Is the Scholarship Rs 2,400 a Month?

No. Rs 2,400 was the annual hosteller rate before the revision. The 2022 notification prints it in its existing-amount column marked P.A., and the state portal prints the same figure as p.a. on its scheme page (scheme guidelines, ePASS Himachal Pradesh). The hosteller rate now stands at Rs 6,000 a year (Directorate of Higher Education).

Is It Spelt Yojna or Yojana?

The Directorate's list and the 2022 notification both write Mukhya Mantri Vidyarthi Kalyan Yojna (Directorate of Higher Education, scheme guidelines); the central scheme directory files it as Yojana. Both point at one scheme, and searching only one spelling will hide half of what has been published about it.

Can a Child in Primary School Apply?

Not under this scheme. Eligibility starts at Class 9 and runs to university level, in government or government aided institutions in Himachal Pradesh (Directorate of Higher Education). The rules annexed in 1991 did set rates for Classes 1 to 5 and 6 to 8 (scheme guidelines), which is where older summaries of a primary-school entitlement come from, but the band the Directorate publishes today starts at Class 9.

Is This the Same as Mukhya Mantri Protsahan Yojna?

No, and the names are close enough to cost a family a window. Mukhya Mantri Protsahan Yojna is a one-time award of Rs.75000 for a Himachali student who takes admission to an IIT or AIIMS degree course or an IIM post-graduate diploma, and Mukhya Mantri Gyandeep Yojna is an interest subsidy on an education loan taken from a bank (Directorate of Higher Education). Neither turns on IRDP status, and neither pays an annual scholarship.

Do I Apply on the National Scholarship Portal or on ePASS?

Both answers are official and the cycle's own notice settles it. The department's public announcement for the last cycle put the state and centrally sponsored pre-matric and post-matric applications on the national portal (Directorate of Public Relations, Himachal Pradesh), and government colleges list this scheme there (Govt. P.G. College Bilaspur). Ask ePASS and the answer is its own address: its FAQ names two exceptions only, the minority schemes and the award for disabled students, and routes every other state and centrally sponsored scheme to hpepass.cgg.gov.in (FAQs, ePASS Himachal Pradesh). An IRDP claim sits in that remainder. Read the current year's notice before registering anywhere, because it names the portal each time.

The Application Was Verified but No Money Has Come. Where Do I Look?

Start with the Application ID: it and the date of birth open Check Your Status, which shows how far the claim has travelled (NSP FAQs for Himachal Pradesh). If the status is clear and the account is not credited, the usual cause is the Aadhaar number not being mapped to that bank account, which the bank fixes on production of the Aadhaar card (FAQs, ePASS Himachal Pradesh). If the status has not moved at all, the file is still with the institution or the district office, which is where the printed form went.

Which Other Himachal Scholarships Does the Same Directorate Run?

The state sponsored list runs to more than a dozen, among them Kalpana Chawla Chhatravriti Yojna for girl students after +2, Swami Vivekanand Utkrisht Chhatervritti Yojna and Thakur Sen Negi Utkrisht Chhatervritti Yojna on Matric merit, Maharishi Balmiki Chattarvriti Yojna, and the Sainik School Sujanpur Tihra and Rashtriya Indian Military College awards (Directorate of Higher Education). Some of those turn on a Matric or +2 merit list and others on a category or on where the student is enrolled; this one turns on nothing but the family's certificate, which is why the form asks for a Panchayat Secretary's signature and never for a rank.

About MMVKY

Himachal Pradesh renamed its IRDP/BPL Scholarship Scheme as Mukhya Mantri Vidyarthi Kalyan Yojna and revised its rates with effect from 2022-23, so the Directorate of Higher Education now shows a college hosteller at Rs 6,000 a year and a day scholar at Rs 5,000 (State Sponsored Schemes, Directorate of Higher Education, Himachal Pradesh). Aggregator listings and the state's own scheme portal still carry the pre-revision table, some of it read as monthly money. The award is modest, the eligibility test is short, and one certificate decides the whole thing.

IRDP stands for the Integrated Rural Development Programme, and a family carrying that status, or Antyodaya status, is what this scholarship is built around. The Directorate describes it as a hundred per cent state sponsored scheme for students of IRDP or Antodaya families, as its list spells it, studying from Class 9 to university level in government or government aided institutions in Himachal Pradesh, and traces it to Notification No.Shiksha-H(10)91/2 dated 23.04.1991 (Directorate of Higher Education).

