No annual last date is printed anywhere for this scheme. myScheme carries an opening date and leaves the closing date empty, and the working schedule arrives session by session, as a Directorate press release posted to the ePASS downloads page (myScheme, SVUCY; HP ePASS).

Those releases show the department's habits. For the 2018 session, student registration opened in early October and both the online submission deadline and the printout deadline fell on the last day of December, with institution-level and district-level verification dates notified separately afterwards (Directorate press release, 2018 session). The 2016 session shows the other habit: the portal was reopened through September for students left out of the first window (Directorate press release, 2016 session).

Treat autumn as the season to watch the portal, and treat an extension as a rescue the department sometimes grants, never as something to plan around.

Merit position is the entire test. There is no entrance exam, no interview and no income ceiling anywhere in the notification; selection reads straight off the HPBOSE matric merit list, counted within the general category only (scheme guidelines; HP ePASS).

Where you study afterwards matters less than applicants tend to assume. The scheme admits students who continue into Class 11 as well as students who join any recognized professional or technical institution, and the institution may sit within or outside the State (HP ePASS). A student with a Himachali bonafide certificate who takes admission in, say, a polytechnic outside the state keeps the claim; residence attaches to the student, not the campus.

myScheme leaves this scheme's exclusion field blank and the notification never wrote one, so nothing here is barred by name. The bars are structural. A Scheduled Caste, Scheduled Tribe or OBC student who tops the same matric list is not refused so much as routed elsewhere, to the Dr. Ambedkar Medhavi or Thakur Sen Negi award on the same portal, and a student in the third year of a course has simply outlived the award, which is capped at two successive years after matric however long the course runs (HP ePASS).

The award is written as one year plus one renewal, not as an automatic two-year grant. The second year is released only on satisfactory performance: in the 10+1 internal examination for school students, or in the first year of the course for professional and technical students (HP ePASS).

Internal examinations carry that weight because the state board did away with the separate 10+1 class examination from March 2011. The notification records that change in its own closing note and directs that the 10+2 renewal in the session that followed be made instead on the previous session's matric merit list, the same list that earned the award in the first place (scheme guidelines).

Rs 18,000 per year is the operative rate. Under the head Medha Promotion, Himachal's Budget Speech 2022-23 named five long-unrevised state scholarships, the Swami Vivekanand Utkrisht scheme among them, and lifted each to Rs 1,500 per month, which works out to Rs 18,000 per annum (Budget Speech 2022-23, ebudget.hp.nic.in).

That raise is why two figures still circulate for this scheme. The Higher Education Department notified the new rate in July 2022 and appended the order to the scheme guidelines, taking this scholarship from Rs 10,000 to Rs 18,000 a year (scheme guidelines; Budget Speech 2022-23). The scheme description on ePASS was written before that and still prints Rs 10,000 per annum (HP ePASS), while the scheme's myScheme record carries the revised figure (myScheme, SVUCY).

The benefit is cash into the student's own bank account, released for two successive years after matric, with the state awarding it to the top 2000 of each year's general-category merit list (HP ePASS).

The general-category certificate is the item to secure first. It has to be issued by an officer not below the rank of Tehsildar, and it is the one document heads of institutions are directed to scrutinise strictly during verification, so have it issued before the session's window opens rather than during it (HP ePASS).

The bank detail is the other common stumble. The Directorate's application instructions require the account number entered on the form to be linked with the student's own Aadhaar, and they accept only one account number per applicant (Directorate of Higher Education press release). The latest statement of that same account is what the form asks for, because the scholarship is paid straight into it.

Applications are online only. Himachal processes its state scholarship schemes on the HP ePASS portal of the Directorate of Higher Education; a paper form that lands on a head of institution's desk or at the DDHE office goes straight back to whoever sent it, with the instruction to fill the form on the portal and then route the printout through the proper channel (HP ePASS).

Submitting online is half the job. The portal expects a printout of the submitted form, handed over with the documents to the head of your institution. Schools within the state forward the attested forms and verified candidate lists to the district's Deputy Director of Higher Education; professional and technical institutes, and institutions outside Himachal, send theirs to the Directorate at Shimla (HP ePASS).

Checking Your Application Status

Two portals answer that question, and the printed form is what actually moves between them. Your institution verifies the form online and forwards it with its verified candidate list to the DDHE, or to the Directorate where the institution is professional, technical or outside Himachal, so the scholarship desk that is holding your printout can say how far the file has travelled before any status screen will (HP ePASS).

On the central side, the FAQ that scholarships.gov.in publishes against this scheme sets out the National Scholarship Portal route: open the Check Your Status link and submit the permanent application ID together with your date of birth (NSP FAQ for Himachal Pradesh). That ID is generated once registration completes and reaches the applicant by SMS and email; the same FAQ tells students to memorise it, because the next year's renewal is filed on that ID and a renewal candidate who registers again as a fresh applicant is rejected (NSP FAQ for Himachal Pradesh).

Merit is settled before the application exists. The Directorate ranks nobody: it takes the matric result declared by HPBOSE, Dharamshala, counts the top 2000 positions inside the general category, and pays down that list strictly on merit basis (HP ePASS).

How high the bar sits is not a matter of guesswork, because the Directorate publishes the list it pays. In the meritorious list posted to the ePASS downloads page for the March 2018 matric examination, the student at the top carried 690 marks at 98.57 per cent, while the last name on it, at rank 2000, carried 634 marks at 90.57 per cent (SVUCY merit list, HP ePASS). The band shifts with each year's paper, but it shows the scale of the contest: this is a distinction-level award rather than a top-of-state one.

Disputes have a named route rather than a committee. The notification makes the Director of Higher Education the deciding authority, with an appeal lying to the Secretary (Education) to the Government of Himachal Pradesh (scheme guidelines).

Three conditions sit above the fine print. The award runs for at most two successive years after matric even when the course runs longer; the head of each institution carries a stated duty to get eligible students' forms filled and processed in a time-bound manner; and no eligible student is to be deprived of the scholarship on account of delay in submission (scheme guidelines; HP ePASS).

The 2022 revision changed the amount and nothing else: the revising notification records that the terms and conditions issued earlier remain unchanged (scheme guidelines).

The Directorate of Higher Education, Himachal Pradesh, Shimla operates the scheme, and the Deputy Director of Higher Education of each district is the verification tier above the institution (HP ePASS). ePASS also publishes a scheme-by-scheme contact table, in which this scholarship shares a desk with the Thakur Sen Negi and Kalpana Chawla awards, and the portal asks that queries reach it by email in the first instance (ePASS contact page). For an application already submitted, the head of the institution is the first door to knock on, because that is where the printed form physically sits.
