Margadeepam Scholarship(MSK)

The scheme has not settled into a fixed calendar yet. Its first cycle closed in March, and the portal's notice board still carries those extension notices alongside the current ones. For 2025-26 the window moved to the start of the school year.

Those dates moved once. The portal's announcement board extended the submission deadline to 29 September, 5:00 PM, and it is where an extension appears first, ahead of any news report. Because the school controls the second deadline, a form handed in on the last student date can still fail if the school does not verify it in the week that follows, so the date that matters to a family is the school's internal one.

Four conditions decide eligibility, and none of them is about how well the child is doing at school; marks enter only at the selection stage. The guidelines require the applicant to be a permanent resident of Kerala, studying in Class I to VIII in a government or government-aided school in Kerala, from a notified minority community, with parent or guardian annual income from all sources not exceeding Rs 2.5 lakh.

The income test is stricter in practice than the number suggests, because the certificate that proves it is issued by the Village Officer and it counts income from all sources, not salary alone. The community test runs on a Minority or Community Certificate from the same Village Officer, so a family that has never taken one out starts the process at the village office rather than at the school.

Two further rules narrow the field before merit is even considered. The guidelines cap the scholarship at two children from one family and reserve 30 percent of the awards for girl students, with boys considered for those seats only if the girls' quota goes unfilled.

A pupil already drawing any other scholarship cannot hold this one alongside it, and the third application from a single household is refused outright. The guidelines instruct the Head of the Institution to cross-check applicant names against the ration card during verification and direct the principal to reject the third application from the same family. That check happens inside the school, before anything reaches the Directorate, which is why a household rarely learns about it from a rejection letter.

There is no renewal track. The guidelines state that a student who has received the scholarship once can reapply for the next academic year to avail the benefit again, which means a fresh form, a fresh set of certificates and a fresh merit calculation every cycle. Because the merit index runs on the previous year's grade sheet, a pupil's score changes from one year to the next even when nothing about the family changes.

The award is flat. It does not scale with the class the child is in, and no hostel, book or uniform component is attached to it.

One detail in the paperwork cuts against the account rule and is worth settling with the school before the form goes in. The guidelines require the selected student to hold the Aadhaar-linked account in their own name, while the same document's document list accepts a copy of a bank passbook for a student or joint account with a parent or guardian. For a seven-year-old, those are two different instructions, and the head of the institution is the person who resolves which one the branch will accept.

The certificates that carry weight are the two issued by the Village Officer, the family income certificate and the community or minority certificate. Alongside them the school collects a copy of the bank passbook and the academic grade sheet for the 2024-25 academic year, plus a disability certificate or a parent's death certificate where those apply, since both carry index points.

How those papers travel changed mid-cycle. The guidelines had asked for them as uploads, in pdf format, maximum 200 kb in size. An addendum issued by the Director dropped the upload requirement after heads of institutions reported that scanning every document was delaying verification: copies are now collected with the application, verified at the school, and kept in the school's safe custody for the Directorate to inspect on demand. A family should therefore expect to hand over paper, and should keep its own set, because the originals live in a school cupboard rather than on a server.

The guidelines set out a sequence that begins offline and finishes online. The application form is downloaded from margadeepam.kerala.gov.in, filled in by the applicant, and submitted to the head of the institution. The school's clerk then enters the details in the Clerk Login and passes them to the head, who verifies them and forwards the application to the Minority Welfare Department through the portal.

What happens inside that portal explains most of the errors families run into. The institution user manual instructs schools to log in with the Sampoorna Code as both username and password, add every class in the school before any pupil can be added, then add a student by admission number and pull their details from the KITE Sampoorna portal. Aadhaar number, admission number and account number must each be unique, and the manual is blunt that data once added cannot be edited: a wrong digit has to be fixed by removing the student and adding them again. The guidelines put the accuracy of that entry on the clerk, and oblige the head of the institution to assist an applicant who cannot fill the form and to communicate any shortcoming in an application well in advance, which is the only correction window the rules actually name.

To follow the application afterwards, the portal's Track Details page asks for the academic year and the pupil's Aadhaar number, and returns the status held against that number. There is no separate application ID to keep, so the Aadhaar used on the form is the only handle the family needs.

Selection runs on a published 30-point index rather than on a cut-off percentage, which makes it possible to estimate a child's standing before applying.

The income formula rewards the poorest households steeply: every Rs 25,000 below the ceiling is worth a point, so a family reporting no income scores the full 10 while one just under the bar scores close to nothing. Grades carry slightly more weight than income at the top of the scale, and they are read from the previous academic year, which is why the grade sheet is a mandatory document rather than an optional one.

Two rules sit outside the index. Class 1 pupils are ranked on income alone, because they have no previous year's grade sheet to score, and where a particular class does not attract enough applicants the department considers pupils from a class that attracted more.

A false declaration is not treated as an error to be corrected. The guidelines provide that a scholarship obtained on a false statement is cancelled immediately and the amount recovered, and the bar on holding another scholarship applies throughout the period the pupil holds this one. The department also keeps its inspection right open: because the documents now sit with the school under the Director's addendum, the Directorate can call for any file at any time, and a discrepancy surfaces at the school rather than at the treasury.

For a pupil, the first point of contact is the head of their own school, who holds the login, the documents and both deadlines.
