There is no fixed annual deadline. The window opens after the board result and is announced on the department's portal, and the rules ask each administrative department to complete distribution within three months of the result being declared, a timetable the published lists show slipping (scheme rules). The list dates are the reliable public markers.

The cadence is not stable. The 2023-24 final list landed more than a year after that cycle's provisional list, while 2024-25 closed inside three weeks of the provisional list that replaced its cancelled one (online scholarship lists). A provisional list can be withdrawn outright, which is the clearest argument for treating that stage as the moment to fix a defective document rather than the moment to celebrate: the final list is not reopened.

Three conditions the myScheme record leaves scattered are stated together on the department's own college pages: the applicant must be a native of Rajasthan, her family's annual income must be under Rs 2.5 lakh, and she must have passed Class 12 in the year immediately before she applies (Government College Kaman scheme page). The marks bar is 65% for the Rajasthan board and 75% for CBSE, and the rules add the line that decides borderline cases: marks earned in a supplementary examination are not counted toward it (scheme rules, Commissionerate of College Education; Government College Kaman).

The department that will process the file depends on the applicant's category, and the college pages publish the mapping the form expects.

The last two rows are the ones that trip people. Picking Kali Bai as an MBC candidate puts the file in a queue it cannot win, and the denotified, nomadic and semi-nomadic quota is not part of the original scheme at all: the Commissionerate added it later as a separate article of the same rules, out of a state budget announcement, with its own statewide block of vehicles, its own schedule of communities down to the caste name, and a lower marks bar on both boards than the main scheme asks for (rules for girls of denotified, nomadic and semi-nomadic communities).

The myScheme record publishes no exclusion list, but the rules and the record's own eligibility text carry three bars that end real applications. A girl already given a scooty under any state government scheme, on her marks in any class, cannot be given a second one here. A year's gap between passing Class 12 and taking admission to the degree course makes the benefit not payable, whatever the marks were. And "regular student" is read strictly at both ends: she must have passed Class 12 as a regular student of a Rajasthan school and be studying as a regular student of a Rajasthan college, each certified by the head of that institution, which is what shuts out private and distance candidates (scheme rules; Government College Kaman).

The rules carve out one exception to the double-benefit bar. A girl whose earlier scooty came from the Tribal Area Development or School Education department on her Class 10 result, and who clears the bar again on her Class 12 result, is not turned away: she is paid a fixed lump sum in place of a second vehicle, and the scheme's official eligibility text states that amount (scheme rules; the department's Class 10 and Class 12 list heads).

Nothing here is annual, so no renewal form exists. The vehicle is bought, registered and handed over once, and the only obligation that runs on afterwards is the bar on selling or transferring it. A student who misses her year's list has no second attempt either, because eligibility is tied to the board result of the year just gone: the next cycle belongs to the next batch (scheme rules; Government College Kaman).

The award is the vehicle plus everything needed to put it on the road in the student's own name. The rules attach the transport and registration cost up to handover, a general insurance cover for the first year, third-party insurance running five years, two litres of petrol issued once at distribution, and a helmet (scheme rules, Commissionerate of College Education).

Two things about that award surprise families later. The scooty is registered in the student's name but cannot be sold or transferred for five years from the date of registration. And the make, engine capacity and price are not hers to choose: the nodal department procures the vehicles centrally under the state's public procurement law, which is also why distribution happens in batches rather than one file at a time (scheme rules). The record's document list and the rules' document list are not the same list, and the rules' version is the one a principal checks. It asks for the senior secondary marksheet, a certificate from the school head that she passed Class 12 as a regular student, a certificate from the college she has now joined giving the course she is enrolled in, self-attested copies of whichever certificate carries her claim, whether residence, caste, minority or backward class, a BPL card copy where that applies, the Jan Aadhaar or Aadhaar card, and, for a Divyang applicant, the certificate issued by a medical board (scheme rules; Government College Kaman).

Two of those decide most rejections. The income certificate has to be recent, and the rules refuse one older than six months. The department also publishes the income certificate format it wants, next to an affidavit format declaring that no other scooty benefit has been taken, both downloadable from the online scholarship page.

Applications run through Rajasthan's single sign-on system, not a scheme site of its own. The student logs in with her SSO ID, opens the Scholarship (CE) option and files there, or has the same form filed at an e-Mitra kiosk if she has no reliable internet access (Government College Kaman scheme page). She may file under more than one category she genuinely belongs to, but the portal is built to release a single sanction against one Aadhaar or Jan Aadhaar number, so the outcome is still one scooty (scheme rules).

Nothing moves until her college moves it. The principal checks each application against the college's own records, matching name, father's name, class and faculty, and forwards it online to the district nodal officer, who compiles the district merit list and sends it up to the Commissionerate by the date fixed for that cycle (scheme rules).

Tracking works differently here from an NSP scholarship, and that is where applicants lose the thread. There is no payment pipeline to watch, because the benefit is a vehicle rather than a bank transfer, so the status that matters is the list. The department publishes a provisional list, a revised list after corrections and then a final selection, each a separate dated PDF per department, alongside district-wise and course-wise cut-off lists (online scholarship page). Checking whether you are in means opening the PDF filed under your category's department, not watching a dashboard; the application's own processing state stays visible under the SSO login used to file it (Government College Kaman).

Nobody is interviewed and nothing outside the board result is scored. Each department ranks its own applicants district by district, and within a district the vehicles are split by faculty, so an arts candidate and a science candidate in the same district are not competing against each other and do not close at the same percentage (scheme rules).

The ranking bends in three places. One scooty in each district is held horizontally for a Divyang candidate and released back into her faculty's pool if none qualifies, a small block goes to the senior upadhyay stream at divisional rather than district level, and girls admitted to private schools under the Right to Education quota are given priority (scheme rules). Because the cut-off is built this narrowly, the department releases district-wise and course-wise cut-off lists with every final list, so a student can read the exact percentage at which her own district and stream closed in earlier cycles (cut-off lists on the department's scholarship page).

Three lines in the rules shape what the award actually is. The vehicle is registered to the student but cannot be sold or transferred for five years from registration. No applicant can claim a scooty through a court if the quota closes above her, a bar the rules state in as many words. And a Divyang student may ask for a motorised tricycle in place of the scooty, an option carried over from an existing Social Justice and Empowerment Department direction under which those tricycles were already being supplied (scheme rules, Commissionerate of College Education).

Holding another scholarship is expressly not a bar, so the scooty sits on top of any cash assistance the student already draws rather than replacing it. Implementation is reviewed at district level by the District Collector through the district education committee, which is also where a complaint about the scheme is meant to land (scheme rules).
