About NITI-I

NITI Aayog settles the money question in the second paragraph of its scheme document, before it describes anything else: the internship will be on unpaid basis (NITI Internship Scheme guidelines). What follows is a set of conditions rather than an offer. A marks bar read off an old marksheet, a form that accepts applications for ten days a month, and a certificate the Adviser can withhold at the end.

An intern is attached to a single policy vertical for a term of at least six weeks and at most six months. The guidelines describe the job as supplementing the analysis already under way inside NITI Aayog, through the empirical collection and collation of in-house and other information, and they name the written output expected of it: policy papers, briefing reports, empirical analysis (NITI Internship Scheme guidelines).

The placement is by domain, not into a general pool, and the domain list is longer than most summaries of the scheme suggest. Annexure A to the guidelines runs to 26 entries, opening at agriculture and closing at LiFE, Lifestyle for Environment (NITI Internship Scheme guidelines). Economics, governance, industry, mining, tourism and water resources are on it and are missing from the shorter domain list carried in the public scheme record (myScheme record for the NITI Internship Scheme). The domain named on the form is what decides which vertical head ever sees the application.

Support is physical rather than financial, and the guidelines are brief about it. NITI Aayog provides working space, an internet connection and whatever else the concerned Heads think fit; the laptop is the intern's own (NITI Internship Scheme guidelines).

Nothing about this internship runs on an annual cycle. The guidelines make it available across the year according to NITI Aayog's own requirements, so there is no notification to watch for and no last date to miss, only a window that reopens on the 1st of every month (NITI Internship Scheme guidelines).

Who can apply

Eligibility criteria

The bar an undergraduate applicant has to clear is not their college result. A student applying part-way through a bachelor's degree is measured on class 12, at 85% or equivalent, so a strong third-year engineering transcript cannot repair a weak board result (NITI Internship Scheme guidelines). Postgraduate applicants and research scholars are read off their graduation marks instead, against a threshold set below the class 12 one.

Nothing in the eligibility test asks where the institution is. The guidelines open the internship to bonafide students of any recognised university or institution within India or abroad, so a degree taken on a foreign campus does not cost an applicant the enrolment condition (NITI Internship Scheme guidelines).

Bonafide students of any recognized University/Institution within India or abroad, fulfilling following conditions are eligible to apply for the internship:-
Under-graduate students, having completed/appeared in the term end exams of second year/4th semester of the bachelor degree course and secured not less than 85% or equivalent marks in 12th class. 1. Graduate students having completed/ appeared in the term end exams of first year/2nd semester of their post graduate programme or pursuing research/PhD and secured not less than 70% or equivalent marks in Graduation.
The students who have appeared in the final exam or just completed Graduation/PG and waiting for admission for higher studies may also be considered for internship provided that:-
they have secured 70% or more cumulative marks in all the years/semesters of their graduation/post-graduation till the date of application.
The period between the month of declaration of result of final exam and the desired month of internship should not exceed six months e.g. if the result is declared in the month of June then he/she can apply for the internship beginning till the month of December.
NOTESThe candidates need to apply 2 months in advance for the internship, and the application will be valid for the desired month only.
NOTESWhile doing the internship, the student must have an attendance of 75% to successfully complete the internship.
NOTESThe time between the declaration of final exam results and the month of starting the internship should not be more than 6 months, this is applicable only to those who are applying after completing their studies.
NOTESThe selected applicant has to produce original mark sheets and NOC from the college/institution at the time of joining, failing which his/her candidature shall be cancelled.

Who cannot apply

Exclusions

The scheme publishes no exclusion list at all, and the record NITI Aayog supplies to the public schemes portal carries a blank where one would sit (myScheme record for the NITI Internship Scheme). Two procedural clauses do that work instead, and both sit inside the application machinery rather than in a list of disqualifications.

An application that does not meet the eligibility conditions is thrown out by the system itself, before an officer reads it. At the other end, a selected applicant who cannot produce original mark sheets and the college NOC at joining has the candidature cancelled, and so does one whose originals do not match what was typed into the form (NITI Internship Scheme guidelines).

Continuation

Renewal conditions

There is no renewal mechanism, because there is no second term to renew into. The guidelines fix one stretch of six weeks to six months and close it with a certificate.

What can be lost is the extension of that stretch, and attendance is what protects it: below 75% attendance no extension of the internship period is allowed (NITI Internship Scheme guidelines). Coming back at all means a fresh application in a later window, and the guidelines ration those to one per candidate during a financial year.

What you get

Award & benefits

The certificate is the whole consideration, and Annexure B shows it is not a bare attendance slip. The format runs on letterhead over the signature of the Adviser of the concerned Subject Division, lists the specific areas the intern worked in, records a special flair the intern showed, and carries a rating of how the intern performed in preparing the report (NITI Internship Scheme guidelines).

Two things stop it being issued. The guidelines state plainly that interns not completing the requisite period will not be issued any certificate, and the attendance clause withholds the experience certificate from anyone who finishes under the 75% line (NITI Internship Scheme guidelines).

