Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme(PUDHUMAI PENN SCHEME)

The scheme has no published closing date on its official record; it runs as a standing programme keyed to the academic year. The dates that anchor it: the Budget Speech announcement on 18 March 2022, the first call for applications in June 2022, the formal launch in September 2022, and the extension to government-aided school students launched at Thoothukudi on 30 December 2024. Within any year, 30 June and 31 December are the two certification checkpoints on which continued payment depends.

The test is where you studied, not how much your family earns. A girl residing in Tamil Nadu qualifies if she completed Classes 6 to 12 in government schools and then joined a recognised course. The department publishes no family income ceiling for this scheme; the school itself is treated as the proxy for economic need.

Two boundary cases decide most doubts:

• "Government school" is read widely. The Social Welfare Department's release lists Panchayat Union schools, municipal and corporation schools, Adi Dravidar and Tribal Welfare schools, Kallar Reclamation schools, Forest Department schools and schools for the differently abled within the definition, among others.
• A girl who studied Classes 6 to 8 in a private school under an RTE Act seat, but finished Classes 9 to 12 in a government school, remains eligible.

The course side is equally broad: undergraduate degrees in arts, science and fine arts, professional programmes including B.E., B.Tech, M.B.B.S., B.D.S. and B.L., paramedical courses such as nursing and pharmacy, and diploma, ITI and certificate courses all count, provided the institution is recognised by the Government of Tamil Nadu, the Government of India or the UGC and is situated in Tamil Nadu. Girls already drawing another scholarship stay eligible; the amounts stack.

Girl students from government-aided schools were brought in later: the extension, announced in the March 2024 state budget and estimated by the School Education Department to cover about 49,600 additional students, was launched by the Chief Minister at Thoothukudi on 30 December 2024.

The exclusions field on the scheme's official record sits empty, yet the June 2022 notice that opened Penkalvi applications shut four doors explicitly. The assistance does not extend to distance education courses, open university programmes or postgraduate study, and students already in the final year of their undergraduate course when applications opened were kept out because only months of study remained. The other practical bar is sequence: only the first course of higher education qualifies, so a second degree or a course taken after completing one is outside the scheme.

There is no annual re-application. Once enrolled, a student keeps receiving the money on the strength of a recurring bonafide check: the Higher Education Department certifies the bonafide status of applicants every six months, on 30 June and 31 December. Payments run until the uninterrupted completion of the first course, so continuity of study is the real renewal condition; the department's wording ties the assistance to the course running without a break.

The award is Rs 1,000 per month per student, paid as Direct Benefit Transfer into the girl's own account until her undergraduate degree, diploma, ITI or other recognised course is complete. Three design choices make it worth more than the headline figure suggests:

• It stacks. The department states plainly that girls availing other scholarships remain eligible, so Pudhumai Penn sits on top of a post-matric or merit award rather than replacing it.
• It has no per-family cap. Every eligible daughter in a household can draw it at the same time.
• It reaches the student, not the institution. To make the transfer work, the Higher Education Department helps open zero-balance accounts, with Indian Bank, Canara Bank, Indian Overseas Bank and SBI identified as the four core banks for students who need one.

The list rendered below from the official record is short, and one entry deserves a note: the family income certificate is marked "if applicable" because the scheme itself sets no income slab. What matters in practice is that the school and course records line up, since the institution's certification, not any paper the student files later, keeps the payment running. Have the bank passbook details ready before applying; the transfer needs an account in the student's own name.

Applications go through one door: the Penkalvi portal at penkalvi.tn.gov.in, where the girl student applies directly online. The Tamil Nadu e-Governance Agency maintains the portal and runs the scheme's end-to-end e-governance for the department; online is the only application mode the official record lists.

On tracking: this is a monthly DBT scheme, so the credit in the bank account is itself the status signal, and the half-yearly bonafide certification on 30 June and 31 December is the checkpoint that keeps it flowing. A student whose application or payment stalls has a named escalation route: the department's release published the toll-free number 14417 for scheme queries, and a payment that stops mid-course usually traces back to that certification, which makes the college office the first place to ask.

No merit list stands between an eligible girl and the money: Pudhumai Penn fixes no award count and screens nobody on marks. The department describes the incentive as payable on a monthly basis to all eligible girl students, which makes verification, not competition, the gate. The chain is administrative: the student's Penkalvi application, the institution's bonafide certification, and a monitoring ladder that runs from district-level committees up to a state steering committee, with a Separate Programme Management Unit watching implementation.

The binding conditions sit in the department's scheme description rather than in a separate rulebook. The ones that decide real cases: the benefit covers only the first higher education course; it is payable until that course's uninterrupted completion; it is disbursed solely by DBT into the student's account, never in cash or through the institution; and drawing any other scholarship neither blocks enrolment nor reduces the amount. Implementation is reviewed monthly at the district level under the Collector, which is where certification disputes land.
