The round is opened by notification and shuts quickly, and an extension has been the pattern rather than the exception.

Three deadlines is the detail worth planning around, because there is not one date but a short cascade of them, spaced a day or two apart, and it is the approval rather than the submission that the Directorate actually receives.

The 2025-26 round took the same shape on the new portal. It opened on 20 December 2025 alongside the department's other awards, closed to students first on 9 January 2026, and was then pushed to 20 January 2026, with the institution head's approval running to 22 January 2026, by an extension order that gives its reason in as many words: a marked shortfall in the applications received.

Dates for a cycle that is currently live only ever appear on the Directorate's own portal, which is also where an extension shows up first.

Four tests decide it, and they are applied to the community, the institution, the household and the mark list in that order.

The scheme is closed to anyone outside six notified communities. Christians of every denomination count as one of the six; Muslim, Sikh, Buddhist, Jain and Parsi students make up the rest. Two geographic conditions then apply at once, permanent residence in Kerala and study inside the state, so a Kerala student who sat the qualifying examination elsewhere is outside the scheme.

The qualifying study has to have taken place in a government or aided educational institution. That is the phrase the Directorate uses in the notification, and it is the wording the head of the institution verifies against.

Income works as a preference before it works as a ceiling. Applicants below the poverty line are given priority, and where BPL applicants are absent, students from APL households with an annual family income up to Rs 8 lakh are considered as well.

The academic bar is fixed in advance and differs by level: an A+ in every subject at SSLC, THSLC, Plus Two or VHSE, 80% at degree level and 75% at postgraduate level. The postgraduate bar is the lower of the two, and the money behind it is the same.

The Directorate publishes no separate list of disqualifications for this award. The boundary is drawn by the eligibility clauses themselves, and the notification adds only one operational bar: without an account in the applicant's own name there is nothing for the sanction to be paid into.

The award attaches to one declared examination result, so there is no continuing sanction to renew. A student who clears the bar again at the next level applies afresh in that year's round.

The Directorate's own scheme list makes the point structurally. It carries a separate renewal entry for one of the department's other awards and none for this one, so the fresh-or-renewal choice a student meets elsewhere on the portal has only one answer here, on its guidelines page.

The rate follows the level at which the qualifying result was declared, not the course the student has since joined, which is why a first-year degree student holding a full A+ from school draws the school rate.

Nothing is layered on top of it. There is no hostel component, no book grant and no tuition head, and the money reaches the student as a single credit rather than as instalments across the year.

Two different sets are in play, and applicants routinely mix them up.

The upload set at registration is short: photograph, signature, SSLC certificate, income certificate and a copy of the ration card, each file held under 100 KB. Registration does not complete, and the print option does not appear, until every one of them is in, as the notification's step list states.

The paper set handed over afterwards is longer, and it ends with the ration card copy that shorter summaries of this scheme tend to drop. Two of its items carry conditions worth reading twice. The bank passbook copy has to be the first page of an account in the applicant's own name and has to show the name, the account number, the branch code and the branch address together. The income certificate goes in as an original from the Village Office and travels physically attached to the application rather than uploaded and forgotten.

There is no National Scholarship Portal route into this award. Registration, the uploads, the printout and the institution's approval all happen on the Directorate's own site, in that order.

1. Register, or sign in if an earlier registration for one of the department's schemes already exists, at mwdscholarship.kerala.gov.in, where each award is listed with the window it is open for.
2. Fill the application for this award. The examination detail it asks for is the tenth standard register number, not the register number of the examination being claimed on.
3. Upload the five files. Nothing can be printed until all of them are in.
4. Print the registration form and hand it, with the supporting documents, to the head of the institution where the qualifying examination was taken.
5. Wait for that office to verify and approve it online. An application the head has not approved never reaches the Directorate at all.

Tracking happens back on the portal rather than by email or SMS. Its application status page takes either the Aadhaar number used on the form or the application number, and returns the status held against it without a login. Because payment is a direct credit to the student's own account, an application that shows as processed but pays nothing almost always traces back to the bank fields rather than to the application itself.

Selection runs in two stages, and the Directorate does not run the first one. Two separate online actions are asked of the school or college first: a check of the papers by the head of the institution or an officer they authorise, and then an approval, each carrying its own date in the notification. Only approved applications travel any further.

The Directorate then chooses among those on family annual income and marks together, and allots the awards to the notified communities in proportion to their population. Because the qualifying mark is printed in the notification rather than settled after applications close, that allocation is the one part of the outcome a qualifying student cannot read in advance.

Most of the binding conditions attach to the institution rather than to the student, which is unusual for a state scholarship and worth knowing before anyone blames the portal.

The head of the institution has to satisfy themselves that every document is genuine, enclose the original income certificate with the application, and check the account number, the IFSC code and the current bank and branch name specifically. On that last point the Directorate is blunt: where a scholarship is rejected because those details were wrong, the department states that it is not answerable for it. Where verification and approval are not completed by the notified date, the head of the institution is the one held responsible.

Applications verified and approved at government and aided institutions stay with those institutions and have to be produced to the Directorate of Minority Welfare for inspection whenever it asks for them.

Institution heads hold their own login on that portal, so a question about a verification that has not moved is usually answered faster by the college office than by the Directorate.
