About MMMCPSSSL1112

Three tiers of Uttarakhand's Mukhyamantri Medhavi Chhatra Protsahan scholarship run side by side, and this is the only one with no scholarship examination attached to it. The state government's scheme handbook, Meri Yojana, puts selection for the Class 11 and 12 tier entirely in the hands of the Uttarakhand Board Class 10 result. It also carries the largest monthly rate of the three, and the tightest condition for holding on to it through Class 12.

The Secondary Education Department runs this tier for a student who is already inside the state school system and has just cleared the Uttarakhand Board Class 10 examination with at least 80 per cent marks. The handbook's entry for the scheme sets the rate at Rs 1,200 a month for one year in Class 11 and again for one year in Class 12, and states in the selection column that students do not have to sit an examination, because the department selects them from the board result itself (Meri Yojana, Programme Implementation Department, Government of Uttarakhand, page 78).

Nothing else carrying this name works that way. The junior and Class 9 entries in the same handbook are competitive: SCERT Uttarakhand sets a paper, a fixed share of each development block's candidates is taken on merit, and the block, school and district logins on its portal carry the result (scheme handbook, pages 76 and 77; SCERT scholarship portal notices). For a Class 11 entrant the merit test has already been written, in the board hall, and the department is only reading the marksheet afterwards.

An 80 per cent board score makes the pool sound wide, and the school clause then cuts most of it away. The student has to have been studying in a state government school or a government-aided non-government school, with central and residential schools written out of that definition, so a Kendriya Vidyalaya roll or a place at one of the state's residential schools puts a student outside the scheme even after clearing the same 80 per cent bar.

Important dates

No open date and no close date exist for this tier. The same handbook prints a working calendar for the examination-based tiers, where forms are collected in June and July, submitted to the Block Education Officer by an estimated 21 August and the paper is held around September, and prints nothing of the kind against the Class 11 and 12 entry (scheme handbook, pages 76 and 77).

In practice the clock starts with the Uttarakhand Board Class 10 result and then depends on the school. A student who has crossed the bar should lodge the documents with the school as soon as the marksheet is in hand, rather than waiting for a notification that the handbook never promises.

Eligibility criteria

The bar is one number and one kind of school. The handbook grants the award to students who score 80 per cent in the Class 10 Uttarakhand Board examination while studying in a state government or government-aided non-government school, central and residential schools excluded, and it then requires the selected student to hold 75 per cent attendance and 75 per cent marks in Class 11. Scheduled Caste and Scheduled Tribe students are given a 5 per cent preference in marks and attendance in that board examination (scheme handbook, page 78).

Two things follow from the exact wording that the scheme record does not spell out. The marks have to come from the Uttarakhand Board's own Class 10 examination, so a Class 10 result from another board does not open this door even for a student living in the state. And the school condition is written around the Class 10 year: the award goes to a student who was studying in an eligible school while taking that board examination, and page 78 says nothing at all about where Class 11 is then studied.

There is no income test anywhere in it. The provisions this tier inherits from the junior entry in the same handbook say plainly that no annual income of the parents or guardian is prescribed for the scholarship (scheme handbook, page 77). A family with no income certificate in hand is not shut out of this tier, and no tehsil counter sits between the board result and the claim.

myScheme leaves the exclusion field blank for this tier. Page 78 and the item it points back to supply two bars that do the same work. Central schools and residential schools are outside the eligible school types, and no student may draw a double benefit from the state's scholarship schemes at the same time (scheme handbook, pages 77 and 78). The second one matters more than it reads: a Class 11 student in Uttarakhand can also be sitting under the Shri Dev Suman state merit scholarship, which the same handbook lists on page 75 as running from Class 9 to Class 12, and the department treats those as alternatives rather than as a stack.

Renewal conditions

The award is written as two separate one-year payments, not as a single two-year grant. The Class 12 year is earned rather than inherited: it turns on the 75 per cent attendance and 75 per cent marks the handbook makes compulsory in Class 11 (scheme handbook, page 78). The 5 per cent preference for Scheduled Caste and Scheduled Tribe students is written against the board examination and not against that Class 11 bar, so the continuation test reads at 75 and 75 for every category.

What the handbook does not describe for this tier is a renewal form, a renewal window or a portal login where a second-year claim is filed. The file stays with the school that submitted it, and the school is where a student who has cleared the Class 11 condition confirms that the second year has been carried forward.

The rate is fixed and the timing is not. The handbook says the amount is sent to the student's account when the budget is available at the school, which makes the school, and not a payment portal, the point where a delay is created and resolved (scheme handbook, page 78). A student should read the monthly rate as a sanctioned entitlement rather than as a salary that lands on a date.

Documents required

The documents this tier asks for are not forms to fill in. They are a proof of the claim plus a payment rail, and the two halves fail in different ways. The certificate of passing the Class 10 Uttarakhand Board examination is what carries the 80 per cent, and the handbook offers no second way of evidencing it. The Aadhaar card and the Aadhaar-linked bank account are the rail the money runs on, so an account that has gone dormant or was never seeded stops the award after selection rather than before it. Only the caste certificate is conditional: it is asked for by the student claiming the 5 per cent Scheduled Caste or Scheduled Tribe preference and does no work for anyone else (scheme handbook, page 78).

How to apply

Application is offline and it runs through the school. The handbook describes the student attaching the Aadhaar card, Aadhaar-linked bank account details, caste certificate and the Uttarakhand Board passing certificate to a written request, and submitting the set at the school (scheme handbook, page 78). The handbook prints no form to download for this tier and no admit card, unlike the entries above it, because nothing is being sat: the written request is itself the application.

Tracking the claim is where most searches go wrong. The SCERT scholarship portal that ranks for the scheme's name serves the tiers that do have an examination: its notices announce the scholarship examination result and route schools, blocks and districts to their own logins to read it (SCERT scholarship portal notices). This tier sits no paper, so it produces no examination result for that portal to carry, and a Class 11 or Class 12 awardee will not find their name on a result sheet there.

The working sequence is shorter. Ask the school office, which physically holds the application and receives the budget, whether the claim was forwarded and whether the allocation has arrived. If the school confirms the claim went up and nothing has been credited, the state's own grievance channel is the CM Helpline on 1905, which also takes complaints by email at cm-helpline@uk.gov.in (Uttarakhand CM Helpline).

Selection process

Nobody is ranked against anybody in this tier, and nothing is won. The department reads the Uttarakhand Board Class 10 result and selects the students who crossed 80 per cent from eligible schools (scheme handbook, page 78).

That also means there is nothing to prepare for and nothing to appeal. The handbook publishes no number of awards for this tier, no district or block quota and no cut-off beyond the 80 per cent bar, so a student who cleared the bar in an eligible school has met every published condition for selection.

The conditions bite in the Class 11 year rather than at the point of selection. Attendance and marks are both measured at 75 per cent, and a student who clears the board bar and then drifts in Class 11 loses the second year. The double-benefit rule runs alongside the whole award, not just at the application stage, so taking up another state scholarship mid-year puts this one at risk (scheme handbook, pages 77 and 78).

The one condition with no date attached to it is the budget. The handbook makes the credit conditional on the school having the money, which makes the allocation a condition of the award rather than a step in its accounting.

The Block Education Officer's office is the next rung, and it is the office the handbook puts in the chain for the department's examination-based tiers, though page 78 gives it no named role in this one.
