About KPCY

Uttarakhand funds 2,600 players a year under this scholarship, and not one of them keeps it by default. The money runs for twelve months, and then the whole state goes back to the trial ground and competes for the same seats again. A stopwatch and a measuring tape settle who gets in, which is what separates this scheme from the school and college scholarships it shares half its name with.

Two player scholarships share a single page on the Department of Sports website, split by age, and this is the senior one. Its budget line is 2,600 players a year, an even 1,300 boys and 1,300 girls, each drawing Rs 2,000 every month for twelve months, with a further Rs 10,000 released once inside that year against sports equipment (Scholarship, Department of Sports, Uttarakhand). The junior scheme on that page stops at 14; this one starts there and runs to 23.

The chief minister launched it on National Sports Day, 29 August 2023, at the IRDT auditorium in Dehradun, handing out cheques to players at the event (Launch of the Chief Minister's sports promotion scheme, Drishti IAS).

The player it is built for is not a medallist. Nothing a district asks for touches a performance record, a sponsoring club or an institution: Udham Singh Nagar's district sports officer set out permanent residence in Uttarakhand as the eligibility condition, and told players to carry a birth certificate, Aadhaar, a bank passbook and a residence certificate, with nothing asked about school, marks or household income (Udham Singh Nagar trial plan, Amar Ujala).

Almost nobody on the ground uses the name the scheme record carries. The directorate files its government order for it as the Mukhyamantri Khiladi Protsahan Yojana for the 14 to 23 age group, and district notices, trial advertisements and local reporting all follow that title (Government orders, Department of Sports, Uttarakhand). Either name reaches the same scholarship.

Important dates

The scheme has no opening or closing date of its own. Each district sets and announces its own trial calendar, and it moves from year to year, so an aggregator page carrying one statewide deadline for this scholarship is describing something that does not exist.

The gap between Udham Singh Nagar's two rounds was under a week, which is the practical point: a player who misses the block date has no second entry into that year's district round.

Selected lists surface later, and on the district's own website rather than the department's. Uttarkashi published its Mukhyamantri Khiladi Protsahan scholarship list on 03 May 2025 (Uttarkashi district notice).

Who can apply

Eligibility criteria

Three conditions decide it, and only the last is settled on the day. A player has to be a permanent resident of Uttarakhand, has to be between 14 and 23, and has to finish high enough at the district trial to fit inside the quota.

Age is not read as one long band. Udham Singh Nagar announced its 2026-27 selection in four age groups, 14 to 17, 17 to 19, 19 to 21 and 21 to 23, so a 21 year old is measured against 21 year olds and not against 14 year olds (Udham Singh Nagar trial plan, Amar Ujala). The birth certificate is what fixes the group a player is entered in, which makes it the first document to get right rather than the last.

Neither the department's scheme text nor the scheme record sets a family income ceiling, and no course, class or enrolment condition appears in either.

Who cannot apply

Exclusions

The scheme publishes no exclusion list. What shuts players out is arithmetic rather than a rule: Almora ran its trials with 25 boys and 25 girls to be picked from each age group, so a strong score that lands twenty-sixth in a group returns nothing that year (Almora district trials, Dainik Bhaskar).

The other quiet exclusion is the calendar. A district registers players on the morning of its own trial and starts the events an hour or two later, so a player who is away that week is out for the cycle whatever their form (Gadarpur block competition, Amar Ujala).

Continuation

Renewal conditions

Nothing renews. The year of payment ends, the district holds its trials again, and the scholarship goes to the players who come through that new round rather than back to last year's list (Scholarship, Department of Sports, Uttarakhand). There is no continuation form, no verification through a school or college, and no credit for having held it before.

A player still inside the age window therefore lines up level with every new entrant, because the published scheme carries no previous result forward. A player who crosses 23 has no route back in at all, which is worth knowing at 21 rather than at 23.

Two payments, one monthly and one annual, and both are fixed amounts rather than reimbursements against bills.

The count of awards is settled before anyone competes. The state budgets 2,600 places a year, 1,300 for boys and 1,300 for girls (Scholarship, Department of Sports, Uttarakhand), and a district fills 200 of them, 100 boys and 100 girls (Almora district trials, Dainik Bhaskar).

