Scheme for Enhancement of Technical Competence and Manpower: Scheme of Financial Assistance for Tuition Fees for Enhancement of Skill(SETCTFES)
Overview
About SETCTFES
The Scheme of Financial Assistance for Tuition Fees for Enhancement of Skill is one component of the wider Scheme for Enhancement of Technical Competence and Manpower, set up under the Gujarat Industrial Policy 2020. The umbrella scheme is run by the Industries and Mines Department, Gujarat, through the MSME Commissionerate, and was notified in a government resolution dated 1 September 2020. This tuition-fees component is administered by the Centre for Entrepreneurship Development (CED), a Gujarat government organisation.
The parent scheme is meant to narrow the gap between the skills industry needs and the workforce available to it, to support employment, and to keep training aligned with changing technology and business needs. Within that, this component provides cash support toward the tuition fees of skill-training programmes. The amount is tiered by the length of the course, and the share of fees covered is higher for candidates from certain categories, including people below the poverty line, persons with disabilities, SC, ST and SEBC candidates, and women, than for other participants.
In practice the assistance flows through the training programmes that institutes and industry partners run, reducing what enrolled candidates pay to take a course. Candidates travelling to a training centre can also claim reimbursement of GSRTC bus passes. The scheme sits inside Gujarat's industrial-policy framework rather than being a general student scholarship, so who qualifies and how much is covered depends on the specific training programme and the candidate's category as set out in the scheme rules.
