Anya Pichhda Varg Kalyan Chhatravaas(APVKC)

There is no statewide application date for this scheme, and hunting for one is how applicants miss theirs. Every district collectorate publishes its own notice with its own window, and the windows inside a single session are months apart.

Read that as a pattern rather than a calendar. A window can open anywhere from the spring through to September, and some of them run for barely a fortnight. Nothing announces one to you, so the page to keep checking is the notification list filtered to your own district, not a season of the year.

The portal's own minimum test is short. Belong to the BC or EBC community, and be studying at a recognised institution, school, college, university or recognised technical institution of the district you are applying to (hostel admission guidelines, BC and EBC Welfare Department). Almost everything else that decides an application is set district by district, inside the advertisement.

Which of the two categories you belong to is recorded for you rather than declared by you: the department's recommendation format asks the principal to enter the applicant's category as EBC (BC-I) or OBC (BC-II) (recommendation letter format).

The district condition can also be tighter than the portal's wording suggests. Darbhanga required enrolment at a government or recognised institution situated in Darbhanga city, not merely somewhere in the district, and separately required the applicant to be a resident of Bihar. There is no marks cutoff to clear, because none is published; Darbhanga instead ranked qualified applicants by the marks they had obtained and preferred Intermediate students as a class, which is that district's rule for that session and not a statewide one (Darbhanga district advertisement, session 2026-27).

Two paper conditions sit underneath all of this. A matric certificate carrying the date of birth and the Class 10 marksheet are compulsory uploads, so an applicant who has not passed matric has nothing to file. On income the department's two documents do not line up: the portal's guidelines list no income certificate among the uploads at all, while Darbhanga's advertisement makes one compulsory, and neither of them prints an income ceiling that certificate has to clear (hostel admission guidelines, BC and EBC Welfare Department, Darbhanga district advertisement, session 2026-27).

The scheme record publishes no exclusion list, and the district notices are written as conditions rather than as bars. In practice two things end an application before anyone weighs it: enrolment at an institution outside the district being applied to, and applying to a hostel of the other sex, since the boys' and girls' buildings are separately listed units advertised on their own (hostel admission guidelines, BC and EBC Welfare Department, hostel list, BC and EBC Welfare Department).

There is no renewal form and no renewal window, because a seat is not granted open-ended in the first place. Admission is advertised for a stated academic session, and the undertaking signed at admission commits the resident to vacate the hostel within one week from the date of the last final exam (undertaking format). The institution's recommendation letter has already recorded the expected date of completion of the course, so the outer limit of a stay is on file from the day it begins (recommendation letter format). A student going on to a further course applies again when that district publishes its next notice.

Three departmental schemes stack on one bed, and the portal keeps them apart instead of bundling them: its login screen runs Hostel Admission, the Chhatrawas Anudaan Yojana and the Hostel Food Grain supply scheme as separate systems (hostel portal login). The advertisement gives you the seat. The other two pay against it.

On the rate itself the published sources disagree, and the difference is worth a resident's attention before any budgeting starts. The department's own operating portal, the system its districts advertise and admit against, puts the hostel grant at Rs 2000 a month per student and the food grain at 15 kg a month as wheat and rice (hostel portal, BC and EBC Welfare Department). The national scheme directory's record for Anya Pichhda Varg Kalyan Chhatravaas, reproduced further down this page, still carries half that monthly rate. The portal is the department's own live system for this scheme, so that is the figure to work from, but confirm what is actually being credited with your District Backward and Extremely Backward Class Welfare Officer before you plan around either number.

The objectives the department sets for these buildings are the terms a resident can hold a superintendent to: electricity around the clock, purified drinking water, a Jannayak digital library beside a conventional one, a common room whose television doubles as a screen for online lectures, sports and recreation, cooks, sweepers and guards on the staff, and CCTV cover (hostel portal, BC and EBC Welfare Department). Bihar checks itself against that list rather than leaving it on paper: the same portal carries an inspection login, and it belongs to departmental officers, not to students.

The uploads are specified down to the file, and an application is refused on format as readily as on substance. The portal's own specification:

Savings bank account details go in alongside those files, and the department wants all four parts of them: the bank's name, the applicant's name as it stands on the account, the account number and the IFSC code.

Two of the papers are not yours to write. The recommendation letter comes from the principal or head of the institution on the department's own format, which asks for the institution's board or university, its district, its address and contact details, and then the applicant's roll number, category, course, academic session, date of admission and expected date of completion (recommendation letter format). The undertaking is signed by the candidate together with a parent or guardian on a separate departmental format, and it is required at the time of admission rather than at application (undertaking format).

Keep the originals aside for the counter. Date of birth proof, the matric and last exam marksheets, the Aadhaar card, admission proof, the original recommendation letter and a bank passbook or statement signed and stamped by the bank are verified in person, and you are asked to bring a passport photograph with your name and application number written on the back (hostel admission guidelines, BC and EBC Welfare Department).