How a district splits those 200 across the age groups is announced district by district rather than written into the scheme text. For the 2026-27 cycle Udham Singh Nagar published the four groups and Almora, running the same cycle, said 25 boys and 25 girls would be taken from each, which is exactly the 200 a district has.

Payment reaches the player by direct benefit transfer, which is why the bank passbook is on the list a player is told to carry to the trial rather than something collected after selection (Gadarpur block competition, Amar Ujala).

• Under this scheme, players/sportspersons aged 14 to 23 years are selected annually based on the P-SAT (Physical and Sports Aptitude Test).
• A total of 100 boys and 100 girls are selected per district, and they are provided a scholarship of ₹2,000/- per month along with ₹10,000/- once a year for sports equipment.

What to prepare

Documents required

The paperwork is short, and it is examined at the trial ground rather than at an office counter weeks later. Gadarpur's block sports coordinator, Noor Alam, asked players to reach the venue with the application form plus copies of the birth certificate, Aadhaar card, permanent residence certificate and bank passbook, and a passport size photograph (Gadarpur block competition, Amar Ujala).

Two of those do more work than the rest. The birth certificate decides the age group a player is entered in, and an error there is a competition problem rather than a paperwork one, because it can put a player into a group where they are the youngest by years. The bank passbook matters because the monthly transfer runs against that account and no other.

Step by step

How to apply

Register first, then turn up. The scheme record carries the application mode as offline and publishes no application link, which is accurate for a scholarship whose real counter is a trial ground. What districts announce alongside it is a registration step: for the 2026-27 cycle Udham Singh Nagar's district sports officer said registration is to be done on the khelouk.in portal, with the first round at the nagar palika, nagar nigam or development block venue before the survivors move to the district stadium (Udham Singh Nagar trial plan, Amar Ujala). Treat the portal as the way into the trial, not as a replacement for it, because the form and the documents are still handed over and checked on the ground.

The window at the ground is narrow. Gadarpur took registrations between eight and ten in the morning and started its events at ten, so arriving late cost a year rather than an hour (Gadarpur block competition, Amar Ujala).

Nothing about this scholarship reports back to a player automatically, so plan on chasing the outcome in three places. The district sports office announces the trial dates and venues and is the office that answers questions about them. The selected list appears as a notice on the district administration's own website, the way Uttarkashi posted its Mukhyamantri Khiladi Protsahan scholarship list (Uttarkashi district notice). And the money lands in the bank account named on the form, so a month that does not arrive is a bank or account-detail question to put to the district office.

How winners are picked

Selection process

Two rounds, and the second is scored on general athletic ability rather than on the sport a player came in for. The first runs at the nagar palika, nagar nigam or development block, and whoever comes through it goes to a district round at the district stadium (Udham Singh Nagar trial plan, Amar Ujala). The department describes the same shape from its end, trials beginning at block level and ending at the district (Scholarship, Department of Sports, Uttarakhand).

What the district round measures is worth training for specifically. At Almora's district round, held from 17 to 20 August across 12 sports under the Sports Directorate at Dehradun and the district administration, the tests were a 30 metre fly run, a vertical jump, an 800 metre run, a 6 by 10 shuttle run and a medicine ball throw (Almora district trials, Dainik Bhaskar). A footballer and a table tennis player go through the same battery, and the ranking it produces is what fills the age group.

The fields are small enough that turning up counts for more than most players assume. Gadarpur's block round for girls drew 53 entries across all its events (Gadarpur block competition, Amar Ujala), and the basketball, judo, kabaddi and football trials on the last day at Almora drew roughly 150 to 200 boys and girls between them (Almora district trials, Dainik Bhaskar).

Terms & conditions

The published text attaches few conditions, and the ones it does attach are structural rather than behavioural.

• The scholarship is paid by the district that selected the player, monthly, and for one year (Scholarship, Department of Sports, Uttarakhand).
• It goes into the player's own bank account by direct benefit transfer, not through a school, a club or an association.
• The trial is the qualifying event, and the papers are checked at the ground on the trial day rather than uploaded in advance (Gadarpur block competition, Amar Ujala).
• The department's scheme text sets no academic, attendance or continued-training condition on the money once it starts.
• Nothing carries over between cycles: the next year's list is made fresh at the next trial (Scholarship, Department of Sports, Uttarakhand).