The rename and the repricing came together in one order, and it is worth naming because so little of the published material does. Notification No.EDN-B-C(10)2/2022, issued by the Higher Education Department at Shimla-2 on 21-07-2022 over the Principal Secretary (Education)'s signature, revised the rates of a batch of state sponsored schemes for the Vidhan Sabha budget of 2022-23; its last row sets out the new figures for the IRDP/BPL Scholarship Scheme and records that the state government also renames it as Mukhya Mantri Vidyarthi Kalyan Yojna. That order is bound into the scheme guidelines the Directorate files on the national portal, behind the 1991 notification and the rules annexed to it (scheme guidelines, National Scholarship Portal, Directorate of Higher Education).

The 1991 half of that file explains how the scheme began. The Director of Education in Shimla wrote to District Education Officers, senior secondary school heads and government college principals allotting budget for special financial assistance and scholarships to the children of Antyodaya families, with the approved rules enclosed. The money moved through the institution then, against a register the head of the school or college maintained and an inspecting officer checked, and no application form was taken at all (scheme guidelines). The chain has since become an online application and a bank transfer, but the institution is still the body that certifies the student.

There is no examination here, no merit list, and no percentage threshold. A student who was in a government institution last year and is in one this year, whose family holds the certificate, is in scope. That is a different proposition from Himachal's merit awards, and it is why the amounts are smaller.

The scheme itself has no closing date, because it runs continuously from the notification dated 23.04.1991 (Directorate of Higher Education). What closes is the annual application window, and Himachal announces it fresh each year through the newspapers and the ePASS website rather than to a fixed calendar (FAQs, ePASS Himachal Pradesh).

The last window the department announced publicly gives the shape of it.

One announcement, two closing dates, and this scheme's Class 9 to university band straddles them. Himachal's own scheme titles attach the pre-matric label to Classes 9 and 10 (Contact Us, ePASS Himachal Pradesh), so a Class 9 or 10 student should treat the earlier date as the operative one. Above Class 10 the notice does not say in so many words which side this scheme falls on, so ask the head of the institution which date it has been filed under for the running cycle, and read neither year's dates as next year's.

Who can apply

Eligibility criteria

Four things have to hold at once, and none of them is about marks: Himachali bonafide status, an IRDP or Antyodaya family, enrolment from Class 9 up to university level, and an institution that is government or government aided and inside Himachal Pradesh (Directorate of Higher Education).

No rupee income ceiling is published for this scheme. The family's position is proved by the IRDP or BPL certificate rather than by an income figure, and the certificate has to be issued by an officer not below the rank of Panchayat Secretary, which is the one line in the document list that decides who can and cannot apply in a given season (State Sponsored Schemes, ePASS Himachal Pradesh).

Continuity matters as much as status. The rules annexed to the founding notification restrict the assistance to Antyodaya students who remain in continuous study in the state's government educational institutions (scheme guidelines), and government college notices in Himachal repeat it as continuous study in government institutes of the state, schools and colleges alike (Scholarship, Govt. P.G. College Bilaspur).

Who cannot apply

Exclusions

The scheme record publishes no exclusion list, but the eligibility clause of the annexed rules carries two disqualifications that still bite. A student who fails the annual examination is not given the assistance a second time for the same class, so a repeated year is an unpaid year. And a student drawing this assistance is not given a scholarship under another scheme at the same time, with one carve-out written into the same clause: a merit scholarship the student has earned remains fully payable (scheme guidelines).

One procedural exclusion catches returning students. A renewal candidate who files as a fresh candidate has the application rejected outright, on the national portal and on the state portal alike (FAQs for Himachal Pradesh, National Scholarship Portal, FAQs, ePASS Himachal Pradesh).

Renewal conditions

Renewal is not a fresh form. A returning student logs in with the Application ID and date of birth registered the previous year, and only students who actually received the scholarship payment in the previous year are able to renew (NSP FAQs for Himachal Pradesh). A lost Application ID is recoverable: the Forgot Application ID route searches by bank account number and by mobile number, which is also the fix when last year's credentials return an invalid username or password error (NSP FAQs for Himachal Pradesh).

Those two rules meet awkwardly with this scheme's failure bar, and the meeting is worth raising with the institution's scholarship clerk before a window closes rather than after. A student who fails and repeats a class draws nothing for that year under the annexed rules (scheme guidelines); an unpaid year is also a year with no payment to renew against. The same logic applies to a first claim that stalled in verification and was never credited.

The superseded table is the one a family is most likely to meet elsewhere, because the state's own scheme portal still prints it under the older IRDP name. It paid Rs 300 a year to boys and Rs 600 to girls in Classes 9 and 10, Rs 800 to both in +1 and +2, and Rs 1,200 to a college or university day scholar against Rs 2,400 to a hosteller (ePASS Himachal Pradesh). The 2022 notification reproduces exactly those figures in its existing-amount column, marked P.A., before setting the revised ones beside them (scheme guidelines).

So every figure on both tables is an annual amount, on the Directorate's page, on the state portal and in the order that changed them (Directorate of Higher Education, ePASS Himachal Pradesh). Read as monthly figures, the same numbers describe a scheme that does not exist.

