The source record shows the scheme as open with no closing date, and the ePASS description sets no annual last date either. The Directorate's answer to the deadline question is procedural rather than a date: students apply as per the time schedule notified through newspapers and the HP ePASS website from time to time (HP ePASS FAQ).

A past cycle shows what "notified from time to time" looks like in practice. In the one session for which the Directorate published a full schedule naming this scheme by name, the ePASS website opened for student registration at the start of September and closed to student submissions at the end of that month; the printout and documents were due at the student's institution in the first half of October, institute-level online verification followed later that month, and out-of-state institutions had until the end of October to send the attested forms and verified candidate lists to the Directorate, with district-level stages running into November (Directorate of Higher Education press release). The same release warns that no date is extended once it has passed, and that a student who misses the online submission carries the lapse along with the authorities of the institution.

Two things follow from that. Do not read the portal as a calendar: the Flash News still scrolling on the ePASS home page belongs to a session that closed years ago, announcing online student registration opening 06-03-2019 and an extension of state sponsored scholarship registration to 5th April 2019 (HP ePASS). And watch the right channels instead. The Directorate circulates its scholarship schedule to All India Radio, Doordarshan and the Shimla desks of the daily newspapers before it reaches the portal (Directorate of Higher Education press release), so your institute's scholarship desk and a Himachal newspaper will both know the window before an aggregator does.

Two conditions carry everything: the student must be a native of Himachal Pradesh, and must be both selected by and admitted to one of the named institutions. The Himachali Bonafide certificate answers the first; the institute's selection letter answers the second.

What the notified terms leave out matters as much. There is no family income ceiling, no Class 12 percentage floor, no age limit and no category quota, so a well-off Shimla household and a BPL family in Kinnaur apply on identical terms. The admission is the test, and it has already been passed elsewhere.

Where the student is studying is not a bar either. The Directorate's scholarship FAQ opens its schemes to H.P. bonafide students studying within the state or outside it, anywhere in India, provided they hold valid Aadhaar (UID or EID) credentials and meet the individual scheme's guidelines (HP ePASS FAQ). For this award the clause carries unusual weight, because the institutes it names are spread across the country and the application routing has been built around out-of-state cases.

The source record publishes no exclusion list, and the ePASS description does not add one. The boundary is the institution list itself, which is closed: an NIT seat, an IIIT seat, a state medical college, a National Law University or a private deemed university draws nothing here, however hard the entrance was. Domicile draws the second boundary, since a student who is not a Himachali native cannot produce the Bonafide certificate the document list requires.

There is nothing to renew. The award is settled against the admission and paid once (HP ePASS, State Sponsored Schemes), so no second-year form, marks condition or attendance rule follows it. A useful consequence: every application here is a fresh application. ePASS rejects a renewal candidate who files as fresh (HP ePASS FAQ), but this scheme never creates a renewal candidate, so that particular rejection cannot reach you.

Rs 75,000, flat, paid once. It does not scale with the institute, the length of the course, the category or the family's means (HP ePASS, State Sponsored Schemes). What does vary is the course the scheme names against each institution:

Set against four years at an IIT or two at an IIM, this is a felicitation rather than a fee waiver, and the state is honest about that in calling it an incentive. Its real use is timing. It lands near the start of the course, when one household is absorbing a first semester fee, a hostel deposit, a laptop and a train ticket out of the hills in the same month.

Every item on the list answers a question the Directorate has to close (HP ePASS, State Sponsored Schemes). The Himachali Bonafide certificate settles domicile. The selection letter of the IIT, IIM, AIIMS, ISM or IISc settles the admission, and it is the one document unique to this award. The result cards from matric onwards let the Directorate trace an academic record it never scores. The latest bank statement names the account the payment has to reach.

Two practical points sit behind that last one. The statement has to be of the student's own account, not a parent's, because that is how the list words it. And ePASS expects the Aadhaar number to be mapped to the bank account into which the amount is to be transferred, with the bank approached directly, with a copy of the Aadhaar card, to get that mapping done (HP ePASS FAQ). A seeding problem is far easier to fix before the form is finalised than after the file has left your institute. Nothing in the list is an income certificate, which is consistent with a scheme that sets no income ceiling.

The founding notification set the simplest possible route: an eligible student applies on the prescribed proforma, with selection and admission proof, directly to the Director of Higher Education (Department of Higher Education notification). The Directorate has since moved its scholarship intake onto a portal, and the destination has not changed, only the paperwork in front of it.

