About MMCPSSJL

A child who has just walked into Class 6 in a government school in Uttarakhand is competing for this money against the other children of their own development block, and against nobody else. That one rule sets the odds. The state fixes the number of scholarships in each block at 10% of the candidates who actually sat the paper there, so turnout in a small hill block decides how many awards it keeps. Family income never enters the calculation, and the paper the child writes is set on the syllabus of Classes 3, 4 and 5.

The junior level is the entry rung of the Mukhyamantri Medhavi Chhatra Protsahan Scholarship Scheme, and it runs on a single written test. SCERT Uttarakhand, Dehradun conducts the examination, and the Directorate of Secondary Education then allots the scholarships block by block, at 10% of each block's participants, to children studying in Class 6 of government and government-aided schools (SCERT Uttarakhand scholarship portal).

The award is not a one-year payment. A child selected in Class 6 can be paid through Classes 7 and 8 as well, at a rate that rises with the class, provided the marks and attendance conditions of the previous year are met (SCERT user manual for the scholarship portal). No income ceiling appears anywhere in the eligibility, so what a parent earns plays no part in either selection or renewal.

The record on myScheme carries no opening or closing date for this scheme, which makes SCERT's own notice board the only place a year's calendar appears. The gap between the two examination dates is the part worth planning around: the date printed at the start of a cycle is not the date the paper is written, and the change surfaced on the portal rather than in the manual. From the sitting to the result the cycle then ran on for two months, so a family that stops watching the portal in July learns nothing until September.

Eligibility criteria

Two conditions do almost all of the filtering, and both look backwards as much as forwards. The child must have passed Class 5 as an institutional student from a government or government-aided school located in Uttarakhand, and must currently be studying in Class 6 in such a school. Central schools and residential schools are named as being outside the scheme (SCERT user manual).

The previous school is the condition families miss. The application asks the school to name the institution where Class 5 was passed, and the printed form carries a separate row for it, so a child who cleared Class 5 privately or outside the state has no route in even after joining a government Class 6 (Class 6 and 9 application form).

Exclusions

There is no exclusion list to read here; the shutting-out happens inside the eligibility rules. Central and residential schools are named and set aside, a child whose Class 5 was not passed in a government or government-aided school of Uttarakhand is out, and there is no private-candidate route at all, because every application is entered against a school's own records and its student register number (SCERT user manual).

Renewal conditions

Renewal is written as a condition attached to each year's payment rather than as a fresh application. The Class 7 rate goes to a selected child who scored 60% in Class 6, with 55% accepted for SC and ST candidates, and who kept 75% attendance in Class 6. The Class 8 rate applies the same test to the Class 7 record.

One difference is worth knowing before a family argues a case. The scheme's myScheme summary describes the SC and ST relaxation as covering attendance as well as marks; SCERT's own rate table applies it to the marks alone and holds attendance at 75% for every category.

What the scheme does not say is what happens after a break. There is no published rule for a child who falls below the bar in one year and recovers in the next, so a school is the only place to ask.

There is no fixed statewide count of awards to check against. Because the quota is 10% of whoever appears in each development block, the number of scholarships moves with turnout: a block where few children register hands out fewer awards, and a block that fills its centres hands out more (SCERT Uttarakhand scholarship portal). No payment calendar is published, so the month an instalment reaches a family is not something the scheme states in advance.

What to prepare

Documents required

The 2026-27 application form is shorter than the paperwork list suggests. Its own attachment note asks for two things: a caste certificate for SC and ST candidates, and the marksheet of the previous class. The form itself carries the photograph and the signatures of the student and the guardian (Class 6 and 9 application form).

The size limits bite at the school's end. When the school enters the form online it uploads the child's recent photograph and signature as JPG or PNG files of at most 100 KB each, and the caste certificate and previous marksheet as PDF, JPG or PNG of the same limit. Names go in exactly as they appear on Aadhaar, with prefixes such as Km., Kumari, Smt., Sri and Dr. left out, and the student register number must be unique within the school (SCERT user manual).

