About EA(ANBOCWWB)

Count the beneficiaries the A&N Islands Building and Other Construction Workers Welfare Board lists in its own status report and one scheme swamps the rest: 10,123 of the 11,515 entries in that table are educational assistance, drawn from a register of 14,902 workers counted as on 30 November 2018 (Department of Labour, Employment and Training, A&N Administration). Schooling is what islanders actually claim from this board. The money, though, is claimed by the parent and not by the student, and three conditions in the 2010 rules decide almost every case.

The board pays a monthly education allowance to the son or daughter of a construction worker on its rolls, from Class 1 through post graduate and professional courses. It was constituted in 2009 under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and its companion cess Act; the A&N rules first framed in 2003 were then amended in 2010, 2014 and 2015 to carry the welfare schemes (Department of Labour, Employment and Training). Education is one of nine schemes the board now runs, and by a wide margin the busiest (Andaman Chronicle).

Calling it a scholarship misdescribes who does what. The applicant is the registered worker, the claim is judged on that worker's standing with the board, and the child enters the file as a name, a date of birth, a class and an institution's signature. No merit list is drawn up and no marks bar is set anywhere in the class-wise slabs. A student whose parent is not on the board's register has nothing to apply for, however well they are doing at school.

No application window is announced for this benefit. Claims are received and disposed as they come, against a published time limit of 30 days from receipt (Citizen Charter).

The rhythm that does matter is the board's own. It meets ordinarily once in three months under the 2010 rules, and sanctions are cleared in batches at those meetings, as the 30 May 2025 sitting shows. Filing well before a meeting rather than just after one is the only timing advantage available.

How current is the published material? The charter was issued on 7 May 2025 and carries 6 May 2026 as its next review date, while the rate table on the board's scheme page sits beside figures last updated in November 2018.

Who can apply

Eligibility criteria

The parent has to be a registered beneficiary first, and registration has its own test: a building worker aged 18 or above but under 60, who has put in 90 days of construction work in the preceding 12 months, applying in Form B to the Secretary of the board (A&N Islands BOCW Rules, 2010, notified at Port Blair on 11 August 2010; text reproduced in Simpliance's e-library). The department's own copy of Form B is printed under the heading of that same rule, which is the quickest way to confirm the numbering without the gazette in hand (Form B, Department of Labour, Employment and Training). Residence in the Union territory and an active membership of the board are what the scheme's public listing adds on top (myScheme).

Two further conditions sit inside the education rule itself. A minimum of one year must have lapsed between the date the worker was registered and the date of the claim, and only two children of a registered worker may be given the assistance. Both come from the same 2010 notification, and neither is repeated in the scheme's public listing, which is where most families first read about it.

The child qualifies by being enrolled anywhere in the ladder the rule names, from Class 1 to post graduate study or a professional course, with an institution willing to certify the class in writing.

Exclusions

The board publishes no bar list. What actually stops a claim has to be read out of Rule 33 and off the dues register the department keeps on its own website. A third child is outside the scheme. A claim filed inside the first year of the parent's registration is outside it. So is a worker whose subscription has gone quiet. A year of unbroken default and the rules stop counting that worker as a member of the fund at all; the way back in is the arrears plus Rs 5 for every month missed, allowed at the Secretary's permission and never more than thrice in a working life (Rule 26 of the 2010 Rules, text at Simpliance).

That last one bites often enough that the department maintains a standing list of beneficiaries who have not paid their subscription for more than a year on its own website (Department of Labour, Employment and Training). Families usually discover the lapse when a claim stalls, not before it.

Renewal conditions

What renews is the parent's membership, not the child's award. Renewal of beneficiary registration is priced at Rs 30 per quarter and takes effect immediately on receipt of the payment (Citizen Charter of the Office of the Labour Commissioner and ANIBOCWWB, issued 7 May 2025). That matches the contribution the 2010 rules fix at Rs 10 a month, remitted once in three months to the Secretary.

The rules describe no separate renewal application for the education benefit and no multi-year sanction. The claim form asks for the class the child is studying in now, certified by the school or college, so a move from Class 8 to Class 9, or from a diploma into post graduate study, is reflected by the certificate filed with the next claim rather than by an amendment to an old one. The same charter warns that outstanding subscription dues have to be settled before assistance is released, which is the piece families are most likely to be caught by between one school year and the next.

The board publishes a class-wise table of monthly rates.

