About OTFSEWMSTS

The Directorate of Tribal Welfare invited applications from the 2024-25 first-year cohort in a notification issued on 12 May 2026, under the financial year 2026-27 (extension notification, Directorate of Tribal Welfare, Government of Tripura). A student who joined a professional course in the 2024-25 session was therefore filing for the money as her second year closed, nearly two years after the admission that qualified her, which is the single most useful thing to know before hunting for a deadline that has already gone. The second half of the award follows an even longer road: it is not released with the first, and it is not released automatically.

OTFS is a lump sum paid to Scheduled Tribe students from Tripura who are already inside the National Scholarship Portal, on top of the Post-Matric Scholarship rather than instead of it. The Tribal Welfare Department words its own objective that way, describing the support as something provided to economically weaker meritorious ST students in addition to Post-Matric Scholarship for pursuing professional courses (Educational Sector, Directorate of Tribal Welfare, Government of Tripura). It rests on two state gazette notifications, No. 858 of 20 March 2020 and No. 1242 of 13 July 2022 (2023-24 OTFS notification, Directorate of Tribal Welfare).

Two things about it have changed since the scheme began, and both trip up students working from an old page. The application portal is one. A 2021 notification, when the scheme still ran for SC, ST, OBC and minority students together, pointed applicants at www.twscholarship.com (notification of 13 August 2021, Directorate of Tribal Welfare), and the department's own scheme page still names that address today (Educational Sector, Directorate of Tribal Welfare). Every current notification sends students to the Beneficiary Management System instead (current OTFS notification, Directorate of Tribal Welfare).

The marks bar is the other, and here the department's two publications simply disagree.

The notification is the operative document for a live cycle, so a student sitting between the two figures should apply rather than rule herself out.

A cycle is named for the academic year of the students it covers, not for the year the money moves: the round the department opened in May 2026 belongs to the cohort that was in first year during 2024-25. Each cycle sets its own window, and the last two have both been extended.

Verification and approval run well past the student's own last date. For the current cycle the department extended verification to 31 August 2026 and approval to 30 October 2026 (extension notification, Directorate of Tribal Welfare). An application already verified in August but still unapproved in September is inside the department's own calendar, not lost in it.

What settles an OTFS application first is not the marksheet. The two most recent notifications, for the students who were in first year during 2023-24 and during 2024-25, each open with the same condition (i): the applicant's application must already have been approved on NSP under the Post Matric Scholarship for ST students, in one of the courses listed in that notification's own Annexure-A (OTFS 2024-25 notification, Directorate of Tribal Welfare, current OTFS notification, Directorate of Tribal Welfare). The 2023-24 notification spelled out what approval meant in practice for its own cohort, requiring a fresh NSP applicant in course year one of the 2022-23 session, verified at all three levels, institute, district and state (2023-24 OTFS notification, Directorate of Tribal Welfare). A verification still pending at any one of those levels leaves the OTFS form out of reach.

Two rules widen the door in ways the older paperwork does not show. A student who took a diploma after Class X is eligible without the Class XII marks condition, and a lateral entry student admitted directly into the second year of the relevant academic year counts as eligible in place of a first-year student (current OTFS notification, Directorate of Tribal Welfare). The 2023-24 notification had allowed only first-year or first-semester students (2023-24 OTFS notification, Directorate of Tribal Welfare).

The income test is the piece the notifications leave out entirely. The only figure the department publishes is on its scheme page, where family annual income from all sources is capped at Rs 2.5 lakh (Educational Sector, Directorate of Tribal Welfare). Since the notifications treat NSP approval as the qualifying step, that ceiling reaches an OTFS applicant through the Post-Matric application she has already cleared.

What knocks students out is usually the course, not the candidate. The 2023-24 notification carried three annexures: recommended post-Class-XII courses in Annexure-A, recommended pre-Class-XII courses in Annexure-B, and a list of courses expressly not recommended in Annexure-C, which is where a general B.A. or B.Com and several vocational bachelor programmes sat (2023-24 OTFS notification, Directorate of Tribal Welfare). The next notification dropped the exclusion list and carried a single list of eligible courses instead, 295 entries long and headed simply as courses eligible for One Time Financial Support, mixing degrees, diplomas, nursing and teacher-training qualifications (OTFS 2024-25 notification, Directorate of Tribal Welfare). Each cycle publishes its own annexure, and a course missing from the one attached to the cycle you are applying in cannot be rescued by anything else on the form.

The portal enforces the rest before a human sees it. The department states plainly that students who are not eligible under the scheme will not be able to apply through the BMS portal (current OTFS notification, Directorate of Tribal Welfare). Beyond that, the department reserves the right to reject an incorrect, incomplete or late application, and a document found fake, false or tampered terminates the benefit and obliges the beneficiary to return whatever has already been sanctioned (2023-24 OTFS notification, Directorate of Tribal Welfare).

