No, those names belong to the other maternity benefit. The board's Kannada schemes page labels the Rule 43 delivery benefit the Thayi Lakshmi Bond and cites a Government notification of 8 August 2022 for its amount KBOCWWB schemes, Kannada, and its English page puts it at Rs 50,000 for the first two deliveries KBOCWWB schemes. The Labour Department's benefits page lists a different rate for it, Rs 30,000 for a girl and Rs 20,000 for a boy Labour Department, Government of Karnataka. The CAG notes that the two schemes need separate applications, so a mother files each on its own CAG audit.

Is Rs 6,000 Paid Once or Every Year for Three Years?

The board's English rule text grants the support for three years from delivery, fixes it at Rs 6,000 at the rate of Rs 500 a month, and asks for a fresh application every year up to three years KBOCWWB schemes. Thayi Magu Sahaya Hastha is money for a baby, paid to the mother. The Karnataka Building and Other Construction Workers Welfare Board sanctions Rs 6,000, reckoned at Rs 500 a month, to a registered woman construction worker toward her child's nutrition and pre-school education until the child turns three.

The eligibility test is short. The timing rules are not, and the board's own count shows more of these claims rejected than approved since October 2023.

The scheme sits in the board's rules as Rule 43-A, assistance for pre-school education and nutritional support of the child of a registered woman construction worker. The rule text on the board's schemes page grants it for three years from the date of delivery and limits it to the birth of her first two children, with the claim filed through the board's software Karnataka Building and Other Construction Workers Welfare Board, schemes. The Labour Department's list of board benefits places it under Section 22(1)(g) read with Rule 43A Labour Department, Government of Karnataka.

It is younger than the delivery assistance beside it. The Comptroller and Auditor General's performance audit of the board, Report No. 2 of 2025, records that the scheme began in April 2018 and has run apart from the maternity scheme, which dates from the board's inception, with a separate application for each CAG, Welfare of Building and Other Construction Workers, Karnataka. The same audit pointed out that pre-school education typically begins after age three, which is exactly when this support stops.

The six-month limit has been questioned. In December 2022 the Karnataka Administrative Reforms Commission-2 recommended extending it to 12 months, since parents are busy after a birth, and linking the scheme software to the e-Janma birth registration portal Karnataka Administrative Reforms Commission-2, fourth report. The board's schemes page still states six months.

Eligibility criteria

Thayi Magu eligibility is a registration test, not an income or marks test. The mother herself must hold a live registration with the Karnataka board, and the child must be one of her first two and within three years of birth KBOCWWB schemes.

A woman who is not yet on the register joins it first, with an employment certificate from one of four issuers: Form V(A) from the employer, V(B) from a registered trade union, V(C) from a labour inspector or V(D) from the gram panchayat KBOCWWB schemes. Because the Thayi Magu clock starts at delivery, registering before the birth keeps the six months after it free for the claim itself.

The rule text, the CAG audit and the board's software manual point to five situations that shut a mother out:

The wife of a registered male worker who is not registered herself; the audit noted the support was not extended to the spouses of registered male construction workers CAG audit.
A third or later child, since the rule covers the birth of the first two children only KBOCWWB schemes.
A first claim filed more than six months after delivery.
A child past three years from the date of delivery.
A mother whose registration has lapsed: the board's software expects renewal within three years of registration and allows one year of grace, after which the registration becomes invalid KBOCWWB software user manual.

Renewal conditions

Thayi Magu is not a one-time claim. The board's page says the application can be submitted every year up to three years, and for the second and third years it asks for an affidavit that the child is living KBOCWWB schemes.

The CAG found that women workers were not adequately told they had to reapply each year for the three years. It also found that the women drawing the delivery assistance and those drawing Thayi Magu were largely different groups, which suggests many mothers took one benefit and missed the other CAG audit.

The mother's own registration has to be kept going through those three years as well. Rule 20-A on the board's page asks a registered worker to show, every year, a pay slip or muster roll for ninety days of construction work in the preceding twelve months, together with an employment certificate KBOCWWB schemes.

The sanctioned sum is Rs 6,000, at the rate of Rs 500 a month, paid to the registered mother rather than to a school or to the child KBOCWWB schemes. She can draw it for two children at most. Of the documents on the scheme's list, the board's software manual marks three as mandatory uploads: a photograph of the child, the child's birth certificate and the hospital discharge summary, each as a PDF, JPEG or PNG file KBOCWWB software user manual.

The Kannada text of Rule 43-A adds that the birth certificate must be the one issued by the Registrar of Births and Deaths KBOCWWB schemes, Kannada. That is stricter than the delivery assistance, which also accepts a delivery certificate signed by the doctor at a government or private hospital in Karnataka KBOCWWB schemes.

Two affidavits come into play over the life of a claim: one declaring that a claim is for the second delivery, and, from the second year, one confirming that the child is living.

Step by step

How to apply

Claims go through the board's own software at kbocwwb.karnataka.gov.in, not through a college or a scholarship portal. The board's user manual sets out the sequence KBOCWWB software user manual:

Log in with the mother's registration and open Thayi Magu Sahaya Hastha from the scheme list; its page shows the conditions and documents before the Apply button.
Check the personal and address details, which the software fills in from her registration, and enter the child's details.
Upload the documents and submit; the confirmation screen lets her download or print an acknowledgement.
A Senior Labour Inspector or Labour Inspector processes and checks the claim, and the Labour Officer reviews and approves it KBOCWWB schemes.

Seva Sindhu, the state's services portal, handled these claims for a time and no longer does. The CAG records that the board moved claims processing to Seva Sindhu in June 2019 CAG audit, and the board's public notice of 20 October 2023 put registration, renewal and scheme applications on its own software KBOCWWB notifications.

Scheme Status, Sanction Order and DBT Codes

After logging in, the Scheme Status module lists each claim and opens its sanction order or rejection order once a decision is made KBOCWWB software user manual. The board's Sakala services list sets a 30-day timeline for approving a Thayi Magu claim KBOCWWB Sakala services.

A sanction order does not always mean money in the account. The board publishes a DBT status list for Labour Officers that sorts failed payments by code KBOCWWB DBT status:

IVS_ERROR: the name on the labour identity card does not match Aadhaar, the account has no NPCI mapping, or it has no Aadhaar seeding. The worker gets the seeding and mapping done at her bank and sends the updated status to the board through the Labour Officer and the Assistant Labour Commissioner.
BMP_ERROR: the account has hit its transaction limit or is blocked or frozen, which the bank has to lift.
Blank status or INVALID_AADHAAR: Aadhaar details could not be fetched, and an updated e-Aadhaar goes to the board through the same officers.

How winners are picked

Selection process

Selection under Thayi Magu is not a competition. Rule 43-A sets no income limit, merit test or quota, so a claim that meets the rule and carries its documents is decided on those alone KBOCWWB schemes.

The board's count shows how often claims still fail. Between 17 October 2023 and 28 August 2026 it received 5,255 Thayi Magu applications, approved 2,065, rejected 2,914 and had 276 pending KBOCWWB schemes count report. The report gives no reasons for the rejections. Over the same period the delivery assistance drew 13,372 applications, more than twice as many, and it too rejected more (8,492) than it approved (4,492).
