Two entries in the national scheme directory carry this award under two names, and behind both sits one advertisement, one form and one closing date. The Directorate of Technical Education files it as the Other State Scholarship; the form stapled behind that notice is headed for C.G. domicile students studying engineering in recognised colleges outside Chhattisgarh. What neither record settles, and what almost everyone arrives wanting, is whether their own college is one of the recognised ones.

The award runs on a Technical Education Department notification dated 21 June 2013, published in the state gazette on 24 June 2013, and every advertisement issued against it names its own session in the heading and fixes its own last date. The session 2022-23 notice is a single document doing two jobs. Its Hindi advertisement invites applications for eight new scholarships of Rs 2000 a month for students of Chhattisgarh in the first year of a B.E. or B.Tech course in other states, and the English form printed behind it is titled "Application form for Scholarship for C.G. Domicile students who are studying Engineering Course in recognized Engineering Colleges located out side Chhattisgarh State" (Other State Scholarship advertisement, session 2022-23). The two names, in other words, are two labels on the same eight awards, and an applicant fills the form once.

The institutions that qualify occupy one line of that notice, and the line is wider than the IIT-and-NIT assumption most applicants carry into it: Indian Institutes of Technology, National Institutes of Technology, the Indian Institute of Science, and other higher technical institutions recognised by the All India Council for Technical Education, situated in states other than Chhattisgarh (Other State Scholarship advertisement, session 2017-18). The Directorate names categories, never colleges, so there is no list to look yourself up in. Recognition is the qualification, and it is proved on paper twice over: the advertisement makes an attested copy of the certificate showing your institution's AICTE recognition a compulsory enclosure, and the form's list of enclosures adds the letter of approval of the institution or the course from AICTE where the applicant studies in a private institution.

Currency matters here more than usual. The Directorate's website was not serving pages in September 2026, and the last notice under this heading whose date can be confirmed is Other State Scholarship 2023-24, put on the Directorate's notice board on 5 October 2023 (Directorate of Technical Education notice, Other State Scholarship 2023-24). Whether a later session has been advertised is not a question those documents answer either way.

Important dates

The last date lives inside each session's advertisement and nowhere else, so there is no annual calendar to work back from. Across the notices on record it has moved by six weeks and more, from the end of October to the middle of December.

Every one of those windows opened after admission rather than before it, and the notice for session 2023-24 went up on 5 October 2023, well inside the academic year (Directorate of Technical Education notice, Other State Scholarship 2023-24). Watching the Directorate's notice board through October and November is the habit worth forming; watching it in June is not.

Who can apply

Eligibility criteria

The advertisement sets a short test and leaves all the proving to the applicant. A candidate needs at least 60 per cent in the qualifying twelfth examination; a Chhattisgarh domicile certificate issued by a competent authority is compulsory; and the enrolment has to be the first year of a B.E. or B.Tech degree at one of the institution types named above, in a state other than Chhattisgarh (Other State Scholarship advertisement, session 2022-23). The Directorate looks none of that up. Each fact arrives as an attested photocopy inside an envelope your college posts.

There is a fifth condition, and it sits on the form rather than in the notice. Item 12 asks for the name, the amount and the starting date of any scholarship you already draw from a state government, the central government or any other source, and the declaration under it has you certify that you draw none (application form, session 2019-20).

Two things the conditions never mention are worth naming. No income ceiling appears among them, and no caste category does either. That silence is exactly what separates this award from the scholarships Chhattisgarh runs for its SC, ST and OBC students, which turn on both.

Who cannot apply

Exclusions

The bar that settles most files is not on the applicant at all. Before an envelope can leave the campus, the head of the institution has to certify that you are a regular student still continuing your studies in that session, that the entries you made on the form have been verified as correct, that on the strength of the character certificate you filed at admission you took no part in any subversive activity including strike, and that your conduct is good; the same certificate ends by recommending you for the award (application form, session 2019-20). An unsigned form is not a rejected application. It is one that never travels.

Everything else the notice rules out, it rules out at the registry rather than on merit. Three kinds of file are put outside consideration, the one missing papers, the one written on anything other than the prescribed form, and the one delivered after the fixed hour, and the Directorate shuts the door behind them by ruling out any claim or representation afterwards (Other State Scholarship advertisement, session 2022-23).

Renewal conditions

Renewal is another trip through the same paper. No separate renewal format exists: the application is headed for a fresh award in the first year and a vacant award in the second, third or fourth, and item 13 asks the applicant to tick which of the four the form is being filed for (application form, session 2019-20). What a returning student adds is two enclosures, last year's passing marksheet and the receipt for the amount the Directorate sanctioned in the earlier year, carried once again by the head of the institution's recommendation.

