About SETCTFES

The Scheme of Financial Assistance for Tuition Fees for Enhancement of Skill pays a training partner for each trainee it takes through an approved course; the trainee is not the payee. Gujarat's 2020 resolution admits only industries, industry associations and reputed industry-sponsored training partners as eligible institutions, and nothing in its tuition clause is paid to a trainee: the one cash item a trainee can claim is the GSRTC (Gujarat State Road Transport Corporation) bus-pass refund that the resolution attaches to all six components of the umbrella (Industries and Mines Department resolution). Nor is it the route for a company upskilling its own workforce, which Gujarat funds for MSMEs through a separate component (CED MSME page).

The support is fixed per training programme per candidate by course length, up to Rs 15,000 for a course of 121 hours or more (CED scheme page), and the partner claims it in two parts that CED calls the assessment claim and the placement payment claim (CED assessment body note).

The Centre for Entrepreneurship Development (CED), which runs the component for the Industries Commissionerate, describes it as tuition fees support to training partners to run industry-responsive training and generate employment (CED skill development brochure). A trainee's way in is a seat at one of the six centres on CED's current Scheme 6 list, spread across its Ahmedabad, Vadodara, Surat and Rajkot regions (CED training partner list).

Whether a batch starting now is covered is less settled. The resolution's term ended on 6 August 2025 (2020 resolution), yet CED still publishes the rates and the partner list (CED scheme page) and gave this component a proposed target in its 2025-2026 skill training plan (CED plan 2025-2026).

Important dates

The resolution behind this component was in force from 7 August 2020 until 6 August 2025, and two time limits inside it govern every batch (2020 resolution):

CED's yearly skill training plans show how much of this component it meant to run: a proposed target of 870 in 2022-2023 (CED plan 2022-2023), 1,140 in 2023-2024 (CED plan 2023-2024) and 990 in 2025-2026 (CED plan 2025-2026).

The 2025-2026 plan reaches past the resolution's August 2025 end date. The Viksit Gujarat Industrial Policy 2026 lists tuition fee assistance among its skill incentives, without amounts (Viksit Gujarat Industrial Policy 2026), and in September 2026 the Industries Commissionerate's policy page links no skill-scheme resolution under it (Industries Commissionerate policy page). Until one appears, confirm with CED that a batch is sanctioned before enrolling.

Who can apply

Eligibility criteria

Almost every eligibility test falls on the training partner. Beyond the experience and batch rules in the official record, the 2020 resolution asks a selected partner to lodge a performance bank guarantee of Rs 5 lakh for one year, which it loses if its performance is unsatisfactory (2020 resolution).

The 2020 text is narrower than the 2015 one it replaced. In 2015, universities, engineering colleges, polytechnics, ITIs, schools and any registered society, trust or company could apply if they had "sufficient experience" in skill development (2015 resolution). The 2020 version drops that list and sets a minimum of five years in skill development or the relevant industry (2020 resolution).

CED's current Scheme 6 list still includes Ganpat University and a computer academy in Gondal (CED training partner list), so an educational body should ask CED how it reads the industry-sponsored clause before assuming it is shut out.

For trainees, the tuition clause itself sets no income ceiling, age limit or qualification (2020 resolution); any such bar belongs to the course, as the partner entered it on the application's course sheet (CED application form). What a trainee's category does decide is how much of the fee is covered: all of it, up to the cap, for BPL (below the poverty line), physically handicapped, SC, ST, SEBC (Socially and Educationally Backward Classes) and women candidates, and 75% for everyone else (CED scheme page).

Who cannot apply

Exclusions

The official record publishes no exclusion list, but the resolution's conditions shut out several cases (2020 resolution):

• A trainee who is taking, or has taken, similar support for the same course from any government body.
• Any batch trained before the Industries Commissionerate or CED approved the partner's annual plan and the batch start with its enrolment list.
• A placement claim justified on the ground that the trainee did not want a job.
• A batch whose claim is not filed within six months of the training ending; the file closes on its own.

Continuation

Renewal conditions

Nothing renews on the trainee's side: the support is worked out per training programme per candidate, and the resolution makes no provision for continuing it. What recurs is the partner's paperwork: each year it files an annual plan of training programmes for approval before the year begins, and it has to meet the annual target that the State Level Empowered Committee (SLEC) or CED sanctions (2020 resolution).

No clause in the resolution extends a partner's sanction, or its one-year bank guarantee, automatically (2020 resolution).