Expenses are a separate question from pay, and the answer is not a flat no. NITI Aayog still publishes, on the internship portal's own homepage, an Office Memorandum of June 2016 that rewrote Logistics and Support to cover interns sent on field visits to other states: rail travel at AC III class, hotel accommodation reimbursed up to Rs 500 a day, and food bills not exceeding Rs 150 a day, with the Advisers or divisional heads of the subject matter divisions as the approving authorities for a deputation outside Delhi (Office Memorandum on interns' field visit entitlements). The current guidelines restate Logistics and Support without any of that, so an applicant should treat the entitlement as something to confirm with the vertical rather than something to count on.

  • Experience Certificate/Internship Completion Certificate: A certificate regarding successful completion of Internship shall be issued by the Adviser of the concerned Subject Division 1. Allows young academic talent to be associated with the NITI Aayog's work for mutual benefit.
  • Opportunity to know about the Government functioning and Developmental Policy issues in Government of India and contribute to the Policy formulation by generating policy inputs such as empirical analysis, briefing reports, policy papers, etc.
  • NOTE: Interns not completing the requisite period will not be issued any certificate.

What to prepare

Documents required

NITI Aayog's form takes marks on trust and checks paper later, which is why the second check is the one that ends candidatures.

The educational-qualifications block on the online form begins at class 12 or senior secondary and runs upward through the degree, and marks go in as the net or average percentage scored till date, with a CGPA or grade converted to an equivalent percentage before it is typed (instructions to fill the online application form). Class 10 has a different job on this form: the name, the father's name and the date of birth all have to be entered as they appear on the class 10 or high school certificate, so a name that differs between certificates is a problem to sort out before the window opens rather than after.

The No Objection Certificate has a prescribed shape here, and a general bonafide letter will not stand in for it. Annexure C goes on college letterhead over the signature of the head of department or the principal, names the exact period the college has no objection to, certifies that no course requiring class attendance runs across that period, and then closes on something applicants rarely expect: the college's own record of the student's conduct, entered as good, satisfactory or unsatisfactory (NITI Internship Scheme guidelines).

Verification is done by the vertical taking the intern, not by any central cell, and it is done against originals produced at joining (NITI Internship Scheme guidelines).

Step by step

How to apply

The form is online only, on NITI Aayog's Internship Management System, and it accepts applications between the 1st and the 10th of every month. No other mode of application will be accepted, and no correspondence about changing a detail already submitted will be entertained (instructions to fill the online application form).

An applicant is booking a month rather than joining a queue. The form can be filed at the earliest six months ahead of the month wanted and at the latest two months before it, and it stays valid for that desired month alone (NITI Internship Scheme guidelines). A student aiming at a June start is therefore filling the form somewhere between December and April, and a missed window costs a month at each end.

The form takes one area of interest and only one (instructions to fill the online application form). Note the registration number it returns on submission; nothing is posted afterwards, because neither a printout of the online application nor any supporting document is to be sent at this stage.

Finding out what happened next uses two pages, and neither of them is a dashboard. The portal's Print Application screen opens on an email ID and a date of birth, which is the whole of the tracking the system gives a candidate (Print Application page, Internship Management System). The outcome itself appears somewhere else entirely: the concerned vertical or division uploads the list of selected candidates on NITI Aayog's website (NITI Internship Scheme guidelines).

How winners are picked

Selection process

Nobody in a recruitment cell decides this one. Every application received online is made available to the concerned Heads of Verticals, Units and Divisions and to the OSDs, Senior Consultants and Consultants, who scrutinise it and pick the eligible candidates themselves (NITI Internship Scheme guidelines).

Two clauses set the real odds. The guidelines cap a Head of a Vertical, Division or Unit at 3 interns at a time and allow that to be relaxed only by the CEO of NITI Aayog, and they make the Adviser's view of a candidate's suitability final and binding (NITI Internship Scheme guidelines).

Nothing about the screening is fixed in advance either. Depending on how many applications a particular domain has drawn, NITI Aayog keeps the right to set the eligibility criteria, to cap how many applicants it calls for a particular period, and to choose the mode of screening (NITI Internship Scheme guidelines).

Selection is not the end of the paperwork. The vertical may ask for a soft copy of the NOC, with sufficient time allowed, before the vertical head issues the offer letter, and the original arrives at joining alongside the original marksheets.

Fine print

Terms & conditions

The guidelines set a minimum of 75% attendance, require In and Out time to be marked on a daily basis, and leave the attendance record and the details of work supervision with the head of the vertical rather than the intern (NITI Internship Scheme guidelines). Falling under that line costs twice over, once in the extension refused and once in the certificate withheld.

The term ends in writing. An intern submits a brief report or paper on the learning experience to the head of the vertical at the close of the assignment, and the concerned heads may run seminars or presentations for their interns while it is on (NITI Internship Scheme guidelines).

Two powers sit above all of it. The conduct of the interns and their access to data are the sole responsibility of the concerned Advisers or heads of verticals, and the CEO of NITI Aayog holds the power to relax any of the conditions in the scheme for a deserving candidate (NITI Internship Scheme guidelines).
