Promotion of Science Education (POSE) Scholarship Scheme(POSESS)

There is no fixed annual date for POSE. The council announces a window per cycle in its advertisement and shuts the portal at the end of it, and the two most recent cycles landed in opposite halves of the year.

Two places carry the current cycle's closing date, and they are the two to watch when a new round opens. The Directorate's own POSE page prints the last date for uploading applications beside the year's advertisement, guidelines, annexures and procedure, which appear there together as a single set. The Har-Chhatravratti scheme table shows the same date as a closing date against the POSE row, and it is the faster check of the two once a window has shut.

The test is a marks bar plus a Haryana schooling bar. A candidate should have passed the Class X and Class XII board examinations from a school situated in Haryana, with at least 80% in Class 12 for a Haryana Board school and at least 85% for other boards such as CBSE or ICSE. A student who cleared either of those board examinations outside Haryana can still apply, but has to produce a Haryana Residence Certificate, per the POSE guidelines for 2025-26.

One group is lifted out of that clause altogether. Where a student is admitted to a basic or natural science course at IIT, ISI, IISER, NISER, DAE-CBS or IISc, the guidelines say the marks-and-Haryana-school clause does not apply, so the admission itself stands in for both halves of the test. Nothing anywhere in the guidelines sets a family income ceiling, and the supporting-document list in the council's application procedure asks for no income certificate at all, so what a household earns neither qualifies nor disqualifies anyone here.

POSE writes its bars as terms of award rather than as a list, and they are not light. A selected student is not entitled to any other scholarship for the length of the course. Students studying privately, through correspondence or distance mode, or in unrecognised institutions are out, since only regular students qualify. Involvement in indiscipline or unfair means disqualifies. A scholarship obtained on a false statement is cancelled forthwith and the amount already paid is recovered at the council's discretion, all of it in the POSE guidelines for 2025-26.

One exclusion sits inside a benefit rather than beside it. The extra ranking weightage for rural schooling is denied to students from rural elite schools, which the guidelines define as schools where tuition fees and other charges payable exceed Rs one lakh per year.

Continuation is decided on results rather than on a fresh application form. The bar is at least 60% in each semester, and self attested semester marksheets go to the council through the institution, preferably within a month of the result being announced, with provisional or internet copies not considered. Each set of marksheets travels with an undertaking, attested by the college, that the scholar is still not availing any other scholarship. Where a university awards an SGPA or SPI instead of a percentage, its own approved conversion formula applies, and where no such formula exists the guidelines scale the index down by 10%, so an SGPA of 6 on a 10 point scale is read as 54%.

Payment follows that same rhythm. The scholarship is paid for all the twelve months of a year starting from the month in which admission was taken, generally July to the following June, and it is released in two half yearly instalments: the first on selection, each later one on the previous semester's performance, as the guidelines set out. A re-appear or a compartment stops the next instalment, and clearing that re-appear in a supplementary examination does not bring the scholarship back.

The monthly rate is set by how far into the course the scholar has reached.

A separate one-time mentorship grant is sized by the length of the programme, not by the year the scholar is in, so a student on a five-year integrated M.Sc. carries the largest grant from the day of selection.

That grant is the part most summaries reduce to one line, and it is not a cash top-up. It is reimbursed against project work done under a professor or research supervisor, preferably outside the scholar's own institution, in India or abroad; for a project done in India the reimbursable heads are travel, accommodation, equipment and consumables. If the sponsoring institute pays a stipend or a travel grant, only the difference between everything received and what was actually spent comes out of the grant. Claiming it means sending the council a letter from the supervisor giving the project's start and end dates, a report on the objectives and results, expenditure details countersigned by the head of the institute where the work was done, and details of any other funds received for the same project, according to the POSE guidelines for 2025-26.

The list itself is ordinary. What is not ordinary is who has to sign parts of it. The rural area certificates for Class 11 and Class 12 carry three signatures each, the school principal, the sarpanch of the village panchayat, and the concerned Block Development and Panchayat Officer, and a student claiming that weightage also files an annual charges certificate in which the principal states the school's total annual tuition and other charges, in the annexures the council publishes with the scheme. Signatures gathered across a village panchayat and a block office do not fit into the last week before a deadline.