The official figures are ceilings, not flat payments. Assistance is fixed per training programme per candidate by course length, from up to Rs 5,000 for 40 to 60 hours to up to Rs 15,000 for 121 hours and above (CED scheme page).

The resolution adds that the maximum is calculated pro rata to the course's duration (2020 resolution).

What a course costs is the partner's own figure. Annexure-A of the application asks it to break the fee per trainee into tuition, mobilisation, placement, assessment and certification, accommodation and food (CED application form), and the resolution does not say which of those heads count toward the tuition fee it reimburses.

How the Money Is Released

Both claims rest on one assessment: CED's note on the bodies it has empanelled says their assessment of a batch counts for the assessment claim and the placement payment claim alike (CED assessment body note). The resolution fixes the order of the two instalments, one after training and certification and the other after placement (2020 resolution).

The bus-pass refund follows the fee's category split. A trainee whose fee is covered in full, as a woman or a BPL, physically handicapped, SC, ST or SEBC candidate, has the GSRTC passes between home and the centre refunded in full as well, on documents submitted to GSRTC after the course (2020 resolution).

• Financial Assistance: Up to ₹15,000 for training programs of 121 hours or more.
• Up to ₹10,000 for training programs of 61 to 120 hours.
• Up to ₹5,000 for training programs of 40 to 60 hours.
• Full Fee Coverage: 100% assistance for BPL, Physically Handicapped, SC, ST, SEBC, and Women candidates.
• 75% assistance for other eligible candidates.
• Additional Assistance: Awareness Programs & Seminars: A maximum support of ₹1,00,000/- per training center per year will be provided for awareness programs and seminars.
• Other Expenditures: SLEC/IC/CED can approve the expenditure on any study, renovation/refurbishing of existing skill centers/institute, remuneration to third party evaluation of scheme, monitoring/audit expenses, assessment agency, etc.
• Trainee Transportation Reimbursement: Trainees who complete skill upgradation training under any scheme will be eligible for reimbursement of Gujarat State Road Transport Corporation (GSRTC) bus passes for travel between their residence and training center as per the following rates:
• For BPL candidates, Physically Handicapped, SC, ST, SEBC, and Women: 100% 1. For Other candidates: 75%

What to prepare

Documents required

The record's checklist is the partner's proposal file. The papers that decide whether a batch is actually paid come later, at the claim stage, and the resolution spells them out:

For a wage placement, the salary has to be credited to a bank account; the resolution considers no other mode of payment (2020 resolution). A trainee who takes a job should keep the appointment letter and make sure the first three months' pay goes into a bank account, since the partner's placement claim for the batch is built from those papers.

How to apply

A trainee applies to the training partner, not to the government. The partner enrols the batch and must get the Industries Commissionerate's or CED's approval for the batch start, along with the enrolment list, before training begins (2020 resolution).

CED's current Scheme 6 list names these centres and the courses each has listed:

An organisation that wants to run these courses clears three approvals, not one. It is empanelled first, on the specimen application that serves all six components (CED application form); it then files an annual plan of training programmes before each year begins, and each batch needs prior approval of its start and its enrolment list (2020 resolution).

Tracking an Application or a Claim

The status a trainee cares about is the batch's fee claim, and that claim is filed in the partner's name, batch by batch (2020 resolution), so the centre is the only party that can say where it stands. CED's page for this component links no online tracker (CED scheme page).

A partner waiting on a proposal has a firmer handle. CED's citizen charter under Gujarat's right-to-public-services law gives the Scheme In-charge 150 days on an application or proposal, then 30 days to the Manager (Admin) on a grievance and 15 to the Director of CED (CED citizen charter). That clock covers proposals only; the charter sets none for a batch's fee claim, the stage a trainee's support depends on.

How winners are picked

Selection process

Selection happens at the partner level. Support goes only to institutes the SLEC has approved on the Screening Committee's appraisal (2020 resolution), and CED publishes the partners empanelled so far on its Scheme 6 list (CED training partner list).

Trainees are not ranked. The resolution sets no merit rule for them: the partner enrols a batch, and the Industries Commissionerate or CED approves that enrolment before training starts (2020 resolution).

Fine print

Terms & conditions

Training under this component has to focus on shop-floor activity along with the soft skills tied to that core work (2020 resolution).

Assessment is done by bodies CED has empanelled: Marwadi University, TeamLease Skills University, Ganpat University, Centurion University of Technology and Management, and UDICHI. They may charge assessment fees up to the government-approved NCVT, NSDC or sector skill council norms, plus applicable taxes, and must keep trainee records at their registered office (CED assessment body note).