Step by step

How to apply

Families do not file this one themselves. The school downloads the form from the portal, hands it to eligible children, collects the filled paper copies, and then enters each of them online. The manual lays the sequence out as five school-side steps:

1. The login belongs to the school, never to a family: the ID is the school's UDISE code, and the first password is issued by the Block Education Officer's office, to be reset to at least eight characters carrying an uppercase letter and a special character.
2. Under Apply for Scholarship, the school fills the child's details, selects the school where Class 5 was passed, uploads the photograph, signature, caste certificate where it applies and the previous marksheet, then submits.
3. The application lands in Pending Applications, where it can still be edited. Selecting it and clicking Submit to BEO closes editing for good.
4. The school downloads the class-wise submitted-application sheet and deposits a hard copy at the BEO office, stamped and signed by the Principal.
5. The BEO verifies and forwards, SCERT approves, and admit cards are then downloaded from the portal and handed to the children.

Status is tracked through the school's login, not a family's. The school dashboard keeps four separate boxes, Draft Application, Pending Application, Submitted Application and Application Returned by BEO, and an approved case moves into Approved Application in the Report tab alongside the admit card. Asking the school which of those boxes a child's form is sitting in is the status check the manual actually describes. The same manual tells schools to bring Draft, Pending and Returned-by-BEO to zero before the last date, which is how a form quietly dies: it is filled, never forwarded, and nobody outside the school can see it. At block level the BEO's dashboard carries a real-time Progress Report of school-wise registration and a Result entry under Reports (SCERT user manual).

The result breaks that pattern and is the one stage a child can check without asking anyone. SCERT declared the examination result on 2 September 2026 and put it in the portal's View Result section, with the school, block and district result sheets loaded into the matching logins for officials (SCERT Uttarakhand scholarship portal).

No payment or instalment tracker is published for this scheme, so a selected family has nothing on the portal to watch for the money itself.

How winners are picked

Selection process

Selection is decided entirely by the written examination. It runs as two papers of 60 multiple-choice questions each, one mark a question, with no negative marking for a wrong answer (SCERT user manual).

Paper 1, the Mental Ability Test, carries no subject content. Verbal reasoning covers analogies, odd one out, series completion, coding and decoding, the logical order of words, seating arrangement, directions and family relations, hierarchy, word structure, dates, time and the calendar, number and figure matrices, and age and arithmetic operations. Non-verbal reasoning covers figure analogies, the odd figure, figure series, mirror and water images, figure completion, hidden figures and figure construction. Paper 2, the Scholastic Aptitude Test, is 20 questions each from Environmental Studies, Mathematics and Hindi, and is set on the syllabus of Classes 3, 4 and 5 rather than on Class 6 material (SCERT user manual).

Practice material exists and it is thin. Two 2025 papers for this level, CM-6 MAT and CM-6 SAT, sit on the portal's Exemplar Questions page, and no other official sample of the Class 6 paper is published (Exemplar Questions, SCERT Uttarakhand scholarship portal).

The merit list is drawn block by block, taking the top 10% of the candidates who appeared in that block, and SC and ST candidates are given a 5% weightage in the competitive examination (SCERT Uttarakhand scholarship portal).

Fine print

Terms & conditions

The scheme sets no income bar on parents or guardians, and responsibility for eligibility and for every detail entered against school records sits with the head of the institution, not with the family (SCERT user manual). A child also cannot draw on two state scholarship schemes at once, a rule SCERT keeps as a standing circular of its own, Dual Benefit of Scholarship, on the portal's document shelf (Important Circulars and GOs, SCERT Uttarakhand scholarship portal).

Once an application has been submitted to the BEO it cannot be edited. A correction is possible only if the BEO or SCERT returns the application to the school, which is why the manual tells schools to re-check the class field in particular before forwarding. The helpdesk block on the portal lists two addresses, scertuk@gmail.com and ntse.scertuk@gmail.com, and one number, +91 9412920444 (SCERT Uttarakhand scholarship portal). The second address is the one the answer key itself names for objections to it, against a dated cut-off printed on the key (answer key, CM scholarship 2026).

Two questions do not belong at SCERT. A school's portal password and the hard copy of the submitted-application sheet both go to the Block Education Officer's office, and the Chief Education Officer is the named district nodal officer for the examination (SCERT user manual).
