The Labour and Employment Department of Goa runs this state scheme, which pays a monthly stipend to Scheduled Caste and Scheduled Tribe trainees enrolled at the state's Labour Welfare Centres. It draws on the Scheduled Caste Sub-Plan and the Tribal Sub-Plan, the budget streams through which Goa channels welfare spending to SC and ST communities.

The Office of the Commissioner of Labour and Employment operates these Welfare Centres across the state. They provide welfare facilities to industrial workers and their families and run vocational courses in crafts such as cutting and tailoring, embroidery and needlework. The stipend is meant to support SC and ST trainees while they learn one of these crafts.

The benefit is a fixed monthly cash stipend, paid to individual trainees who belong to a Scheduled Caste or Scheduled Tribe and are enrolled at a Labour Welfare Centre in Goa. It is aimed at residents from these communities who are taking up craft training, not at the general workforce.

Eligibility criteria

The applicant must be enrolled under the respective Labour Welfare Centre for a particular academic year.
The applicant must have resided in Goa for atleast 15 years.
The applicant must belong to the Scheduled Caste/Scheduled Tribe Community.
The applicant must not have any source of income of her own.
The applicant must not be owing business.
The applicant must not be drawing any stipend from any other source.

What you get

Award & benefits

  • A stipend of ₹1,000/- per month shall be provided to the eligible applicant/trainee.
  • The scheme's main objective is to train the members of Industrial workers so that they become self-employed. Trainees can earn to some extent to help their family.
  • The stipend shall be paid monthly.
  • The stipend will be paid till the completion of the course of that particular academic year.
  • The period of stipend will commence from July to April of a particular academic year.
  • If the attendance of the applicant/trainee is less than 75% for a particular month, no stipend will be paid to that trainee.