The receipt is the piece with teeth in it. The Directorate states that the renewal proceedings can be taken up only after that receipt is in hand, and a receipt cannot exist until your college has physically handed the money over (Other State Scholarship advertisement, session 2022-23). A slow accounts office therefore costs a student twice.

Rs 2000 a month is the rate, and all eight of the advertised awards are fresh awards for the first year. Anyone past the first year is competing for something else entirely, an award that has fallen vacant, and how many of those exist is published with the advertisement itself. That count has swung from generous to zero. The session 2010-11 notice invited applications against five vacancies in the second year, eight in the third and six in the fourth (Other State Scholarship advertisement, session 2010-11). The session 2017-18 notice stated the number of vacant scholarships for the second, third and fourth years as nil (Other State Scholarship advertisement, session 2017-18).

The money also does not travel to the student. At the end of the year the Directorate sends the sanctioned amount to the head of your institution, who releases it once the prescribed conditions have been met and takes your signed receipt in exchange (Other State Scholarship advertisement, session 2022-23). A rate quoted per month, settled once, after the year is over, into somebody else's account, is a very different thing to budget around than a monthly stipend.

What to prepare

Documents required

One line in the enclosure list quietly multiplies. It asks for attested copies of any recognised board or university examination beginning from the twelfth standard onward, not merely the twelfth marksheet, so a later-year applicant attaches the results earned since as well. A second line narrows instead: the letter of approval of the institution or the course from AICTE is asked for where the applicant is studying in a private institution (application form, session 2019-20). The admission letter, the Chhattisgarh domicile certificate and the head of institution's certificate complete the set.

Where the money will land is collected on the form too, and that block has changed. The session 2019-20 form asked the head of the institution only for the name of the authority to which the cheque was to be issued (application form, session 2019-20). The session 2022-23 form replaced that single line with the institution's bank name and branch, its account number, IFSC, MICR and branch code, for a transfer by RTGS or NEFT (Other State Scholarship advertisement, session 2022-23). Your own Aadhaar number, bank, account number and IFSC are collected higher up the same page, even though the sanctioned amount is not sent there.

How to apply

This award has never had a portal to log into. The prescribed form is handed over free at the Directorate's counter at Indrawati Bhavan in Nava Raipur, or downloaded from www.cgdteraipur.cgstate.gov.in, and once it is filled in and the certificates are attached it is the head of your institution, not you, who forwards it to the Director (Other State Scholarship advertisement, session 2022-23).

Read the deadline as arrival rather than dispatch. The file has to be with the Directorate by 5:00 pm on the closing date, and the college is instructed to satisfy itself that the application is complete in every respect before it forwards anything (application form, session 2019-20). Since the sender is the college office, the day the envelope left that office is the only evidence of timely arrival you will ever hold.

Tracking a Paper Application and Its Payment

Nothing in this scheme produces a status page, a reference number or an SMS. A file rests in exactly two places, first with the head of the institution who forwarded it, then with the Directorate, whose advertisement prints 0771-2331331 and 2221376 as its telephone lines and 0771-2253620 as its fax (Other State Scholarship advertisement, session 2022-23). The same office gives cgdtecounselling@gmail.com as its e-mail on the counselling notice for session 2025-26 (online counselling notice, session 2025-26).

The payment is traced somewhere else altogether. Since the sanctioned amount is remitted to the institution, the first place it becomes visible is your own college's accounts section, and the receipt they put in front of you to sign is the record that it moved on to you. Whether the transfer has arrived is a shorter question for the college than for Raipur, and it is the same question the following year's renewal turns on.

Selection process

Between the eligibility line and the cap of eight, nothing is published. The notice says candidates who secure at least 60 per cent in the qualifying twelfth examination are eligible, that the Directorate sanctions new scholarships to those found eligible on that basis, and that the number of new awards for the session is eight (Other State Scholarship advertisement, session 2022-23). Neither a weighting nor a tie-break rule is printed alongside it. That leaves the twelfth-standard percentage as the one variable in an applicant's own hands.

Terms & conditions

One clause travels from the 2013 notification into every advertisement, and it is the one that catches people. Without the special sanction of the government, no student will receive more than one scholarship at the same time (Other State Scholarship advertisement, session 2022-23). Set beside the declaration you sign on the form, an award you already hold from a state or central department becomes a choice to make rather than a detail to disclose, because the form has you certify in writing that there is none.

What the notice fixes after that is about the payment, not the award. The institution head releases the money only against the prescribed conditions, your receipt closes the transaction, and the next year's sanction waits behind that receipt.
