myScheme Shows Rs 1,000 a Month. Which Figure Applies?

Rs 2,400. The myScheme record repeats the 2013 wording, but a Department of Labour notification signed on 25 September 2023 substituted Rs 2,400 for Rs 1,000 in both places the scheme states the amount, clauses (iv)(e) and (v)(a), with effect from 1 July 2023, according to the Official Gazette, Series I No. 27. Nothing else in the scheme was changed by that amendment.

How Do I Apply for a Scholarship Under the Goa Labour Welfare Fund?

Not through this stipend. The Labour Welfare Fund scholarships belong to the Goa Labour Welfare Board, a separate autonomous body under the Goa, Daman and Diu Labour Welfare Fund Act, 1986, according to the Labour department's page on the Board, and the department's citizen charter lists them among the Board's schemes for children of employees in various establishments. The Rs 2,400 stipend, set by the 2023 amendment, is paid by the Commissioner's office to trainees enrolled at its own Labour Welfare Centres, so an application to the Board will not reach it.

I Am an SC or ST Trainee at a Government ITI in Goa. Is This My Stipend?

No. The stipend for Government ITI trainees comes from the Directorate of Skill Development and Entrepreneurship, whose Financial Assistance Scheme on the CM Scholarship Portal pays Rs 600 a month for 12 months on a one-year course or 24 months on a two-year course, with 10 years of residence in Goa. The same directorate gives SC and ST ITI trainees a Trainee Tool Kit worth up to Rs 2,500. The Labour department stipend here is only for trainees enrolled at a Labour Welfare Centre, with 15 years of residence under the 2013 notification.

Is This the Same as the Sewing Machine Scheme at the Labour Welfare Centres?

No, the centres run the two side by side. The sewing machine scheme, described in an annexure published on the Goa Legislative Assembly's website, asks for at least 50% attendance over the academic year and a pass in the course with a certificate from the Commissioner's office, and it sets no caste condition. The stipend is limited to SC and ST trainees and, under the 2013 notification, tests attendance every month at the higher bar of 75%.

Is This the Vishwakarma Kaushal Yojana Stipend for SC and ST Craft Trainees?

No. Vishwakarma Kaushal Yojana belongs to the Department of Handicrafts, Textile and Coir, which trains needy women, school dropouts, widows and others in handicraft, textile and coir trades and, according to Goa's Economic Survey 2025-26, pays its trainees a stipend of Rs 1,500 a month if they are SC or ST and Rs 1,000 if they are in the general category. That Rs 1,000 is a different department's current rate, not the old figure still printed for this scheme on myScheme. A trainee already drawing the Vishwakarma stipend is shut out of this one, because clause (iii)(d) of the 2013 notification bars anyone drawing a stipend from any other source.

Does a Tribal Welfare or Social Welfare Office Handle This Stipend?

Neither. The Labour department budgets for it under its own heads: the Explanatory Memorandum 2025-26 provides Rs 5.00 lakh for 2025-26 under its Scheduled Castes Development Scheme and Rs 30.00 lakh under its Scheduled Tribes Development Scheme to pay stipends to trainees enrolled at the Labour Welfare Centres. Form I goes to the Commissioner, Labour and Employment, through the Labour Inspector, not to the Directorate of Tribal Welfare or the Directorate of Social Welfare.

If I am already receiving financial aid from a different Government scheme, am I still permitted to draw this benefit?

No, the applicant or trainee should not be drawing any stipend from any other source in order to qualify for this benefit.

Goa's Department of Labour pays a Scheduled Caste or Scheduled Tribe trainee Rs 2,400 a month during a craft course at one of the state's Labour Welfare Centres, a rate set by an amendment printed in the Official Gazette of Goa, Series I No. 27, 5 October 2023 that replaced the original Rs 1,000 and took effect from 1 July 2023. The scheme itself dates from a notification of 23 April 2013, printed in the Official Gazette, Series I No. 6, 9 May 2013. The centres are run by the Office of the Commissioner, Labour and Employment, for members of industrial workers' families, and they teach embroidery, needle work, cutting and tailoring with self-employment as the goal. This is monthly support for a craft course, not a college scholarship.

Take-up is small. Goa's Economic Survey 2025-26 counts 56 beneficiaries in 2025-26, up to December 2025, against 213 trainees at the same centres who received a sewing machine under a sister scheme in that period.

