There is no standing last date to plan around. What the state publishes instead is a window notified "from time to time", advertised in the newspapers and on the portal when the session opens (HP ePASS, frequently asked questions). The myScheme record shows the same shape, an opening date with the closing date left empty, and its FAQ text names September as the usual month while conceding that it moves from year to year. One habit covers all of it: watch the portal from the day HPBOSE declares the +2 result, because the merit list this scheme runs on has to exist before the Directorate can advertise a window.

Position on the Class 12 merit list is the qualifying test. The board result is the input, the stream is the bracket, and the Directorate awards to "the top 2000 meritorious GIRL students of all study groups i.e. Science, Arts and Commerce streams based on passing ratio in each group as per the merit list supplied by the HPBOSE Dharamsala for Post Plus Two" (Directorate of Higher Education, Himachal Pradesh). Because the 2,000 are split by how many girls passed in each group, the effective cut-off is not one number: it sits lower in a crowded stream and higher in a thin one.

Two institutions are in play and only one of them has to be Himachali. The 10+2 that puts her name on the list has to come from a school in the state under the HP board; the course she joins afterwards does not have to sit inside Himachal. The Directorate answers that directly for the schemes it runs, which are open to H.P. bonafide students "studying within state or outside state, within India" (HP ePASS, frequently asked questions), and this scheme's routing line sends verified forms from out-of-state institutes to the Directorate at Shimla (HP ePASS, State Sponsored Schemes). The myScheme summary is written more narrowly, around girls studying in recognised institutions within the state, so a girl leaving Himachal for her degree should get the forwarding route confirmed by her own institution rather than by a listing page.

The department publishes no exclusion list for this scheme, so the practical bars are the ones written into how it operates. Failing a year ends it: the scholarship "shall cease to continue" on failure, and there is no restoration clause. A renewal candidate who files a fresh application instead of a renewal has her application rejected outright (HP ePASS, frequently asked questions). Paper is not an alternative route: only what the portal holds counts, and anything walked into a college office on a printed proforma is handed straight back (HP ePASS, State Sponsored Schemes). And a girl whose name never reached the board merit list has nothing to apply against, however strong her college record since.

Renewal runs on continuous academic progress rather than a fresh merit contest. The award continues "till the completion of Degree /Diploma/ Certificates course provided there is no failure", which means one clean run through the course rather than a yearly re-ranking (Directorate of Higher Education, Himachal Pradesh). The portal treats renewal as its own track, so a continuing beneficiary picks the renewal route each session and never the fresh one.

The rate is Rs 18,000 per student per year, and the department marks it as revised with effect from 2022-23.

The older figure of Rs 15,000 a year has not vanished from official pages: the HP ePASS description of the scheme still carries it (HP ePASS, State Sponsored Schemes). The same split runs through the myScheme record itself, whose benefits line gives the revised rate while its FAQ answer still quotes the older one. The Directorate page is the one that records a revision and a date, so that is the figure to plan against. Payment reaches the student by direct transfer, which is why the scheme documentation asks for her own account rather than a parent's.

The department keeps a short scheme-specific list on the state portal, and every item on it is proving one particular thing.

The last two entries are the ones that cost time rather than money, because a lost Class 10 result card is a genuine obstacle once the file has to reach back to Matric, and a girl who has always used a parent's account needs weeks rather than days to open and seed one in her own name. The myScheme record for the scheme runs to a longer list, so the sensible way to read the two is that ePASS names the minimum the verifying institution will insist on and myScheme names the wider set a college office may still ask for.

Applications for the state's own scholarship schemes go through HP ePASS, which the department names as the portal for "All other State & Centrally Sponsored Scholarship Schemes" while minority and disability schemes sit elsewhere (HP ePASS, frequently asked questions). That is worth knowing, because the myScheme record for this scheme links out to the National Scholarship Portal's registration page instead; for a scholarship the Directorate runs itself, its own portal is where the form lives.

Getting a login comes first and the system issues it, rather than the student choosing one. The registration form takes the Aadhaar UID or EID details, name, date of birth, both parents' names, category, and a mobile number or an email address, and the computer-generated password is sent to whichever of those two is given (HP ePASS, frequently asked questions). A number the candidate does not personally control is therefore a bad thing to register with.

The form does not have to be finished in one sitting. It saves in parts and stays editable until the submit-and-finalise step, after which nothing can be changed. What follows is offline and is where most applications stall: print the submitted form, attach the scheme documents, and hand it to the head of the institution, who verifies it online and forwards the attested copy and the verified candidate list to the Directorate.

Tracking is done from the same login. The department's own instruction is that after submission "the Student can check the status of his online application, any time, by loging in at the ePass Website, and keep a track of all progress", so the portal, not the college office, is the record of where a file has reached. For this scheme there is a second thing worth watching: the Directorate publishes the Kalpana Chawla merit lists themselves in the ePASS downloads section, filed under the scheme's initials by year (HP ePASS, downloads). A name on that list is the clearest signal available before the money moves.

Nobody scores the application. The board sends the Directorate its Post Plus Two merit list, the awards are apportioned across the study groups by each group's passing ratio, and the Directorate then publishes the outcome as separate stream-wise lists rather than one ranked file. The list posted for the March 2018 examination shows what that looks like.

Read those blocks together and they name more girls than the 2,000 the scheme text sets, so the published list is a merit list and not a count of sanctioned payments (Directorate of Higher Education, Himachal Pradesh; Kalpana Chawla Chhatervriti Yojna merit list, HP ePASS). Each row carries the candidate's name, her parents' names, her school, her district, the total marks and the percentage, so she can find her own position and read off the marks at which her stream ran out. The Directorate publishes no appeal procedure of its own for this scheme.

The scheme is online-only at the point of entry and paper-based at the point of verification, and both halves are conditions rather than conveniences. A printed copy of the submitted form has to reach the head of the institution with the scheme documents; the institution verifies online and forwards to the Directorate; government colleges inside Himachal send the verified candidate list alone. Offline applications are returned. Continuation is conditional on not failing. Beyond these, the department has not published separate terms for this scholarship.
