Karnataka treats this as training support for a working beginner, not as help with a course fee. A Scheduled Caste or Scheduled Tribe law graduate registers on the Social Welfare Department's portal with an Aadhaar number, a departmental team verifies the registered details in person, and once that clears, Rs 5,000 a month reaches the applicant's own account for a period of 4 years while training is arranged under senior advocates (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

Administratively it belongs to the Commissionerate's Co-ordination Section, the same section that handles compensation to atrocity victims and the building of Ambedkar Bhavanas, which is why district listings file it well away from the pre-matric and post-matric scholarships (Social Welfare Department, Raichur District). The officers who decide it are the district social welfare machinery and the Deputy Commissioner's office rather than a scholarship helpdesk.

Two cautions before the detail. Karnataka publishes this scheme name on two departmental portals and they do not print the same rate, which the Award section sets out side by side. Calendar

Important dates

This scheme runs to no state calendar. Nothing on either portal names a month, and the scheme's record carries neither an open date nor a close date. Applications are called instead one district at a time, and the notification that calls them is a local one. The Bengaluru Rural district court published Notification No. ADM/76/2025 dated 28 January 2025 calling for applications for the year 2024-25 (District Court Bengaluru Rural).

The rhythm behind those notifications is set out in the departmental note: applications are called after the concerned university announces the law degree results, the notification is published in the Karnataka Gazette and in newspapers and put on the notice boards of the District Social Welfare Officer, the Deputy Commissioner, the Zilla Panchayat and the District Bar Associations, and the last date for receipt of applications is one month from the date of publication in the Gazette (Co-Ordination Section, Training of Scheduled Caste Law Graduates in Administration of Justice). So the practical answer to when to apply is: watch your district's notice boards in the months after your results, not the portal.

Who can apply

Eligibility criteria

The department's own criteria list is short, and each line has a practical edge worth knowing. The income test is on total family income from all sources and the ceiling is below Rs 2 lakh, the upper age limit is 40 years, and both the 3 year and the 5 year law course qualify as long as the degree comes from a university or institution recognised by a state or the central government (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

That ceiling is the highest Karnataka has set on any of its law graduate stipends. The Backward Classes Welfare Department stops at 31 years for Category 1 and 30 years for other backward classes candidates (Stiphend to Law Graduates, Backward Classes Welfare Department), and the departmental training note stops at 35 years reckoned on the last date for receipt of applications (Co-Ordination Section, Training of Scheduled Caste Law Graduates in Administration of Justice).

Two conditions applicants expect to find are simply not in the Social Welfare Department's published list: it does not ask for a name already on the Bar Council roll, and it sets no window of years since graduation. Both conditions are real, but they belong to the department's older training note and to the backward classes scheme, and reading them across is a common reason a graduate decides not to apply when nothing in fact bars them.

Exclusions

The exclusions field on the myScheme record is empty and the portal publishes no bar list of its own, so the four published tests do all the excluding by themselves. The one decided after submission rather than before it is the spot check: officials verify the registered details in person, and the file goes no further if what they find does not match what was entered (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

Renewal conditions

Nothing is reapplied for between the first payment and the last, because the sanction covers one continuous training term rather than a year that has to be won again (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka). A continuing duty takes the place of a renewal form. The departmental note requires the selected candidate to stay through the training and not leave it midway, waives that only where an appointment in the state or central government intervenes, and requires a monthly diary attested by the senior advocate the candidate is attached to (Co-Ordination Section, Training of Scheduled Caste Law Graduates in Administration of Justice).

There is a history behind the split. The Commissionerate of Social Welfare now looks after Scheduled Caste welfare alone, the Department of Tribal Welfare having been separated out of it in 1998 (Social Welfare Department, Raichur District), which is how one scheme came to sit on two service portals with two directorates behind it. On that reading, the portal run by the department that serves your community is the one whose rate applies.

The district material does not line up quite so neatly. Kodagu's Social Welfare Department page lists a fellowship for law graduates at Rs 10,000 a month over two years (Social Welfare Department, Kodagu District). Until the state portal and the district listings agree, treat the portal you actually register on as binding and ask the District Social Welfare Officer which rate the current sanction carries.

Training comes with the money rather than after it: the portal says the training course is arranged under senior advocates, which gives a fresh graduate a chamber to practise from while the stipend runs (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka). The stipend is credited to the applicant's account, so the bank details registered have to be the applicant's own.

What to prepare

Documents required

The registration is lighter than the document list suggests, because two of the certificates are never uploaded at all. The portal asks for the 15 digit RD number printed on the caste certificate and the 15 digit RD number on the income certificate, which it verifies against the issuing system, and only the law degree certificate is uploaded as a scanned image with a file size capped at 100 kb (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

Aadhaar does double duty here. It opens the registration and it is what the department accepts as proof of permanent residence, so a separate domicile certificate is not part of the set. The myScheme checklist also names a copy of the bank passbook, which the portal's own list of required information leaves out, so carry one for the verification even though nothing on screen asks you to upload it. The mobile number you register has to be live, because it carries the one time passwords and the confirmation message.

Step by step

How to apply

Register online with your Aadhaar number on the department portal, and take the acknowledgement seriously. Once the registration goes through, an SMS reaches the applicant and the acknowledgement form can be printed as proof that the application exists; the department then does a spot verification before the file moves further, and the stipend is credited to the account after that verification clears (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

Use the address the department itself links to. The Social Welfare Department's index page points the scheme at its swdservices.karnataka.gov.in service host, which is where the live registration form sits (Social Welfare Department, Government of Karnataka). Scheduled Tribe applicants will find the parallel registration under the Tribal Welfare Department instead (Stipend for LAW Graduates, Tribal Welfare Department).

Plan for the fact that there is nowhere on this portal to look up where a submitted file has reached. The law graduates module offers a registration form, a statistics page, an acknowledgement reprint and a login, while a sibling scheme on the very same swincentive platform, the inter-caste marriage incentive, does publish an application tracking page (Social Welfare Department, Government of Karnataka). What an applicant is left holding is the printed acknowledgement and the confirmation SMS, so quote the acknowledgement when you follow up, and follow up with people rather than a screen. The departmental note routes applications through the District Social Welfare Officer for scrutiny by the Member-Secretary, and names the Deputy Commissioner of the district and the Commissioner of Social Welfare in Bengaluru as the authorities to approach when a decision is delayed (Co-Ordination Section, Training of Scheduled Caste Law Graduates in Administration of Justice). The payment shows up only in the bank account, since the transfer is direct.

How winners are picked

Selection process

A completed registration only puts the file in front of the department. Spot verification is the hinge: officials check the registered details in person, and only what survives that check is processed further (Stipend for LAW Graduates, Social Welfare Department, Government of Karnataka).

Above that sits a district committee. Candidates are selected at district level by a selection committee chaired by the Deputy Commissioner, incomplete and belated applications are rejected at the scrutiny stage, and the selected candidate is attached for training to the District Public Prosecutor, a Government Advocate, or an advocate with not less than 20 years in the profession (Co-Ordination Section, Training of Scheduled Caste Law Graduates in Administration of Justice).

How many places exist in a year is not published anywhere the department maintains.
