About Msme-stes

The MSME Skill Training and Employment Scheme, run in Tamil Nadu as the Amma Skill Training and Employment Scheme, is a skill-development programme of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu. It is administered through the Commissionerate of Industries and Commerce, with the Regional Joint Director of Industries and Commerce covering Chennai and the General Managers of the District Industries Centres covering the other districts.

The scheme sets out to meet the skilled-manpower needs of the state's MSMEs by having the enterprises train young workers on the job, and to turn that training into employment. Rather than a classroom subsidy, it shares part of the training cost that an enterprise would otherwise carry on its own.

In practice, an MSME unit takes on an unemployed young person for a period of on-the-job training and pays a monthly stipend, after which the state reimburses part of the cost to the unit through the Tamil Nadu Skill Development Corporation (TNSDC). Candidates who finish the training are assessed by the National Skill Development Corporation (NSDC), which issues the certificate.

It is meant for unemployed youth in Tamil Nadu who hold an engineering degree, a polytechnic diploma, or an ITI certificate and who meet the trade and age norms set by NSDC and the allied certification agencies. The benefit reaches two sides: the trainee, who gains certified on-the-job experience and a stipend, and the MSME unit, which receives a cash reimbursement towards the training it provides.

Who can apply

Eligibility criteria

The applicant should be an MSME unit in the state who has the requisite infrastructure.
Only in respect of vocation/trade in which MSMEs have expertise will be encouraged, MSME units should have experience, expertise, and running business.
The trainees selected by the applicant (MSME) shall be between 18 to 25 years of age.
The trainees selected by the applicant shall have an engineering degree, a polytechnic diploma, or an Industrial Training Institute (ITI) certificate, or qualification as prescribed by the respective sector skill council.
The applicant shall provide the trainee with a stipend of ₹5000/- per month, for a maximum of 6 months.
The applicant, MSME Unit, should not have been blacklisted at any point in time by any Government Norms/Rules/Acts.
Note: The scheme is funded by Tamil Nadu Skill Development Corporation (TNSDC)

  • Under the scheme, the subsidy will be provided to the MSMEs for training; subject to a maximum of ₹2000/- per month per candidate for a maximum of 6 months.
  • Certificates will be provided by the National Skill Development Corporation (NSDC), after the assessment of acquired skills by the trained candidates.