Nothing is renewed here, because the award is settled once per student. What families call renewal is really the second instalment, and that is a fresh application with its own notification, covered below.

Rs 1,00,000 is the headline, and it arrives in two halves separated by a year of study and by an administrative step (2023-24 OTFS notification, Directorate of Tribal Welfare).

The second half is where the scheme quietly asks for more work. The department's notifications page still carries a round titled Notification for Submission of Applications for 2nd Installment of One Time Financial Support (OTFS), Academic Year 2023-24 (Notifications, Directorate of Tribal Welfare), and it attached a named annexure headed List of Eligible Students (Pending) for 2nd Instalment, which runs to 139 students and closes with a single entry under a Lateral Entry heading (second instalment notification, Directorate of Tribal Welfare). A student who took the first half two academic years ago, and assumed the balance would follow on its own, is exactly the person that list is looking for.

One more benefit is negative and worth stating: taking OTFS does not cost a student the Post-Matric Scholarship, which the notification confirms in terms (2023-24 OTFS notification, Directorate of Tribal Welfare).

• Financial Support: A one-time financial support of ₹1,00,000/- will be provided to selected students in two installments:
• 1st Installment: ₹50,000/- released immediately after selection.- 2nd Installment: ₹50,000/- upon production of pass certificates for the 1st year course.

What to prepare

Documents required

The current form is keyed to the family ration card number and to the Member Id exactly as it was submitted on NSP; from there the student enters bank details and uploads the mark sheets of the eligibility classes together with any other documents the form calls for (current OTFS notification, Directorate of Tribal Welfare). How little else had to be typed was stated openly in the 2023-24 round, whose notification promised the portal would auto-fetch the National Scholarship Portal data and leave only a minimum to the applicant, the marks obtained in Class X and Class XII (2023-24 OTFS notification, Directorate of Tribal Welfare). The Member Id is therefore the field to check against the NSP record before anything else.

Bank details carry a specific warning rather than a generic one. The department asks students to be careful about the correctness of their bank details and to make sure the account is functional at the time of making the application (current OTFS notification, Directorate of Tribal Welfare). A dormant account is not a paperwork problem, it is a payment failure waiting to happen at sanction.

How to apply

Applications are online only, through Citizen Login on the Beneficiary Management System portal at bms.tripura.gov.in, where the student registers with a mobile number and email address, opens the Education tab, enrols in the One Time Financial Support scheme for the relevant year, fills the form against the ration card number and Member Id, uploads the marksheets and submits (current OTFS notification, Directorate of Tribal Welfare). No application in any other mode is entertained (2023-24 OTFS notification, Directorate of Tribal Welfare).

Tracking the application means knowing which of three desks it is sitting on. Since the 2024-25 round the notification has given each role its own last date, and those roles are the status ladder: Maker for the student's own submission, Checker for verification, Approver for approval (OTFS 2024-25 notification, Directorate of Tribal Welfare, current OTFS notification, Directorate of Tribal Welfare). For the round open now the Checker window shuts a month after the student's own last date and approval runs two months beyond that (extension notification, Directorate of Tribal Welfare), so an application still showing as unverified in September has slipped past the stage it needed to clear, not merely the stage it is waiting on. On the payment side the same portal carries a public DBT dashboard with scheme-wise summary and status reports (Beneficiary Management Ecosystem, Government of Tripura), though student-level status stays behind Citizen Login.

How winners are picked

Selection process

Selection is by merit list, and the interesting part is that the department has stopped publishing the arithmetic behind it. For 2023-24 the notification set a target of 500 seats subject to variation, split the beneficiaries between post-Class-XII and pre-Class-XII courses in a ratio of 84:16, and then took 80% of each merit list from Tripura Board of Secondary Education pass-outs and 20% from other recognised boards and universities (2023-24 OTFS notification, Directorate of Tribal Welfare). The notifications issued since carry no seat target and no distribution ratio at all (current OTFS notification, Directorate of Tribal Welfare).

That older notification is also the only one that shows how an individual case is decided. It computes percentage as the best of five subjects multiplied by 100 and divided by 500 under a marks system, or the CGPA multiplied by 9.5 under a grade system, with any other system converted proportionately into one of those two; and it directs that where the number of eligible applications falls below the target, every eligible application is sanctioned without any merit list being drawn (2023-24 OTFS notification, Directorate of Tribal Welfare). Neither rule is repeated in the two notifications that followed, so a student measuring herself against them is reading the last cycle that published its arithmetic, not a standing rule.

Only one notification spells out the department's discretion, and it spells it out broadly. Under the 2023-24 general instructions the department may amend or withdraw the notification without assigning any reason, the total target seats may increase or decrease before the last date of submission subject to availability of funds, and any decision it takes is treated as final (2023-24 OTFS notification, Directorate of Tribal Welfare). The number of seats itself is tied to the state budget rather than to the number of deserving applicants, which is why a target described as 500 was written as subject to variation in the same sentence.
