About PSADLCE
This is a State-level scheme in Uttarakhand, run by the state's Department of Social Welfare. It funds the development and supply of low-cost, accessible educational materials for students with visual impairment, and sits under the SIPDA framework, the Scheme for Implementation of the Rights of Persons with Disabilities Act, 2016.
The support takes the form of grants to implementing agencies rather than a cash payment to the student. Braille presses, talking book studios, digital book production centres and large-print units receive assistance to set up, expand or modernise the infrastructure that produces accessible learning material, in the formats readers with visual disabilities rely on: Braille textbooks, narrated talking books, digital files and large-print books. The work is carried out through the National Institute for the Empowerment of Persons with Visual Disabilities (NIEPVD) in Dehradun.
The materials are meant for students with visual impairment, from school through to higher education, who hold a valid Unique Disability ID (UDID) card. Because the funding reaches them through the agencies that produce and distribute the books rather than as direct cash, the scheme is best read as support for the accessible-material supply chain that serves visually impaired learners in the state. Applications are made offline.

- Support for Braille Presses: Assistance is given for the installation of new Braille presses and enhancement of the capacity and modernization of existing Braille presses. - Upgradation of Talking Book Studios: Financial support is offered for increasing the capacity and modernization of existing Talking Book Studios. - Creation and Enhancement of Digital Book Production Centers: Grants are available for setting up new Digital Book Production Centers and modernizing existing centers to improve production capabilities. - Support for Large Print Book Production: Funding is provided for establishing new Large Print Book Production Centers and increasing the capacity and modernization of existing large print facilities.
