Lakshya Scheme(LS)

Lakshya has no fixed annual calendar, because it hangs off the UPSC result rather than an academic session. The rule in the guidelines is that a candidate applies online within two months from the date of declaration of the result (scheme guidelines).

In practice the Directorate converts that rolling window into a hard calendar cut-off, published in the notification it issues for the cycle in hand, and the cut-off has moved from one cycle to the next. The notification is posted on the Directorate's own notifications and notice board pages (Directorate of Higher Education, notifications) and mirrored on the state portal (Tripura State Portal). Watch those in the weeks after the prelims result rather than assuming the last cycle's date repeats, and treat the notification for your cycle as the binding date.

Two dates the scheme puts on you rather than on the department: you must tell the implementing agency the date of your Mains at least two months before the examination, and if you are called for the interview you must inform it before the interview date.

Three tests decide it, and all three are documentary rather than competitive. You must hold a Permanent Resident of Tripura Certificate, you must have cleared the Civil Services Preliminary examination conducted by UPSC, and your combined annual family income must stay at or below Rs 10 lakh, evidenced by a certificate from an SDM, DCM or DC (scheme guidelines).

Two things the guidelines leave out are worth naming. They set no age bar and no attempt bar of their own, so the UPSC's own limits are the only ones running; and they carry no reservation category filter, so a general-category candidate faces the same three tests as anyone else. What they do restrict is how often you may come back: assistance is available twice in a lifetime, whatever the number of attempts you make at the examination.

Neither the 2019 guidelines nor the national directory entry sets out a bar on who may not claim Lakshya. Four conditions do that work in practice: family income above the Rs 10 lakh line, absence of a PRTC, a third claim by a candidate who has already drawn assistance twice, and the coaching-centre condition, since Part I is framed around coaching taken outside Tripura and the admission proof is a filed document rather than an optional one (scheme guidelines).

There is nothing to renew. Lakshya pays once for Part I and once for Part II, and a candidate is eligible for assistance only twice in total, irrespective of how many attempts he or she makes at the examination (scheme guidelines). A candidate who clears the prelims again in a later cycle files a fresh application against that cycle's notification; the department treats it as a new claim counted against the same lifetime limit, not as a continuation.

Part I is where the paperwork has moved and the directories quoting it have not. The 2019 guidelines fixed Part I at Rs 1,00,000 per candidate, split into Rs 70,000 for the coaching centre fee and study material and Rs 30,000 for travel, and costed the scheme against a budget provision of Rs 60 lakh under the Scholarship and Stipend head (scheme guidelines). The Higher Education Department's current statement of its state schemes puts Part I at Rs 5 lakh (statement of state schemes). The older figure is the one myScheme and the scheme aggregators still print, so plan against the department's current statement and treat the amount named in the notification for your own cycle as the sanctioned one.

One benefit sits outside the money entirely and appears in no scheme directory. A candidate called for the UPSC interview is given free accommodation at Tripura Bhawan in New Delhi, and Tripura Bhawan arranges the conveyance to and from the Commission (scheme guidelines, statement of state schemes). For a Part II claimant that is worth more than the travel head it sits beside, because it removes the Delhi accommodation problem in the fortnight when it is hardest to solve.

Payment runs through Direct Benefit Transfer on a monthly basis, and where a month cannot be paid the guidelines require the dues to be cleared in the following month or months rather than lapsing (scheme guidelines).

The papers split cleanly into three groups: identity and residence, means, and proof of where you stand in the examination. Only the third group changes between Part I and Part II. For Part I you file the prelims clearance proof with the relevant admit card, hall ticket or roll slip; for Part II the UPSC interview call letter is the document that unlocks the claim (scheme guidelines).

The two that get applications sent back are the coaching centre admission proof, which candidates preparing without formal coaching cannot produce, and the income certificate, which the guidelines will accept only from an SDM, DCM or DC and not from any other revenue authority.

The 2019 guidelines told candidates to apply online on the Directorate of Higher Education's own portal (scheme guidelines). That is no longer where the form lives. The notification the Directorate now issues for the scheme requires eligible aspirants to submit their applications online through the Beneficiary Management System, the Government of Tripura's DBT platform at bms.tripura.gov.in (notification for the Lakshya scheme, Directorate of Higher Education). Lakshya does not run on the National Scholarship Portal, and the myScheme record carries no application link at all, which is why searches for it often dead-end.

The citizen side of the portal asks you to register with an email address or mobile number and verify it by one-time password, or to sign in through MeriPehchaan, the National Single Sign-On used across government services (BMS citizen portal). The account you create is the account the department later attaches your sanction to, so the mobile number and bank details on it should be the ones you intend to keep through the examination cycle.

Tracking Your Application and Payment

BMS publishes no scheme-wise status lookup for Lakshya and hands out no application number to type into one. The application, and the payment against it, sit inside the signed-in citizen account, so tracking means logging back into the same account you applied from (BMS citizen portal). The state's open DBT dashboard on the same portal reports department, scheme and district totals (BMS DBT dashboard), which will tell you whether a scheme is transacting and nothing about your own file. For a sanction that has been approved but has not reached the bank, the Directorate's helpdesk is a faster answer than the portal.

Nothing about the outcome is competitive. The Higher Education Department is the implementing agency, and the guidelines give it one job: to invite applications and release the benefit after properly scrutinising them against the scheme rules (scheme guidelines). The costing behind the scheme was written for all who clear, not for a ranked subset, which is why the yearly provision was sized against an expected handful of qualifiers rather than a quota. If your papers are in order and your prelims result stands, the outcome is administrative.

The financial support is bounded by dates, not by a lump sum you hold. Part I support runs from the date the prelims result is published to the date of the last Mains paper, and Part II from the publication of the Mains result to the interview date (scheme guidelines). The expenditure is borne by the Government of Tripura, and the guidelines require the implementing agency to monitor timely disbursement so that candidates do not suffer a delay in the transfer, to collect beneficiary feedback, and to run an evaluation and impact assessment after every completed year.
