, X and XII. Its stated aims are to improve the sex ratio in the islands, to give a newborn girl social and financial security for her education and marriage, and to encourage hospital deliveries. Payments reach beneficiaries through direct benefit transfer to a bank account.

It is meant for girl children of families settled in the Andaman and Nicobar Islands, with the birth incentive applying to girls born on or after 26 January 2013. A dedicated Dulari Cell at G.B. Pant Hospital handles registration and queries, and families can apply online through the administration's e-services portal.

Who can apply

Eligibility criteria

The applicant must be a domicile of the Union Territory of Andaman & Nicobar Islands.
The applicant must be a woman or a girl child to avail benefits under the scheme.
The applicant must be born on or after 01.10.2013 to receive full benefits.
Girl children between 0–13 years, born before 01.10.2013 and not covered under the Planned Family Scheme, should be eligible only for educational incentives after passing Class VIII.

Who cannot apply

Exclusions

  • Benefits will cease if: The applicant or her parents provide false or concealed information.
  • The girl gets married before attaining 21 years of age.
  • The girl drops out of school (as further education-based incentives will not be granted).
  • In case of the girl’s death before reaching the eligible disbursal age, the Directorate of Health Services may permit premature closure of the deposit, and the applicable amount may be released to the parents.
