About PREMSOBC&EBC

The Pre-Matric Scholarship for OBC, EBC and DNT Students is run by the Union Territory administration of Dadra & Nagar Haveli and Daman & Diu, through its Social Welfare Department. It is a pre-matric award, meaning it supports students before they reach the matriculation stage, and it is open to students who belong to the Union Territory.

It is meant for students from Other Backward Class (OBC), Economically Backward Class (EBC) and Denotified Tribe (DNT) households who study in Classes 9 and 10. The benefit is a consolidated academic allowance of ₹4,000 a year, paid to help families meet the cost of schooling and keep children in class through the pre-matric stage. Eligibility also turns on household income, so not every student in these categories qualifies.

Applications are made online through the National Scholarship Portal, where a student registers, completes verification and uploads the required documents before the annual deadline set for the Union Territory.

Who can apply

Eligibility criteria

The scholarships are open to all the students of Dadra and Nagar Haveli and Daman and Diu.
Scholarship awards will be sanctioned in the case of students whose parents/guardians' income from all sources does not exceed ₹2,50,000/- per annum.
The students should be studying in Classes IX and X on a full-time basis in Government Schools only.
They should belong to either of the OBC, EBC, or DNT (who are not covered under SC, ST, or OBC) categories through a valid certificate.
A scholarship holder under this scheme will not hold any other educational scholarship for the purpose of studying in Class IX and X. If awarded any other educational scholarship for studying in classes IX and X, the students can avail of either of the two scholarships as per his/her choice and should inform the awarding authority to the Head of the Institution about the option made.
Income Certificate is required to be taken once only, i.e. at the time of admission to courses.
Note: The condition stipulated in this Ministry’s Notification No. 428 dated 16.02.2017 relating to provisions contained in Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits, and Services) Act 2016 are to be followed with the further stipulation that if, for any reason, the authentication of Aadhaar fails in respect of any applicant, such an individual should be permitted to establish his/her identity by any other means so that genuine persons are not deprived of their benefits.
Other Conditions for AwardIf a student violates school discipline or any other terms and conditions of the scholarship, the scholarship may be suspended or even cancelled, subject to the satisfaction of the competent school authority. The State Government/ Union Territory Administrations can also directly cancel the award if duly satisfied with the reasons for violation of these regulations governing the scheme.
Other Conditions for AwardMigration of students from one institution to another would not normally be allowed during the course of the academic year except under exceptional circumstances and in the interest of the student's academic career.
Other Conditions for AwardThe scholar obtaining benefits under this scheme shall not be allowed to avail of benefits under any other pre-matric scholarship scheme.
Other Conditions for AwardOnly two boys of the same parents/guardians will be entitled to receive scholarships. This restriction will, however, not apply to girls. Accordingly, scholarships availed by girls of the same parents/guardian will not adversely affect the admissibility of availing scholarships upto two boys of the same parents/guardian.
Other Conditions for AwardA regular attendance record of not less than 75% in the previous year should be a prerequisite for availing scholarship.
Other Conditions for AwardAt least 5% of students with disabilities should be covered for the grant of the scholarships. 30% of the beneficiaries should be reserved for girl students.
Other Conditions for AwardIf a student is found to have obtained a scholarship by false statements, his/ her scholarship will be cancelled forthwith and the amount of the scholarship paid will be recovered, at the discretion of the concerned State Government. The student concerned will be blacklisted and debarred for scholarship in any scheme forever.

Who cannot apply

Exclusions

  • The applicant should not avail benefits under any other pre-matric scholarship scheme.
  • The applicant repeating the same class will not receive scholarship again for that class.
  • Scholarship may be suspended or cancelled if the student violates school discipline or scheme conditions.
  • Scholarship obtained through false statements shall be cancelled and recovered.
  • Such students may be blacklisted and debarred from scholarship schemes permanently.

  • Coverage Value of Scholarship: The students shall be given a consolidated academic allowance of ₹4,000/- per annum.
  • Note: The entire scholarship amount both from the State and Central Government will be paid directly into the account of the students or parents ONLY through DBT preferably through an Aadhaar Based Payment System (Aadhaar Payment Bridge-AePS).