Applications are online now, and the routing for this award is shorter than for the rest of Himachal's scholarships. Filing on ePASS is only the first half of it: what your institution's head physically takes delivery of, along with your certificates, is a print of that same submitted form. The institution verifies it online and forwards the attested form, with its verified candidate list, to the Directorate of Higher Education. There is no district tier in between: where Himachal's school-level schemes send in-state cases through the Deputy Director of Higher Education first, this one runs institute to Directorate, which is the only workable design for applicants sitting in Dhanbad, Kharagpur or Bengaluru (HP ePASS, State Sponsored Schemes).

There is no paper-only route. An offline form handed to a head of institution is returned to the student, with instructions to fill it online and send the printout back through the same channel (HP ePASS, State Sponsored Schemes).

One instruction is written specifically for students in your position. When the Directorate advertises a cycle, it tells out-of-state students to write the Director, Directorate of Higher Education, Himachal Pradesh, Shimla on the form itself before handing the printout and documents to their institution, so that the institute knows where to send the attested file (Directorate of Higher Education press release). Miss that line and a scholarship desk in Chennai or Kozhikode has no address to forward your claim to.

The genuinely confusing part is which website opens, and both answers are official. Ask the scheme's own published Q&A and the answer is the National Scholarship Portal. The Directorate's FAQ answers differently: it splits its schemes across three websites and puts everything that is not a minority or disabled-student scholarship on hpepass.cgg.gov.in (HP ePASS FAQ). Since this is a state scheme of that Directorate, ePASS is where its description, document list and verification chain actually live. Ask your head of institution which window is open for the running session before you fill anything.

Tracking matters more here than on an award you could chase in person. After you finalise the form, its next stop is an out-of-state institute's scholarship desk rather than a college down the valley, so the portal is usually the only visible sign that anyone has acted on it. A logged-in student can see the stage the application has reached (HP ePASS FAQ), and the ePASS home page carries a status lookup that runs with no login at all, which is what lets a parent in Himachal follow a file their child submitted from a hostel in Jharkhand (HP ePASS). A form filed on the National Scholarship Portal is followed inside that portal's own account instead.

There is no merit list, no cutoff, no interview and no ranking at the state's end. The benefit is worded as an entitlement: the one-time incentive of Rs 75000 "will be given to all Himachali students, who are selected and take admission" at the named institutions (HP ePASS, State Sponsored Schemes). The competitive step happened months earlier, at JEE Advanced, NEET UG or CAT, and your institute certified the result of it in the selection letter you are attaching.

What is left at the state's end is verification rather than judgement: the institution attests the printed application online, and the Directorate cross-checks and keeps it. So the things that can actually go wrong with this claim are documentary, not competitive: a Bonafide certificate that does not match the name on the selection letter, a bank account the Aadhaar was never seeded to, or a printed form still sitting in a scholarship desk that has not forwarded it.

If the decision goes against you there is a route, and it is short. The notification makes the Director (Higher Education) the authority who decides any dispute, and gives a person aggrieved by that decision an appeal to the Secretary (Higher Education) to the Government of Himachal Pradesh, to be filed inside a time limit that runs from the date of that decision (Department of Higher Education notification). Nobody below the Director settles a disagreement about this award.

The conditions that actually reach a student are few, and all of them sit in the description the Directorate publishes for the scheme (HP ePASS, State Sponsored Schemes). The award is one-time. It is tied to selection and admission at a named institution, evidenced by that institution's own selection letter. The claim is valid only through the online form with a printed, institution-attested copy behind it, and an offline form is sent back. Your institution is a party to the file rather than a bystander, since it verifies online and forwards to the Directorate, so a head of institution who does not act stalls the claim.

Two conditions come from the Directorate rather than the notification, and both bite. Aadhaar is mandatory for its scholarship schemes, and the account number you enter has to be the one seeded to your Aadhaar; the seeding proforma is issued on the ePASS portal, the student fills it, and the institution is the party held responsible for getting it lodged with the bank (Directorate of Higher Education press release). And deadlines are stated as final, with the student and the institution's authorities jointly answerable for a submission that misses one.

What the source does not publish is any clause on combining this award with something else, whether an institute freeship, a fee waiver or a central scheme. The record is silent rather than permissive, so a student planning to stack them should get the position in writing from the Directorate instead of assuming it is allowed.