The enrolment certificate is a tick-box page rather than a letter: the head, principal, registrar or director marks the programme as a 3-year B.Sc., a 4-year B.S. or a 5-year integrated M.Sc. or M.S., names the year of admission, and ticks the main subject from the scheme's own list, then signs and stamps it, in Annexure I. The declaration of not availing any other scholarship is signed by the student and then certified separately by the head of the institution, who undertakes to keep it true for the whole course. Self attested photocopies of every certificate from Class 10 onwards are uploaded with the form, and the council's application procedure is explicit that nothing is to be sent by post.

POSE is filed online only, on Haryana's centralised Har-Chhatravratti portal, and an application received by any other mode is not considered. Registration runs off the Parivar Pehchan Patra family ID, which must itself be linked to Aadhaar, and an OTP; once logged in, the student opens Apply for Scholarship, picks Promotion of Science Education (POSE) from the scheme list and verifies a second OTP before the form opens, in the order the council's procedure document lays out. Every field is mandatory, the documents are uploaded in the same pass, and a second application from the same student is not entertained. A wrongly filled form, or one lacking an essential document, is rejected summarily.

Tracking is the part worth knowing before the form goes in. On submission the portal issues an application reference number, and the procedure document sends the applicant to the portal's own tab to follow the file from there. One detail catches POSE applicants out on Har-Chhatravratti: the scheme sits under the Directorate of Science and Technology in the portal's scheme table, not under the Directorate of Higher Education where most of the state's scholarships are listed, so that is the heading to look under when a status or grievance form asks which scheme the query is about. Login and upload problems go to the portal helpdesk address published on that home page, helpdeskscholarship@highereduhry.ac.in, while the money itself has its own condition attached in the guidelines: the account named in the form has to be with a bank offering electronic transfer, and the student is told to have it linked to Aadhaar.

Selection is a priority order, not one open merit list. First priority goes to students admitted to a reputed national institute, named in the guidelines as IIT, ISI, IISER, NISER, DAE-CBS or IISc, in a basic or natural science course. Second priority goes to students admitted to a four year B.S. or a five year integrated M.Sc. at any university or institute of the state. Whatever awards remain go to the rest on merit. If that first group alone outnumbers the awards on offer, the Class 12 score described below is used to shortlist within it, per the POSE guidelines for 2025-26.

The merit score is narrower than a board aggregate. It is an average across four subjects: the better of English and Hindi in the Class 12 board examination, plus the best three of physics, chemistry, mathematics and biology. A student who studied Classes 11 and 12 at a rural area school within a gram panchayat's jurisdiction has 2% added to that average, so 90% is read as 92% for inter se merit, unless the school is an elite one. Ties are broken in a fixed order set by the guidelines: girl students first, then the better language score in Class 12, then the younger candidate.

The scheme record published on the national scheme directory still carries an older version of this rule, which gave first place to names on the KVPY aptitude test extended list. The council's own guidelines for 2024-25 and for 2025-26 do not mention KVPY at all, and national institute admission leads the order in both. An offer made at the end of the exercise is provisional in any case: it is confirmed only after original documents are verified by the council or by the institution where the student is studying.

The council keeps two powers that matter to an applicant. It may increase or decrease the number of scholarships or make changes in the scheme, and in any confusion or dispute the decision of the Secretary of its Executive Committee is final, under the POSE guidelines for 2025-26.

The clause worth reading twice governs a change of course. Moving to another college, university or institute within the same academic year is acceptable as long as the subject stays inside the identified 22. A change or re-admission in the next academic year or thereafter, or into a subject outside those 22, makes the offer invalid, with no scope for restoration and no separate communication to the scholar, which the guidelines state plainly. The sanction letter itself is issued only after the originals, the enrolment certificate and the other papers certified by the college have been checked.

Split the question before writing to either desk. Anything about the scheme itself, the subject list, the mentorship grant, a semester marksheet or a continuation instalment, belongs with the council at that address. Anything about the form, a failed upload or a status that has not moved belongs on the portal, because the application record sits there and not with the council.
