About OELS
The Overseas Educational Loan Scheme is borrowed money, and what decides it is not the student's marks. The Karnataka Minorities Development Corporation lends up to Rs 20 lakh at a zero interest rate where the family's income is below Rs 8.00 lakh a year, and releases it only against a mortgage of building or land to the corporation, valued at not less than the loan amount (KMDC, Overseas Educational Loan Scheme). An offer letter from abroad, on its own, does not open this door. A family asset does.
That puts the scheme in a narrow lane: minority-community households in Karnataka that already own clear, mortgageable immovable property and have a student holding a foreign admission. The corporation's own accounts show how narrow. Its annual beneficiary statements, which break each year's count out scheme by scheme, record 118 overseas education loans in 2023-24 out of 13,886 beneficiaries KMDC reached across all its schemes that year (KMDC beneficiaries 2023-24), and 130 in 2024-25 against 2,833 fresh sanctions in the same twelve months under Arivu, the corporation's education loan for study inside India (KMDC beneficiaries 2024-25). Of the two education programmes KMDC runs, this is by a wide margin the smaller, and the mortgage is the one condition Arivu does not impose (KMDC, Arivu Education Loan Scheme).

Important dates
KMDC releases this programme against a government order for the financial year, not against a notified application season. Its circulars page carries a government order on the Overseas Education Loan Scheme for 2022-23, an additional order on the same scheme for that same year, and a further undated Government Order on Overseas Education Loan (KMDC circulars and orders); no opening or closing date appears there, or in the record below. So the two things worth watching are the portal and the circulars page, not a date on a calendar.
Who can apply
Eligibility criteria
Two conditions carry the weight, and only one of them is about the student. The academic bar is 60% in the previous year plus an offer letter from a foreign university, for graduate or postgraduate study (KMDC, Overseas Educational Loan Scheme) - no world-ranking condition on the university and no age ceiling, where the state's Backward Classes corporation attaches both to its own foreign-study loan (D Devaraj Urs Backward Classes Development Corporation). The property condition is the harder one, because the mortgaged asset's value cannot be less than the loan being asked for, so the family's asset, not the fee invoice, sets the ceiling on what can actually be sanctioned.
The corporation's Kannada disclosure under Section 4(1)(b) of the Right to Information Act carries the same scheme entry, with the same Rs 20.00 lakh ceiling and the same zero rate for degree and postgraduate study at a recognised foreign university, and states the eligibility conditions without the income line (KMDC RTI 4(1)(b) disclosure). The English scheme page is where the income condition is attached to the benefit, so plan against the Rs 8.00 lakh figure and take the sanction letter as the last word.
One eligibility line is really an exclusion in disguise: the loan is open to students who have not received a scholarship from the Directorate of Minorities. Karnataka runs its minority scholarship side and its minority loan side through different offices, and a student is expected to be on one side or the other.

Who cannot apply
Exclusions
KMDC's scheme page has no exclusions heading at all; the corporation writes its bars into the eligibility list instead. Two of them decide cases. A student already holding a Directorate of Minorities scholarship cannot take this loan, and a property valued below the amount sought cannot carry it (KMDC, Overseas Educational Loan Scheme).

Renewal conditions
KMDC does not publish renewal conditions for the overseas loan on its scheme page. That a renewal stage exists is visible only in the corporation's accounting: the 2025-26 beneficiary list carries "Loan Scheme for Overseas Education (Renewal)" as a line separate from fresh cases, with 103 renewals against 47 fresh sanctions as on 22-05-2026 (KMDC beneficiaries 2025-26). Renewals outnumbering fresh cases is what a multi-year degree looks like in a ledger.
For Arivu, the corporation states its renewal rule plainly: a student applying online for renewal pays 12% of the amount the corporation disbursed the previous year (KMDC, Arivu Education Loan Scheme). Nothing equivalent is published for the overseas loan, so ask the district office what the second-year application will require before you commit to the second year's fees abroad.

Zero interest is the real benefit here, and it is worth reading against what the same corporation charges closer to home: Arivu money is repaid with a service charge of 2% a year (KMDC, Arivu Education Loan Scheme). What the scheme page does not say is what applies above the Rs 8.00 lakh line, whether the rate changes or the loan closes, and the corporation publishes nothing on the point. Nor does KMDC publish a head-wise break-up, so there is no stated split between tuition, living costs and travel, and no published sub-limit for any of them. The sanction is a single figure against a single security.

Documents required
Half of what the corporation asks for is the mortgage rather than the student: seven papers describe the property, and three more - the applicant's affidavit, the joint affidavit with the guarantor, and the promissory note with its delivery letter - are the security instruments themselves. Two of the property papers are not yours to produce at all. The valuation comes from a registered valuer and the spot inspection report from KMDC's own District Manager, so part of the file's timeline sits inside other offices and moves at their pace.
The revenue papers carry their own dependencies. The encumbrance certificate has to be the nil one in Form No. 15, and the guidance rate has to be issued by the appropriate authority rather than estimated locally, so each arrives on an issuing office's schedule rather than yours. The joint affidavit puts a guarantor's name on the file beside the student's, so that person has to be found and willing before the mortgage can be executed. Assembling the property set the week the offer letter arrives, rather than the week the university's fee deadline lands, is what keeps those two clocks from colliding.

How to apply
This loan is filed on KMDC's own loan management portal at kmdconline.karnataka.gov.in, the same system the corporation tells its Arivu applicants to submit through, and not on the National Scholarship Portal (KMDC portal login, KMDC, Arivu Education Loan Scheme).
Status is followed on that portal too, not by phone. Its Track Application page is the tracking link published for this scheme, alongside the login (KMDC track application), and KMDC's own e-services menu adds an online repayment page and a one-time settlement repayment link for a loan already running (KMDC online repayment). Because the spot inspection is a District Manager's job, the file is worked in the KMDC district office for the applicant's district even though the portal is a single state-wide system, and that office is the right first call when tracking shows no movement. How winners are picked
Selection process
KMDC publishes no merit list, no cut-off and no scoring rule for this scheme. Once the academic conditions are met, what is left is a credit decision: whether the offered security is clean, correctly valued and worth at least what is being borrowed. The valuer's report, the encumbrance certificate, the guidance rate and the District Manager's inspection all exist to settle that single question. A strong academic record qualifies an applicant here; it does not rank one.

Zero interest does not make this a grant. The mortgage is executed in favour of the corporation and the property's value cannot fall below the loan amount (KMDC, Overseas Educational Loan Scheme); on top of that the file closes with a guarantor on the joint affidavit and a promissory note signed in the corporation's favour, so the borrowing is personally secured as well as mortgage-secured. KMDC publishes no repayment tenure, moratorium or instalment schedule for the overseas loan, while for Arivu it states that repayment begins six months after the course is completed (KMDC, Arivu Education Loan Scheme). Get the repayment terms in writing in the sanction letter before the mortgage deed is registered, because the deed is far harder to unwind than the application.
