About Pdos

Two pages on the same Karnataka government portal disagree about what this scholarship is called. The page that carries the apply link is headed Dr. B.R. Ambedkar International Scholarship (Dr. B.R. Ambedkar International Scholarship portal); the foreign university list on the same host still runs under a Prabhuddha Overseas Scholarship banner, above a footer crediting the Pre Examination Training Centre (foreign university details). Nothing closed. The name, the office behind it and several of the bars an applicant has to clear all moved, and most of what still ranks under the old name describes the version that was replaced.

The award sends a Scheduled Caste or Scheduled Tribe candidate from Karnataka to a full-time degree at a foreign university, and it is run by the Indira Gandhi Centre for Career Development under the Social Welfare Department. The Karnataka Gazette issue of 16 June 2025 carries the Social Welfare Department order of 12-09-2024 that sits behind both of the new names (Karnataka Gazette), and the centre hosts its own copy of that order (order on the change of names).

One condition decides most applications before any officer reads them. The centre will look only at an unconditional offer letter from a foreign university or institution placed inside the overall global top 325 of the QS World University Rankings (Dr. B.R. Ambedkar International Scholarship portal). A conditional offer, or an offer from an institution outside that band, is not a weaker application. It is not an application.

This is a small, contested pool rather than a mass scholarship. The centre's own counter records 278 applications for 2026-27, of which 237 were from Scheduled Caste candidates and 41 from Scheduled Tribe candidates, against 313 the previous year and 35 in its first recorded year of 2011-12 (financial year wise applications received). Volume has more than doubled since 2021-22, when 132 applications came in.

Important dates

The scheme has no fixed annual calendar that the centre publishes in advance. Each round is announced for an academic year, as a notice on the centre's own pages, and what it publishes about a round is a state rather than a date: open, closed, list out, order issued.

Neither the scheme record reproduced below nor any aggregator page carries an opening or closing date here, and that is not an omission on their part: the centre does not commit to one in advance. The practical consequence is that the only way to catch a window is to watch the centre's notices and the state of the apply link, because a round can be announced and closed inside the time it takes a summary page to be updated.

Who can apply

Eligibility criteria

The centre publishes four selection criteria: the candidate has passed a degree, is a permanent resident of Karnataka, is listed in that state's Scheduled Castes or Scheduled Tribes, and is below 40 years of age for a postgraduate course or below 45 for a PhD (Indira Gandhi Centre for Career Development).

Those age bars are looser than the ones circulating in older scheme literature, and the centre lists no undergraduate age at all. Where the two disagree, the notification issued for the year you are applying in is what an officer will hold you to, not a summary written for an earlier cycle.

The four criteria are also silent on two things the earlier literature treated as preconditions: a standardized test score, and a floor percentage in the qualifying degree. Neither appears on the centre's current list. Degree percentage still decides cases, but as the number the centre ranks applicants on rather than as a published minimum, which is a different thing to plan for.

Fields of study are broad rather than restrictive: engineering and management, pure and applied sciences, agriculture sciences and medicine, international commerce, economics, accounting finance, humanities, social science, fine arts and law. The portal separately maintains university details for Australia, Canada, France, Germany, Ireland, Italy, New Zealand, Singapore, Sweden, Switzerland, the United Kingdom and the United States (foreign university details).

The scheme record publishes no exclusion list. In practice three things remove an application without a hearing: an offer letter that is conditional, an institution ranked outside the QS overall global top 325, and a family income affidavit whose figures do not match what was typed into the income section of the form, which the centre states must correspond exactly (Dr. B.R. Ambedkar International Scholarship portal).

Continuation

Renewal conditions

No renewal or continuation cycle is published for this award. What the portal issues instead is a sanction order for the individual candidate, downloadable against that candidate's registration number (sanctioned orders). The single list published there is headed for one year but carries registration numbers from more than one intake, so the two do not line up the way a yearly cycle would. Beyond that the centre sets out no re-application and no continuation test, which leaves the sanction order a candidate holds as the only document stating what has been granted.