Enrolment at a centre is the entry ticket, and the department's own documents disagree on how many centres are running. The 2013 notification said 26 were operating in April 2013, the department's online list of Labour Welfare Centres, which carries no date of its own, names 19, among them Morjim and Torxem in Pernem, Vaddem-Kurdi in Sanguem and Benaulim in Salcete, and the state's Explanatory Memorandum 2025-26 puts the number at 9. That list also gives the Curchorem centre the same Tisk, Ponda address as the Ponda one, so before you count on a centre from it, ask the nearest labour office whether that centre is running a course this year.

Who can apply

Eligibility criteria

Enrolment comes first: your name has to be on the rolls of a Labour Welfare Centre for the academic year in which you claim, so you join the course before you ask for the stipend. The residence rule counts years rather than birthplace: the 2013 notification asks for a certificate of 15 years' residence, issued by the Mamlatdar of the area where you live.

Two details in the notification's wording are easy to miss. It refers to the trainee as "she" in its caste and income clauses and places the application forms with a Sewing Mistress, which fits the tailoring and embroidery courses, though it writes no separate gender condition. And the income bar is about the trainee alone: she must have no "source of income of her own", so no family income ceiling is set at all.

Exclusions

myScheme publishes no separate exclusion list, and the real disqualifiers sit inside clause (iii)(d) of the 2013 notification: a trainee who earns in her own right, who runs a business, or who draws a stipend from any other source cannot claim. The last bar reads "any stipend from any other source" and names no department, so a stipend already being drawn from outside the Labour department counts against the trainee just as much as one from inside it. Renewal conditions

The notification contains no renewal clause. It ties the stipend to enrolment "for a particular academic year" and pays it "till the completion of course of that particular academic year", so the entitlement ends with that year's course and the text says nothing about carrying it into a later one.

Award & benefits

The award is a flat monthly sum with no slabs by course or category. The 2013 notification and its 2023 amendment fix these terms:

July to April is ten months, so a trainee who clears the attendance test in every month of a full-length course can draw at most ten monthly payments in the year, and each month is judged on its own. Neither notification says how the money is paid out.

The myScheme record, reproduced below, still carries the 2013 rate of Rs 1,000 a month; the Rs 2,400 in the table comes from the 2023 amendment, and the first question in the FAQ sets out the change clause by clause.

A stipend of ₹1,000/- per month shall be provided to the eligible applicant/trainee.
The scheme's main objective is to train the members of Industrial workers so that they become self-employed. Trainees can earn to some extent to help their family.

What to prepare

Documents required

Form I is the application itself, and it asks for more than the two certificates. Besides a photograph, the Form I printed with the notification wants the name of the Labour Welfare Centre where you train, your date of birth, an I.D. card number, your father's or mother's occupation, and a yes or no on whether you belong to a Scheduled Caste or Scheduled Tribe, with a copy of the caste certificate attached if yes. Keep the 15-year residential certificate from the Mamlatdar and the caste certificate from the competent authority ready before you collect the form, because the notification names both as enclosures.

How to apply

The application runs on paper, through the people you already see at the centre. The 2013 notification sets out this route, which the 2023 amendment left untouched:

Collect Form I from the Sewing Mistress of your Labour Welfare Centre.
Fill it in and attach the residence and caste certificates.
Submit it to the Office of the Commissioner, Labour and Employment, through the Labour Inspector of your area, who forwards it for approval.
Wait for the Commissioner, Labour and Employment, to approve the claim.

There is no online route to track. Goa's CM Scholarship Portal carries no Labour department scheme at all in its category-wise list, and the department's own list of online services covers registrations, renewals and an employment card but nothing for this stipend. To find out whether your form has been approved or a month's payment released, the practical places to ask are the Sewing Mistress who issued it and the office of the Labour Inspector who forwarded it.

Selection process

Selection is an approval, not a competition. Once the Labour Inspector forwards the form, the Commissioner, Labour and Employment, approves the claim under clause (iv)(c), and the 2013 notification sets no merit list, no ranking and no fixed number of stipends.

Terms & conditions

Attendance is judged month by month, not as a yearly average. Under clause (iv)(d) of the 2013 notification, a trainee whose attendance is under 75% in a particular month gets no stipend for that month. The clause docks only the month that fell short; it says nothing about stopping payment for the months after it.
