The board's education assistance document puts one date on the wall: an application for the session concerned has to be in by the end of March, which makes this an end-of-financial-year filing rather than an admission-week one (Antyodaya SARAL knowledge document). The scheme's own public record adds no window beside that, so a family is planning against two calendars, the March cut-off and the statutory clock below.

Once a complete application is in, the Haryana Right to Service Act, 2014 starts the notified limit from the date the designated officer or an authorised subordinate receives it, and the application has to be duly acknowledged (Haryana Right to Service Act, 2014). For board benefits that limit is 90 days, and for beneficiary registration or renewal it is 30 days (Haryana notified services list).

The parent has to be a live beneficiary of the board, not merely someone who once enrolled. Beneath the board's own wording sits the statute: under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, a worker is eligible for registration only between the ages of eighteen and sixty and only after ninety days of building or construction work in the preceding twelve months, and registration ceases at sixty or when the worker stops putting in that ninety days in a year (Chief Labour Commissioner, sections 12 and 14). On top of that the board asks for a full year of regular membership before this particular claim is entertained.

On the student's side the gate is the qualifying result, followed by admission as a regular student in the first year of an undergraduate, postgraduate or professional course. Distance and part-time enrolment do not read as "regular". Students in commercial pilot training and type rating courses are brought in through institutions approved by the Directorate General of Civil Aviation, and the board otherwise recognises central institutions and any institution or university approved by a statutory body such as the UGC, AICTE, PCI or MCI. The institution has to be established in India. Assistance runs to the first three children of the worker and no further.

Failure is the hard stop. If the student fails, the board will not fund the same class a second time, so a repeat year is a family expense. A student who is employed or self-employed is outside the scheme entirely, which rules out working professionals returning to a postgraduate course on a salary. The board also refuses to stack this award on its own other education and professional-course assistance, and it will not pay where the same child has already drawn a similar benefit from another government department, board or corporation.

One exclusion is statutory rather than administrative. A beneficiary who has not paid the contribution the State Government notifies, for a continuous period of not less than one year, ceases to be a beneficiary, and the registration is restored only if the Secretary of the Board is satisfied that the default had a reasonable ground and the worker deposits the arrears (Chief Labour Commissioner, sections 16 and 17). A lapsed card fails the "active membership" test at exactly the moment a family needs it.

Each academic year is filed as a fresh claim rather than carried forward on the strength of last year's sanction. The books and stationery head recurs annually while the child keeps moving up as a regular student, and the laptop or computer head is drawn once across the whole course. Proof that study is continuing has to be produced from the school or institution each time, and the board's education document requires every prescribed document to be uploaded with the online application rather than promised later (Antyodaya SARAL knowledge document). A year the student repeats breaks the chain for that class.

Four heads sit inside one scheme and no two of them pay the same way. Tuition is an open reimbursement, entered in the record with no ceiling beside it. The hostel head is a reimbursement as well, but against a stated upper limit, so a costlier hostel is only partly covered and the balance stays with the family. Books and stationery are an annual amount, and the laptop or computer is a single grant drawn once in the whole course. The record prints a rupee figure against every head except tuition, and those are the numbers a sanctioning officer works to.

The document list gives away the mechanics: the board asks for the tuition fee slip, a verified slip for the hostel fee deposit, and the attested bill or challan for books, stationery and for the computer with its UPS and accessories. That is a reimbursement design. The family pays the institution and the shop first, keeps the paperwork, and claims afterwards, which matters for a household budgeting an admission month.

Two bundles have to arrive together. The worker's bundle carries the board identity card, identity and age proof, residence proof, the Parivar Pehchan Patra family ID, the ration card and bank account details. The student's bundle carries the attested original marksheet for the qualifying class or course, the declaration form attested by the beneficiary and countersigned by the head of the institution, and the purchase and fee evidence for whichever heads are being claimed.

Families whose child studies at a private institution should plan for an extra step. The board's education document requires such claims to be verified by one of a named set of officers, among them the Deputy Labour Commissioner, the Assistant Labour Commissioner, the Tehsildar or Naib Tehsildar, and the district or block education officer, so the attestation has to be arranged before filing rather than after a query lands (Antyodaya SARAL knowledge document).

The application mode is online, through the board's own beneficiary sign-in on the Labour Department Haryana portal, and the board's record points applicants there rather than to a national scholarship portal. Workers whose registration was done on paper have to migrate the record first: Haryana runs a separate "Registration Offline to Online Service" for the board precisely for that case, alongside the beneficiary registration service itself (Antyodaya SARAL scheme and service list).

Tracking is where families lose the thread, so it is worth knowing the routes. The board never has to choose between one child and another here. The marks bar has already done all the filtering it wants done, and past that bar the file turns into a matching exercise against paper: was the membership live and regular for the required period, is the enrolment genuinely first-year and regular, does the institution qualify, and do the bills and the fee slips line up with the heads being claimed.

The consolidated notification names the concerned Deputy Director as the officer who has to decide, the Joint Secretary of the HBOCWW Board as the first grievance redressal authority and the Labour Commissioner-cum-Secretary of the board as the second (Haryana notified services list). Those three names are the escalation ladder for a claim that stops moving.

Each of the conditions below is checked against a document rather than taken on a declaration, and between them they decide most files.

Failure in the class ends the entitlement for that class, and an application already made elsewhere for the same child and the same class has to be disclosed. The board's own condition is that the worker has neither reapplied for the same class nor drawn a similar benefit anywhere else.

The working contact for a family is the district office of the Labour Department where the worker is registered, since the concerned Deputy Director is the officer named to deliver the benefit.