How much of the package is a gift depends entirely on your family's annual income, and only the lowest band is fully a grant.

Read the second and third rows before you plan around them. In both, half the cost is offered as borrowing you repay, not as an award, so a household at Rs 22 lakh is being offered a quarter of the cost as a scholarship. No band is published above Rs 30 lakh, which means a higher-earning household has no stated entitlement here at all.

The scheme record reproduced under this section still carries the pre-rename bands. Those started at a lower income line, ran to a lower ceiling and had no loan half attached to them. They are the earlier version of the same table, and the centre's current page is the one that governs.

What to prepare

Documents required

The live application portal lists sixteen mandatory uploads, each of which has to be a PDF smaller than 2 MB (mandatory required documents). Seven of them do not appear in the older document checklist that circulates with this scheme: the student's PAN card, the father's or guardian's Aadhaar card, the SSLC marks card, the degree transcript as distinct from the semester marks cards, the I-20 or CAS number form, the family income affidavit, and a domicile certificate.

The I-20 or CAS requirement is the one that catches people out on timing. Both are documents a university issues after it has accepted you and, in the American case, after it has assessed your finances, so the application cannot be assembled in the same week you decide to apply.

Step by step

How to apply

Applications are made online through the centre's foreign studies portal, which carries the apply link, the document upload screen and the status tools on one page (Dr. B.R. Ambedkar International Scholarship portal). There is no offline route and no submission through the national scholarship portal. The address printed on the older scheme record, on the sw.kar.nic.in host, no longer resolves at all, so a link from an aggregator page is worth checking against the live portal before you trust it.

The form itself sits behind that apply link and is served by the centre for the Social Welfare Department and the Tribal Welfare Department together; when it is not being served it returns a maintenance notice rather than an application (apply page). The status, acknowledgement and sanction screens stay up whatever the form is doing, so they remain the places to check from.

Keep the registration number the portal issues, because every later interaction is keyed to it. You can reprint the acknowledgement using that number with your date of birth and a captcha (re-print acknowledgement).

To track the application, use the portal's Application Status screen, which asks for the registration number the centre calls the SWD ID and nothing else (application status). Sanction is tracked separately and in public: the portal publishes a sanctioned orders list against registration numbers, with each candidate's sanction order available to download (sanctioned orders). If your registration number appears there, the order behind it is the confirmation.

How winners are picked

Selection process

Selection is not a single merit list. The centre reserves shares of the award within the Scheduled Caste and Scheduled Tribe pool, and an applicant who fits one of the smaller categories is competing against a much shorter queue.

Those six shares add up to the whole pool, which is the part worth pausing on. There is no unreserved remainder to fall into. Every award goes out through one of the six categories, so the practical question is not only whether you are eligible but which of the six lines you are counted on, and the hostel and residential hostel lines each carry a larger share than the nomadic and disability lines put together.

What the centre ranks on is visible in the list it published for the 2026 round. Against each SWD ID it printed the degree awarded, the year of passing, the maximum and obtained marks, the aggregate percentage, and the foreign university and country the applicant is headed to, under a heading for postgraduate applications (aggregate list of applications). Degree aggregate, normalised across very different marking schemes, is the number that orders the queue, and it is published before any selection is announced.

The binding conditions sit in the scheme guidelines the centre hosts on the application portal, alongside the family income affidavit annexure that the form's income figures must match (Dr. B.R. Ambedkar International Scholarship portal). Those guidelines run to thirteen pages and are published in Kannada, so an applicant working in English is reading a summary of them rather than the text that binds. The affidavit annexure is the one piece worth opening early, because it fixes the wording the income figures then have to agree with.

Two conditions are absolute on the face of the portal and need no translation: the offer letter must be unconditional, and it must come from an institution inside the QS overall global top 325.
