Kerala Biotechnology Re-Entry Fellowship(K-BIREF)

No open or close date is published for K-BiREF outside a live advertisement, and the guidelines put the whole calendar inside that advertisement. The dates that do bind are the ones that start once you are selected: joining the host institution within three months of accepting the award, intimating the project start date to KBC within one month of the funds reaching the institution, submitting the project completion report within one month of the fellowship ending, and closing the accounts within three months of completion, all per the K-BiREF guidelines.

Three tests decide it, and the third is the one that eliminates most enquiries. The degree and record test asks for a Ph.D., M.D. or equivalent plus at least three years of post-doctoral research in premier research laboratories abroad, with a track record visible in publications and other recognitions. The age test puts the ceiling below 45 years, relaxable by 3 years for OBC candidates and by 5 years for SC, ST and PH candidates. The third is a test of where you are right now: the guidelines open the fellowship only to Indian nationals working overseas, so a researcher who has already taken up a position in India is outside the frame the K-BiREF guidelines draw.

One requirement never appears in the eligibility list and still decides whether an application can be filed at all. The fellowship is tenable at institutions in Kerala, the application has to be forwarded by the competent authority of the host institute, and a permanent employee of that institution must come on board as supervisor or co-investigator, as stated in the K-BiREF terms and conditions. In practice you need a Kerala host and a resident collaborator lined up before the call closes, not after.

The source record carries no exclusion list, so the bars have to be read out of the forms an applicant signs. The undertaking is the sharpest of them: the proposal must be the applicant's original work, must not be under consideration for funding with any other agency, and must not duplicate or overlap research already sanctioned elsewhere. If that turns out otherwise at any point, the undertaking states that the fellowship is liable to be terminated and the released amount recovered.

Two further situations end an award rather than block one. The Council reserves the right to terminate the fellowship at any stage if it is convinced the grant has not been properly utilised or that appropriate progress is not being made, and the fellow is then liable to refund the grant in part or in full, including where the fellow will not co-operate with monitoring or evaluation. The host institute is equally bound: it cannot entrust the sanctioned work to another institution or divert the money, and if it cannot complete the project it refunds what it holds, per the terms and conditions.

The fellowship is written as a three-year research programme, with 2 years of extension provided on evaluation of progress; a separate line in the same guidelines says the fellowship is further extendable for another term after evaluation. The contingency schedule is drawn for five years, and that is as far as the published figures go. Renewal is not a form you file once. Money moves to the head of the host institution by online transfer, and each further instalment is released on the recommendation of the Review Committee against the previous year's paperwork: an audited utilisation certificate and statement of expenditure, the latest authenticated statement of expenditure including committed expenditure, and a detailed technical annual progress report. Where a project runs three years, the terms and conditions hold back the third instalment until the first year's audited statement arrives.

KBC may also send a scientist, a specialist or an expert panel to the host institute to see the work in progress, and the host is expected to receive that visit.

The award is a consolidated pay packet plus a research budget that shrinks after the second year.

Third-party listings do not all print the same stipend for K-BiREF, and some carry a lower figure than the Commission does. The binding numbers are the ones in the Commission's own guidelines and terms, and the fellowship is taxable under Government of India rules.

Three conditions travel with the money. Where the host institute provides accommodation, no house rent allowance is admissible. The research grant is meant for consumables, reagents, minor equipment, engaging manpower, travel and other contingent expenditure on the proposed research, and taxes and annual maintenance contracts have to be budgeted inside those heads rather than claimed on top. And a fellow appointed to a suitable permanent scientific position keeps an option: draw either the fellowship or the salary, and if the salary is chosen, continue to use the research grant with prior approval of KBC, under the terms and conditions. Medical benefits and transport allowance are discretionary and come from the host institution's own funds, at the norms it applies to its own staff of equivalent rank.

The paperwork splits between what proves who you are and what proves where you will work. The second half is where applications stall, because both documents need someone else's signature.

The certificate from the host institute goes on the institute's letterhead and has to certify that the applicant, if awarded the fellowship, will get office and laboratory space and access to equipment and library facilities for the proposed project, and that the institute takes on the financial and other management responsibilities. It is signed by the head of the institution with the seal, and the same form records that applications are to be forwarded by the Registrar, Vice-Chancellor, Dean or Directors of R&D institutions.

The undertaking on originality is signed by the applicant and countersigned by the head of the host institution. The terms and conditions sheet is not a leaflet either: it carries signature blocks for the fellow, the co-investigator who is permanent faculty or a scientist at the host, the head of the department and the head of the institution.

There is no standing portal login and no year-round form. The Commission invites applications through advertisement, as its scheme page records, and the K-BiREF guidelines say only that they are to be submitted online when notified, so the call itself carries the submission link and the closing date. Two parts of the proposal are easy to miss because they are not standard fellowship boilerplate. The guidelines ask for social relevance to be provided along with the proposal, and they invite applicants to highlight where commercialisation is possible, naming lead molecules and pharmacologically relevant products as examples. Both are written into the guidelines as separate headings, which tells you how the expert committee will read the file.

On tracking the application: the Commission does not publish a status dashboard. What the guidelines do commit to is an acknowledgement, and that is the handle to use. The project proposal is acknowledged with a reference number and any other instructions, so keep that number and quote it in any follow-up to KBC on the phone numbers and email in the Contact section below. After selection, tracking becomes concrete in a different way: the project becomes operative from the date of the Council order or the date the institution receives the funds, and that date has to be intimated by the institution or the fellow to KBC no later than one month after the money arrives.

Applications go to an expert committee constituted of experts nominated by the Commission, and the screening is on paper first. Shortlisted candidates then appear for an interview or presentation, which may be in person or through Skype or a similar tele-mode, so being abroad is not treated as an obstacle to being assessed. The expert committee assesses the content and objectives of the proposed work at a presentation before the Programme Advisory Committee, and the K-BiREF guidelines record that KSCSTE's decision on the committee's recommendation is final. Selected candidates execute an agreement accepting the terms of the award and must join the host institution within three months.

K-BiREF is awarded purely on contract basis and carries no eligibility for service benefits, which is what separates a fellowship term from a post at the host institute. Unspent money at the end of the project goes back to the Council by demand draft in favour of the Member Secretary, KSCSTE, though a balance at the end of the first or second year of a multi-year project is carried forward rather than returned.

Publication and ownership carry their own rules. Intellectual property from the work is dealt with under the Council's rules and the know-how is joint property of the investigators and KBC or KSCSTE, with technology transfer done in consultation with the Council. Papers and patents from the work must acknowledge the Kerala Biotechnology Commission and KSCSTE, and results that are to be legally protected should not be published before that protection is secured. The host institution may assign teaching work and may permit a fellow to guide Ph.D., M.Phil. and M.Sc. students under its own rules. If a fellow wants to leave the institution where the project is based, the institute or the fellow informs the Council first and works out with it how the project will still be completed, under the terms and conditions.