How the year's money reaches a student is set out separately in the annexed rules, and the shape of it survived the revision even though the rupee split written into that clause did not. Part of the year's entitlement is payable as financial assistance at the start of the session; the rest is paid as scholarship in four quarterly instalments, each released in the first fortnight after its quarter closes, except the quarter ending in March, which is paid inside the second fortnight of March (scheme guidelines).

What to prepare

Documents required

The document set is short and mostly already in the school office, with two items worth preparing early. The IRDP or BPL certificate has to come from an officer not below the rank of Panchayat Secretary, and the bank statement has to be the latest one for the student's own account (ePASS Himachal Pradesh).

The Aadhaar number is not only an identity field. It has to be mapped to the bank account the scholarship is meant to land in, and that mapping is done at the bank with a copy of the Aadhaar card, not on the portal (FAQs, ePASS Himachal Pradesh).

Most of this paperwork never gets uploaded anywhere. The national portal asks for uploaded documents only where the scholarship amount is more than Rs 50000 per annum (NSP FAQs for Himachal Pradesh), and a full year at the top rate here is Rs 6,000 (Directorate of Higher Education). The certificates are therefore checked in hard copy at the institution, which is also why the institution is where a query about them has to go.

How to apply

The claim is made online and then finished on paper. The Higher Education Department's announcement for the 2025-26 year put applications for the state and centrally sponsored pre-matric and post-matric scholarship schemes on the National Scholarship Portal at scholarships.gov.in (Directorate of Public Relations, Himachal Pradesh), and government colleges in the state list this scheme in exactly that set (Govt. P.G. College Bilaspur). Himachal's own ePASS portal is where the scheme's rules, document list and status pages sit, and the state instructions describe registering with Aadhaar details, filling the form in as many sittings as needed, and finalising it at the end (FAQs, ePASS Himachal Pradesh).

What happens after the form is finalised is what actually decides whether a claim moves, and this scheme is routed by the kind of institution the student sits in. The IRDP block on the state portal sends a government school's attested printed form and verified candidate list to the Deputy Director of Higher Education for that district, a university's to the Directorate, and lets a government college inside Himachal forward the verified candidate list alone; the district office keeps the hard copies of students of private recognised institutions and returns the rest to the schools (ePASS Himachal Pradesh).

Tracking has three handles and it helps to know which one you are holding. The permanent Application ID issued at registration, with the date of birth, opens Check Your Status on the national portal (NSP FAQs for Himachal Pradesh). A logged-in student on ePASS can follow the file through each verification level (FAQs, ePASS Himachal Pradesh), and that portal's front page carries a status lookup that runs with no login at all, which is the handle a parent can use (ePASS Himachal Pradesh). None of the three reports money. Where the status is clean and the account is empty, the Aadhaar-to-account mapping is the first thing to check, because a direct transfer has nowhere to land without it (FAQs, ePASS Himachal Pradesh).

How winners are picked

Selection process

There is no ranking stage. Selection is a verification chain: the institution verifies the student online and forwards the hard copy with its verified candidate list, the Deputy Director of Higher Education or the Directorate cross-checks it, and only then does the claim exist as a payable one (ePASS Himachal Pradesh).

The portal fails an ineligible claim early rather than late. Where the details a student enters do not fit a scheme's guidelines, the scheme simply does not appear in the drop-down list for that student (NSP FAQs for Himachal Pradesh), so a missing scheme name is usually an eligibility answer rather than a portal fault.

Nothing caps the number of awards. That is a real difference from the merit schemes on the same Directorate page, which are written as fixed quotas: Top 1250 Scheduled Caste and Top 1000 Other Backward Classes students for the Dr. Ambedkar Medhavi award, Top 2000 for Swami Vivekanand Utkrisht, 150 for Indira Gandhi Utkrisht (Directorate of Higher Education). Here the eligibility test and the verification chain are the whole of it.

Fine print

Terms & conditions

The 2022 order changed the money and the name and left everything else in place: the terms and conditions issued earlier in respect of the revised schemes will be unchanged, in its own words (scheme guidelines). The conditions from the 1991 rules therefore still govern the award, including the bar on a repeated class and on holding a second scheme's scholarship at the same time.

Two procedural conditions are worth reading as conditions rather than as advice. A paper-first application is not accepted: anything that reaches a head of institution or a Deputy Director without an online filing behind it is returned at that officer's own level, to be entered on the portal and sent back as a printout through the same channel, and that signed printout is what the head of the institution keeps on record (ePASS Himachal Pradesh). Aadhaar and enrolment ID fields are not editable at any stage once entered (NSP FAQs for Himachal Pradesh), so an error there is not something a later correction round can absorb.
