About RMSRPPP

Twelve cadets in the whole of Uttarakhand collect this money in a year, and not one of them fills a form at a scholarship portal to get it. The award moves inside the NCC chain of command, from a cadet's own unit upward, and the amount is settled by a board of officers in Dehradun rather than by a marks list or an income slab.

The name is four Hindi words stacked into one label, and unpacking it explains most of the scheme. Rajya means state and Mukhyamantri means chief minister; Swarn means gold and Rajat means silver; Padak is a medal, and Protsahan Puraskar is an incentive award. Read straight through, it is the state and chief-minister gold and silver medal incentive award for cadets of the National Cadet Corps.

Where the scheme is written down matters more than the label. The Programme Implementation Department put it in the volume of its Meri Yojana scheme book devoted to central government institutions established in Uttarakhand rather than in the companion book of state department schemes, as entry 29, under the chapter for the NCC Directorate, Dehradun, alongside one other NCC scholarship (Meri Yojana, Programme Implementation Department, Government of Uttarakhand, page 149). So although myScheme files the award under the Department of Education, the operating unit is a Ministry of Defence directorate, and the money is settled there.

One thing the compendium entry does not do is split the award in two. It publishes a single row with a gold tier and a silver tier, six cadets each, and no separate state-level and chief-minister-level prize, no district round and no divisional round. The slashes in the name are alternative wordings for the same annual award, not a ladder a cadet climbs.

Important dates

No opening or closing date is published for this award, and none exists in the ordinary sense, because the trigger is a camp rather than a calendar window. The nearest fixed marker is the Republic Day Camp itself, which runs from 01 to 29 January each year and culminates in the Prime Minister's Rally on 27 January (NCC Directorate Uttarakhand, Republic Day Camp). Applications for a training year can only be raised after that year's camps have been held, and the directorate sets the dates by which Group Headquarters must forward them.

Eligibility criteria

Being an NCC cadet in Uttarakhand puts you in the pool; what the compendium's eligibility column then asks for is outstanding performance at one of four centrally organised camps during the current training year. The four camps are the Republic Day Camp, the Thal Sainik Camp, the Vayu Sainik Camp and the Nau Sainik Camp, and only performance in the current training year counts toward that year's award.

Those camps are not local events, which is what makes the qualifying bar steep. The Republic Day Camp runs at the Garrison Parade Ground, Delhi Cantt from 01 to 29 January and takes 1,850 selected cadets from every state and territory, with the sixteen NCC Directorates competing against each other for the Prime Minister's Banner (NCC Directorate Uttarakhand, Republic Day Camp). A cadet has to be picked for one of these camps first, and then stand out inside it.

Exclusions

The compendium entry carries no exclusion list, no income ceiling and no category restriction. The real constraint is arithmetic rather than a rule: twelve places exist against a directorate whose state of enrolment table, last updated in April 2025, showed 25,210 cadets on roll against an authorised 28,024 (NCC Directorate Uttarakhand, enrolment strength).

A training year is the whole life of this award. The compendium states the award for the current training year and fixes the number of gold and silver places for that year, so the tally starts again with the next year's camps rather than continuing for a cadet already selected. There is no tenure, no continuation form and no annual re-verification of the kind attached to a multi-year scholarship.

The award is a one-time cash amount in two tiers, both settled at the directorate after the marks are compared.

The money is allotted by the directorate once it has finished checking the board's proceedings, and it reaches cadets through the NCC authorities that forwarded their papers. myScheme records the award as one that does not run on direct benefit transfer, so a cadet should not expect a credit to appear against an Aadhaar-seeded bank account the way a portal scholarship arrives (myScheme record for the award).

What is published amounts to a filled application form and whatever else is asked for, which is an instruction to do as the unit says rather than a checklist. That vagueness follows from who does the filing. The unit prepares the application, so the burden of assembling papers sits with the unit and its associate NCC officer rather than with the cadet. What the directorate examines at the end of the chain is the Board of Officers' proceedings together with all the papers attached to them, and the money is released only after that examination is complete (Meri Yojana, Programme Implementation Department, Government of Uttarakhand, page 149).

How to apply

A cadet does not submit anything directly. All units fill in the applications and send them to their Group Headquarters; the Group Headquarters makes its own check and forwards the forms to the NCC Directorate. Uttarakhand runs three Group Headquarters, at Roorkee, Dehradun and Nainital, and 19 units under the directorate (NCC Directorate Uttarakhand, organisation), so the route from a cadet to the deciding table has exactly two stops.

myScheme records the mode as offline and carries no application link, and the directorate's own website publishes no submission form for it either. A cadet who wants to be in the file for a given year raises it with the associate NCC officer at their own institution, because that is where the paperwork originates.

Tracking works the same way, which is to say there is nothing to refresh. No status page exists for this award, no application number is issued to the cadet, and the file is visible only to the unit and the Group Headquarters holding it. The directorate's announcements menu does carry a heading called MERIT LIST, which is where a cadet would reasonably look for a result, but the only document filed under it is a letter to the three Group Headquarters passing on a right to information request about the directorate's vehicle drivers (NCC Directorate Uttarakhand, merit list). The unit that sent the form is the only office that can say where it has reached.

Selection process

Winning at a camp qualifies a cadet for consideration, and a scoring exercise at Dehradun decides the rest. The directorate constitutes a Board of Officers to examine the applications that have come up through the Group Headquarters. Only after the board's proceedings and every related paper have been checked is the money allotted, at Rs 3,000 as the gold medal award to the cadets who obtained the highest marks and Rs 2,000 as the silver medal award to those placed second (Meri Yojana, Programme Implementation Department, Government of Uttarakhand, page 149).

That ordering is the detail most restatements of this scheme miss. The eligibility column asks for outstanding performance at the camps rather than naming a particular medal, and it is the board's comparison of marks that then decides which of the two tiers a cadet is paid at.

The award is tied to the training year in which the performance happened, and the Board of Officers' comparison of marks is what fixes which tier a cadet lands in. One condition worth knowing sits a few lines below the award in the same compendium chapter: NCC membership carries preference for recruitment into the army and similar services, but no preferential qualification in Uttarakhand state service (Meri Yojana, Programme Implementation Department, Government of Uttarakhand, page 149). The cash and the medal are a recognition of camp performance; they are not a hiring credential inside the state government.
