Pre-Matric Scholarship Scheme(PMSP)

The record leaves both date fields empty, and neither the charter nor the policy note prints a window for this concession. What sets the clock instead is the school's own fee calendar, because the benefit bites at the moment the Class 10 public examination fee would otherwise be collected. That makes the community certificate, and for a Backward Classes child the income certificate, a start-of-year errand rather than a deadline-season scramble. The headmaster knows when that fee is billed, and no state announcement is coming that would tell a parent anything more.

Nativity outranks caste here, and the department says so in the bluntest wording a government page ever uses: anyone who is not a native of Tamil Nadu draws no benefit from any of these schemes, listed caste or not (BC, MBC and Minorities Welfare Department, Welfare Schemes). A community certificate from another state closes the door by itself.

After that come the school and the medium. The school has to be a government or government-aided one, and the teaching medium has to be other than Tamil. That second condition looks like a restriction and is really an accounting one: Tamil-medium children in those schools are exempted from all fees, tuition, special and examination alike, from standard 1 to 10, so there is no bill left for the state to pick up (Citizen Charter, Backward Classes Welfare Department).

Money is tested for one community and not the other two:

Which ceiling a parent meets online depends entirely on how old the page is, and there are three of them in circulation. District administrations still print the older Backward Classes limit of Rs.2,00,000 together with a condition that the family hold no graduate (Pudukkottai District Administration, BC/MBC/DNC and Minority Welfare; Krishnagiri District Administration, Scholarship to BC/MBC Students).

Neither of those survives in the department's current charter. Its condition for a Backward Classes student is a parental annual income not exceeding Rs.2,50,000, and it attaches no no-graduate test to this award at all; the first-graduate requirement it does publish belongs to the free education scholarships further up the system, where a diploma student must be the first diploma or degree holder in the family and a professional-course student the first graduate (Citizen Charter, Backward Classes Welfare Department, Policy Note, Backward Classes, Most Backward Classes and Minorities Welfare Department).

The third figure, the Rs.1,00,000 on the record, is not a stale version of this scheme's ceiling. It is a live ceiling on a neighbouring one: the educational incentive for Most Backward Classes and Denotified Communities rural girl students, which pays Rs.500 a year in the 3rd to 5th standards and Rs.1,000 a year in the 6th, and which asks for parental income within Rs.1,00,000 (Citizen Charter, Backward Classes Welfare Department).

There is no bar list to quote. Neither the scheme record nor the department writes one, so every disqualification here is already folded into the eligibility text rather than set out separately. What that leaves outside is a child in a private unaided school, a child whose community certificate was issued by another state, and a Tamil-medium child in a government or aided school, the last of whom is excluded from a reimbursement only in the sense that no fee was ever charged to reimburse.

Renewal is not a step in this scheme, because there is no multi-year sanction to carry. The concession attaches to the Class 10 public examination itself, an examination a student sits once, so nothing lapses because a form was missed in an earlier year and nothing has to be re-sanctioned for a following one.

The directorate's scholarship form page can mislead on exactly this point. It does carry fresh and renewal routes, but neither belongs here: the general fresh and renewal links open the state's online scholarship portal login, and the application forms printed beside them are the directorate's IIT and IIM scholarship forms (Directorate of Backward Classes Welfare, Scholarship Form).

Ask what this pays and the honest answer is nothing, in the sense a family means the word. Tuition in these schools has already been written off, and what is left is a bill the state settles with an examinations directorate rather than with a parent. The department puts both halves of that in one place: the government has completely waived the payment of tuition fee for students studying in English medium from standard 6th to 10th in government and government aided schools, and the examination fee for students in the 10th standard is reimbursed in full to the Directorate of Government Examinations for BC, MBC and DNC students (BC, MBC and Minorities Welfare Department, Welfare Schemes).

The per-year tuition rates that still circulate for this scheme belong to the period before that waiver, when English-medium children in these schools were charged tuition and the department reimbursed it monthly. District administrations continue to publish the old card:

Krishnagiri prints the same two rates and adds that the reimbursement runs to students of the 6th to 10th standard in English medium (Krishnagiri District Administration, Scholarship to BC/MBC Students). Read those figures as the most that was ever paid under this head when tuition was still being charged, not as a sum to expect now. A school charging no tuition leaves no tuition claim to make.

Two papers on the record's list carry the decision and the rest are copies. The community certificate has to name a community that appears on the state's consolidated Backward Classes, Most Backward Classes and Denotified Communities list, which the department publishes as a single document beside its schemes page (BC, MBC and Minorities Welfare Department, Welfare Schemes). The income certificate counts only for a Backward Classes child; for a Most Backward Classes or Denotified Communities child it proves a condition the scheme never imposes (Citizen Charter, Backward Classes Welfare Department).

Bank account details sit on the list the way they sit on every form this department prints, and under this head no money passes through the account at all. Where the department does credit students directly, it is elsewhere: its college scholarships are sanctioned on a scholarship web application and credited through the Integrated Financial and Human Resource Management System (BC, MBC and Minorities Welfare Department, Welfare Schemes), and its PM-YASASVI awards are credited by Direct Benefit Transfer (Policy Note, Backward Classes, Most Backward Classes and Minorities Welfare Department).

Nothing about this is filed online. The scheme record puts the application mode as offline and publishes no application URL, and the route a district administration prints for the pre-matric and postmatric reimbursements of English-medium students is the school headmaster or the District Backward Classes and Minorities Welfare Officer (Krishnagiri District Administration, Scholarship to BC/MBC Students). For a Class 10 student, the headmaster's office is where the community certificate and, where it applies, the income certificate have to land.

The status question needs a different answer here than on any portal scheme, and it is the thing families most often get wrong. Nothing is credited, so there is no payment to trace and no login that could display one. The proof that the concession worked is a negative: the school did not bill your child for the Class 10 public examination fee. If it did bill, the two questions worth putting to the headmaster are whether the certificates reached the district office and whether the school claimed the fee for that batch at all. The department's portal-and-transfer machinery is built for its college awards, sanctioned on a scholarship web application and credited to student bank accounts through the state treasury system, and it does not carry this concession (BC, MBC and Minorities Welfare Department, Welfare Schemes).

Nobody is ranked against anybody. Clear the nativity, community, school, medium and income conditions and the concession follows; the department writes no marks test into it, sets no ceiling on how many children it will cover, and splits nothing by district. Where this department does rank applicants it says so on the page: for its scholarship to Tamil Nadu students in central institutions, if more applications are received, eligible students will be shortlisted as per the marks secured by them in plus two public exam (Directorate of Backward Classes Welfare, Scholarship Schemes). Nothing of that shape is written against the Class 10 fee concession.

Everything that binds here is about who the student is and where the student studies, not about how well a form is filled. Nativity is absolute and is read against the state's list rather than against the certificate alone. The school must be government or government-aided, which is the pairing the department repeats every time it describes the concession (BC, MBC and Minorities Welfare Department, Welfare Schemes). Medium decides whether a fee exists to be reimbursed in the first place. Income enters last and for one community only: a Backward Classes child above Rs.2,50,000 a year is out of the reimbursement, and a Most Backward Classes or Denotified Communities child is never asked the question (Citizen Charter, Backward Classes Welfare Department).

A question about one child's examination fee does not belong in Chennai. The department sends queries on these schemes to the District Backward Classes and Minorities Welfare Office inside the district collectorate campus, and places the Commissioner of Backward Classes Welfare at the Ezhilagam Annex Building, 2nd floor, Chepauk, Chennai-5 (BC, MBC and Minorities Welfare Department, Welfare Schemes).