Read the vintage carefully. The rates above are the ones the board carries on its live scheme page, alongside a status report whose figures stop at 30 November 2018, and no later revision of the table appears on the department's website. They are already several times the slabs first notified, which ran from Rs 50 a month for Class 1 to 5 up to Rs 300 for MBBS or BE (Rule 33 of the 2010 Rules, text at Simpliance).

Payment does not arrive as a monthly credit. In the board's release list for the financial year 2020-21, every educational assistance entry is marked "02 Time in a Year", and the sums released are whole-year amounts: Rs 3,600, Rs 4,800, Rs 8,400, Rs 10,800 and Rs 24,000 recur through the list, alongside larger combined figures such as Rs 13,200 and Rs 16,800 (expenditure statement for 2020-21, archived from the department's website).

The scheme's public listing records that assistance is credited to the registered worker's bank account rather than the student's (myScheme). At its 31st meeting on 30 May 2025 the board approved Rs 8.14 lakh against 53 claims under its schemes, education among them, and resolved to move all financial benefits to Direct Benefit Transfer (Andaman Chronicle).

Documents required

The offline claim runs on Form Q, printed by the department under the heading of the rule that creates it, and it asks for the worker's name and address, the registration number and date, a copy of the identity card, and a row for each child giving name, date of birth, class and school. Underneath it sits a certificate the school, college or institution signs and seals, confirming that the named child is studying in that class or course (Form Q, archived from the department's website).

The online route asks for a different bundle. The A&N administration's eServices listing for the benefit calls for the marksheet of the last academic session, the bank passbook, an enrolment card or certificate from the institute, fee receipt details, and a school, college or university certificate in the prescribed format the portal supplies (eServices, Andaman and Nicobar Islands). Assembling both sets before starting is safer than assuming the two lists agree.

How to apply

Offline, the claim goes to the Secretary, A&N Islands Building and Other Construction Workers Welfare Board, at Port Blair, on Form Q with the institution's certificate attached. The form is downloadable from the department's welfare board page along with the claim forms for the board's other benefits.

Online, the benefit is live on the administration's own eServices portal as "Educational Financial Assistance" under the Department of Labour, Employment and Training, and the applicant has to create a portal account before submitting. That is worth knowing because the scheme's public listing sends applicants to the bare serviceonline.gov.in login page, which is the national ServicePlus front door rather than the island service.

The portal answers the where-has-it-reached question with a Check Your Application Status button on its home page, and gives a signed-in applicant the same thing as Track Application Status under View Status of Application (eServices FAQ, Andaman and Nicobar Administration). The office's own clock for the benefit is 30 days from the date the claim application is received, with the Secretary and CEO of ANIBOCWWB named as the competent authority (Citizen Charter, 7 May 2025). If a sanctioned amount has not reached the account, the arrears list and the seeding of the worker's bank details are the two things to check before writing to the office.

How winners are picked

Selection process

There is no ranking and no cut-off. The Secretary, acting for the board, sanctions the amount specified against the child's class once the application satisfies the conditions attached to the rule, and records it in a register kept in Form R. The only merit test anywhere in the scheme applies to the top slab: for MBBS, BE and other professional courses the board may meet the entire cost of study for meritorious students, case by case and subject to its own approval (Rule 33 of the 2010 Rules, text at Simpliance). What that costs is decided by the board on the facts of the case, and no fixed ceiling is published for it.

Terms & conditions

Three conditions govern the sanction, and all three sit in Rule 33 of the 2010 notification: a year must have passed since the worker's registration, at most two children of a worker may be assisted, and the claim must be made in Form Q. Around them sit the fund's own conditions, chiefly the quarterly contribution and the consequence of letting it lapse.

The rules give an appeal against refusal of registration, to be filed with the board within 30 days, and the board's decision on it is final (Rule 23 of the 2010 Rules, text at Simpliance). They set out no equivalent appeal against a rejected education claim, so a family in that position is left with the office and the board meeting rather than a defined remedy.

One naming point saves confusion at the counter. The claim form still addresses the Secretary at Port Blair, while the 2025 citizen charter is issued from the same office under the city's current name, Sri Vijaya Puram. For education claims that charter names the Secretary and CEO of ANIBOCWWB as the authority, and puts registration of a new beneficiary with the Beneficiary Registering Officer, within 30 days and against a fee of Rs 20 (Citizen Charter).
