About PECFAR

No researcher can win PECFAR on their own. The application is filed by a pair, one researcher working in India and one working in Germany, on a single joint proposal, and the Indo-German Science & Technology Centre states that identifying that partner is the applicants' own job and nobody else's. That one rule decides who can realistically apply, because the search for a counterpart in the other country has to be finished before the portal is even opened.

PECFAR is a short mobility fellowship, not a research grant. It pays a monthly stipend and a travel component so that two early-career researchers can spend a few weeks inside each other's laboratories; it does not fund equipment, consumables or a project. The Indo-German Science & Technology Centre runs it as a bilateral body of the Department of Science and Technology in India and the Federal Ministry of Research, Technology and Space in Germany, and the visits are expected to sit in science, technology, engineering and mathematics (PECFAR Call 2026, IGSTC). The German half of that sentence has been renamed since the fellowship launched: the call page names the Federal Ministry of Research, Technology and Space, while the PECFAR guidelines page next to it still names the Federal Ministry of Education and Research (PECFAR Guidelines, IGSTC).

The person it actually fits is someone with a settled position and an unfinished conversation abroad. The current call asks for a valid employment contract or a residual fellowship of at least 18 months counted from the application deadline, which quietly rules out a researcher between contracts and anyone hoping to fund a degree (PECFAR Call 2026). A joint activity plan with objectives and expected outcomes has to accompany the application, so the pair is expected to already know what the visit is for.

What the awarded work looks like is easier to read from the awardee lists than from the guidelines. The 2025 pairs include sodium-ion battery cathodes at the Jawaharlal Nehru Centre for Advanced Scientific Research in Bengaluru, landslide detection from radar data at the Wadia Institute of Himalayan Geology in Dehradun, and organic poultry farming at Tamil Nadu Veterinary and Animal Sciences University in Chennai (PECFAR Awardees 2025). Applied, laboratory-facing, and rarely from the same discipline twice.

The scheme record carries no permanent open or close date, because PECFAR runs as an annual call rather than a rolling window. The pattern IGSTC has settled into is a February opening and a March closing, with the operative wording living on the PECFAR call page rather than in the guidelines, which carry no dates at all.

The extension is worth noting as behaviour rather than as a promise. IGSTC pushed the 2026 deadline by two days and published the new cut-off with a time attached in two time zones, which is how a joint Indo-German deadline has to be written and how it will be enforced.

Who can apply

Eligibility criteria

Employment status is the real test here, not a degree. The fellowship is addressed to early-career researchers holding regular positions in academia, a research institution or industry, or holding a long-term nationally recognised fellowship, which the FAQ page defines as one running 4 years and above (PECFAR FAQs). The current call layers the 18-month residual-contract condition on top of that (PECFAR Call 2026). The upper age limit is 40 years as on the application submission deadline, and on the German side the call states a preference for applicants with more than four years of experience at an institution or company in Germany.

There is no income condition anywhere in the guidelines. Nothing is means-tested, no family income certificate appears in the document set, and no category reservation is described (PECFAR Guidelines, IGSTC). What is tested is the pair, the position each fellow holds, and the plan they submit together.

One route that looks open is narrower than it reads. An Indian researcher already working at a German academic or research institute is answered on the official FAQ page with "not preferred" where the education was done in India, so the fellowship is aimed at a genuine two-country pair rather than at a diaspora researcher pairing with a colleague down the corridor (PECFAR FAQs).

Exclusions

IGSTC publishes no bar list against PECFAR, so what kills a proposal has to be assembled from the way the fellowship is filed. Three rules do most of that work, and all three are procedural. Filing outside the IGSTC portal is fatal, because the guidelines say submissions by other means will not be accepted, and they offer no email or postal fallback. Departing from the stated submission instructions is a stated ground for rejection in its own right (PECFAR Guidelines). Sending more than one proposal is refused outright, which the official FAQ page answers with a single word (PECFAR FAQs).

The fourth condition is structural rather than procedural, and it is the one that removes most people before they reach the portal at all: a proposal from one researcher is not a PECFAR proposal, because pairing is mandatory.

Renewal conditions

Nothing about PECFAR renews. It runs once, for a minimum of one month and a maximum of two, and an extension of that maximum is not entertained (PECFAR Call 2026). The closest thing to a continuation clause is a deadline of its own: the pair has to complete both visits within 12 months from the initiation of the award (PECFAR Guidelines).

The grant has exactly two heads, and both are denominated in euro for both fellows.

Whether accommodation is separately paid for is the one point on which IGSTC's guidelines page argues with itself. Its fellowship details paragraph promises a one-time grant covering travel, accommodation and daily expenses; its conditions list states that the IGSTC grant is only for covering monthly fellowship, round trip fare, visa and travel or medical insurance (PECFAR Guidelines). The financial support clause, which is the only part of the document that attaches amounts to heads, carries the two above and nothing else, so rent and daily costs in the host country in practice come out of the monthly fellowship. Budgeting a two-month stay in Munich or Delhi against that figure is the arithmetic worth doing before the joint proposal is written.