Applications are taken online only, and only while your own district's notice is open. The sequence is short: watch the notification list for your district, register on the hostel admission system, upload the files in the formats above, and submit before the closing date (hostel admission notifications, BC and EBC Welfare Department).

One mechanic is worth knowing before you start. A submitted application is never corrected in place. You file a fresh one before the last date, the earlier application is overridden automatically, and the application number changes with it, so anyone who has already quoted the old number to their institution has to pass on the new one (hostel admission guidelines, BC and EBC Welfare Department).

Tracking is this scheme's weak point, and it helps to know that going in. The portal has no screen that answers for an application by its number. What it has instead is a grievance route, and the tracking page there accepts exactly one thing, the Feedback ID issued when the grievance is raised (track your feedback). So what you can actually follow after submitting is the advertisement you filed under, on the vacancies list, plus that ticket.

There is a second notice to watch for, and it is the one people miss. A district that finds defects in what was submitted can publish a short correction advertisement purely so those applications can be repaired. Kishanganj did exactly that for 2026-27, opening a correction window from 01/09/2026 to 05/09/2026 against 51 Extremely Backward Class places in its Anya Pichhda Varg hostel (vacancies list). Missing it is how a fixable upload becomes a lost seat, so keep checking the list in the weeks after you apply.

Errors thrown during registration itself are a separate queue again, and they are not repaired online. The portal sends those to the District Backward and Extremely Backward Class Welfare Office of your district as a written application (hostel admission guidelines, BC and EBC Welfare Department).

Selection is a merit ranking inside a reserved pool. It is not a lottery, not a first-come queue, and not a statewide contest: each district ranks its own applicants against its own vacancies.

The pool itself is split before anyone is ranked. The department sets the places in these hostels between Extremely Backward Class and Other Backward Class students in a 60:40 ratio, and where seats fall vacant it allows students of the two categories to be admitted interchangeably, across both hostel lines (hostel portal, BC and EBC Welfare Department). Darbhanga wrote that substitution into its own notice in both directions: too few Extremely Backward Class applications and Backward Class students are selected against those places, too few Backward Class applications and the reverse (Darbhanga district advertisement, session 2026-27).

How that looks on the ground varies enough that no single district's numbers should be read as the scheme's rule. In the 2026-27 round Gopalganj advertised its OBC boys' and its OBC girls' hostel at 40 Backward Class places to 60 Extremely Backward Class ones each, Sheikhpura at 9 to 14 and Munger at 7 to 11, while Patna's Abdul Kayum Ansari hostel offered 24 Backward Class places and none at all for Extremely Backward Class applicants (vacancies list).

The ranking rule and the reservation inside it are likewise the district's to publish. Darbhanga gave priority to higher marks obtained, preferred Intermediate students, reserved 5 percent of the total allotted seats for divyangjan applicants, and stated that vacancies arising during the admission process itself would be adjusted as per rules (Darbhanga district advertisement, session 2026-27). That last clause is why the seat counts on the vacancies list keep moving while a window is open.

The binding paper is the undertaking, and it is four lines long. Signed by the candidate together with a parent or guardian, it certifies that the documents and information filed are true and correct, commits the resident to abide by the rules of the hostel, and fixes the exit at one week from the date of the last final exam. It names the consequence in the same breath: disciplinary action may be initiated for false information or for misconduct (undertaking format).

The recommendation letter carries a condition of its own that decides who can even reach that stage. It certifies that the student has taken admission in a regular course, and it is issued under the institution's seal with a reference number and a date, which is what makes it a paper the district office can act on (recommendation letter format). A part-time or correspondence enrolment does not produce it.

The authority underneath all of this is administrative rather than statutory, and the department says so on the portal itself: it was made the nodal department for these tasks by a 2007 notification issued under the Bihar Executive Rules, 1979 (hostel portal, BC and EBC Welfare Department). Which is why a district officer's notice, and not a statute, is where the operative conditions of your session are written.

Questions about a seat are settled at the district office, and each notice prints its own hours for walking in. Darbhanga fixed them at 2:00 pm to 4:00 pm on every working day at the district Backward and Extremely Backward Class Welfare office (Darbhanga district advertisement, session 2026-27). Take the advertisement number with you, since that is what an application is filed against.

A portal fault is a different desk entirely. The department staffs a help desk for technical assistance only, on +91-7903724451 and +91-9386279900 between 10 in the morning and 6 in the evening, and at support-bcebc@bihar.gov.in (help desk). It will not tell you whether you were selected. The notice printed across the portal's own front page points every question of that kind back at the BC/EBC District Welfare Officer for your district (hostel portal, BC and EBC Welfare Department).