The travel side is also worth reading twice. Earlier call text set the airfare component at approximately Rs 1 lakh for the Indian fellow and EUR 1,500 for the German fellow, a split that left the two halves of a pair on different currencies (PECFAR Guidelines). The current call replaced it with a flat EUR 1,500 for Indian and German awardees alike (PECFAR Call 2026).

Money also arrives late by design. Travel support for both awardees is reimbursed after the awardees complete both their visits, so the Indian fellow pays for the ticket, the visa and the insurance first and recovers it afterwards (PECFAR Guidelines).

• The financial support shall be provided as a time grant and it will be limited to: Fellowship: € 2300 per month/fellow on a pro-rata basis.
• Single round trip economy class airfare including visa fees and medical/travel insurance approximately ₹1,00,000/- (for Indian fellow) and € 1500 (for German fellow).
• Note 1: IGSTC grant is only for covering monthly fellowship, round trip fare, visa, and travel/medical insurance.
• Note 2: A one-time grant will be provided to cover the travel, accommodation, and daily expenses.

What to prepare

Documents required

Two of the required documents are written by somebody else, and they set the real timeline. A No Objection Certificate from the head of the parent institution has to be in hand at the time of application, and the invitation letters have to be certified by the host institutions on both sides (PECFAR Guidelines). Acquiring those acceptance letters is explicitly the applicants' responsibility, so a partner found in February is a partner whose institution has to sign something in March.

The smaller instruction people skip is an ordering one: proofs of educational qualification are to be arranged in reverse chronological order, newest first.

Step by step

How to apply

Applications are accepted only through the IGSTC application portal, and submissions by any other means are not accepted (PECFAR Guidelines). The sequence matters more than the form does.

Registration is started by one member of the pair, and only one. If both register, the portal may block the email address of whoever registered second, which is a repair job rather than a setback but costs days. Whoever registers first becomes the primary applicant and adds the partner in the Pairing Details section; the partner then receives login credentials by email and completes their own half (PECFAR FAQs). Both halves are saved as drafts, and the final submission can be made only by the primary applicant, only after the partner has finished. Nothing can be edited once that submission goes through (PECFAR user guide, IGSTC).

Tracking the Application and the Payment

The status display has a trap folded into its two-person design. When the primary applicant finishes their own half and saves it, the portal returns a message telling them to ask their partner to fill in their details, and the home page then carries the proposal as Draft with an Edit button. That word Draft is what a half-finished pair looks like, and it is equally what a pair looks like when the German fellow has finished and the primary applicant has not yet pressed the final submit. Only that last press turns the same line into View and Download, with the submitted proposal downloadable as a PDF (PECFAR user guide). No reference number is issued to quote elsewhere, and IGSTC runs no status page outside the portal, so one dashboard line is the whole of what a pair can see.

Payment has its own paper trail rather than a tracker. Each awardee submits a utilisation certificate and statement of expenditure along with a fellowship visit report in the prescribed format at the end of their own visit, and a consolidated completion report endorsed by the host institutions, with representative photographs, is due within four weeks of the fellowship ending (PECFAR Guidelines). How winners are picked

Selection process

A joint selection committee of experts reviews every application, and the guidelines name what it weighs: the credentials of the pair, the feasibility, scope and quality of the joint proposal plan for the fellowship duration, and the expected outcomes, including what the pair plans to do after the visit and what the visit adds to each fellow's parent organisation. The committee's decision is final and binding (PECFAR Guidelines). Nothing here scores the applicant's publication count in isolation, which is unusual for a fellowship at this career stage; the unit being judged is the partnership.

Evaluation takes roughly 8 weeks after the deadline closes (PECFAR FAQs). That is the promise rather than the record. No PECFAR Awardees 2026 list stands beside the ones for 2023, 2024 and 2025, and the notice IGSTC has posted attributes the wait to administrative reasons and names October 2026 as a tentative month for the outcome (IGSTC Announcements).

How many pairs get through is not published as a target, and the only public measure is the awardee list IGSTC posts after each call. Those lists have grown: the first, for 2023, runs to roughly half the length of the lists for 2024 and for 2025 (Awardees 2023, Awardees 2024, Awardees 2025). The number of applications received is not published, so no success rate can honestly be quoted from them.

Terms & conditions

PECFAR's real rulebook is written for awardees, and almost none of it is testable at the application stage. A change in a proposed date of travel has to reach IGSTC 45 days before the visit is planned (PECFAR Guidelines). Tickets must be single round trip, economy class, shortest route, booked inside the sanctioned grant, and cancellation and re-routing are not allowed; there is no restriction on the airline or the travel agent used (PECFAR FAQs). IGSTC books nothing on a fellow's behalf, neither air tickets nor visa appointments nor accommodation.

Fellows are bound by the conduct rules of the host organisation and the host country, and IGSTC states it will not be answerable for a fellow who breaches them. Every online or printed document, communication, report or publication arising from the work has to acknowledge the IGSTC fellowship (PECFAR Guidelines).
