Junior Merit (Class - 11 To 12)(JMS-11&12)

For 2026-27 the portal opened Junior Merit applications on 10 July 2026 and lists 25 October 2026 as the last date (State Scholarship Portal scheme list).

The Directorate announces two deadlines rather than one, and students routinely notice only the first. When it opened the 2021-22 round to Class XII students who had missed their Class XI window, it gave them 08.02.2022 to 25.02.2022 to apply and gave Heads of Institution 09.02.2022 to 26.02.2022 to validate, one clear day past the student's last date (Junior Merit Scholarship guidelines 2021-22). Filing on the final evening therefore leaves a school roughly one working day to authenticate a record that is worthless without it.

Eligibility here is a filter, not a promise. The fresh application belongs to Class XI, and the Directorate keeps that year separate in its own accounting: it counts one block of awards for students studying in Class XI and a second block for Class XII on renewal, so Class XII is normally reached by holding last year's award rather than by filing for the first time (Scholarships for Higher Secondary Students, Directorate of Higher Secondary Education, Odisha). For 2026-27 the portal opens the scheme to General, SC, ST, OBC/SEBC and EBC applicants alike (State Scholarship Portal scheme list).

Domicile in Odisha is what is required, not schooling in Odisha: a student of the state studying outside it still applies online on the same portal. A CBSE or ICSE mark sheet carries no percentage at all, and the guidelines settle that with a single conversion, percentage = CGPA x 9.5, so it is the converted figure and not the grade that goes into the ranking (Junior Merit Scholarship guidelines 2021-22). Beyond that the guidelines set no category-wise quota over the ranking at all; the one split they impose is between boys and girls.

Two of the disqualifiers are procedural, and they account for most of the applications that quietly go nowhere. An application the Principal does not authenticate online is treated as invalid, and no merit list is ever drawn from it. Multiple registrations by the same student for the same category of merit are prohibited outright, and where a student has applied more than once the Principal authenticates a single record only (Junior Merit Scholarship guidelines 2021-22).

The substantive bars are narrower than students assume. A record carrying invalid documents is summarily rejected, and where a wrong entry of parental income or marks keeps a student out of the final list, the guidelines put that squarely on the applicant. The scheme also refuses to stack: anyone already drawing a scholarship for their study under any other State or Central government scheme is out, alongside students on distance learning or correspondence courses and students studying abroad.

Class XII is not a second contest for the Class XI places. The Directorate publishes the award as 10,000 scholarships for students studying in Class XI and a further 10,000 for Class XII on renewal, so an awardee moving up a year is counted in a block of their own instead of being re-ranked against the incoming cohort (Scholarships for Higher Secondary Students, Directorate of Higher Secondary Education, Odisha).

That does not make the second year automatic at the school's end. Continuation rests on the student staying in Class XII and on the institute validating the record online again, and the Directorate settles fresh and renewal cases as two separate payment categories through IOTMS inside the same cycle (Junior Merit Scholarship guidelines 2021-22). Validation also has to have happened the first time round. A student the Principal or institution never validated is excluded outright, and since the Class XII money sits in a renewal block rather than a fresh one, a Class XI record left unauthenticated costs a student both years of the award rather than one.

That rate is worth reading with its date attached, because the guidelines document most often circulated for this scheme is the one issued for 2021-22, and the rate table inside it is headed for that year alone (Junior Merit Scholarship guidelines 2021-22). The figure a current applicant should work from is the one in the Directorate's standing note on higher secondary scholarships, which carries the same rate with no year attached to it (Scholarships for Higher Secondary Students, Directorate of Higher Secondary Education, Odisha). Where the two ever diverge, the sanction order for your own cycle is the operative one.

The rate is only half of what decides whether a selected student is actually paid. The Directorate releases a Junior Merit award by direct transfer and by no other route, into an active account at a nationalised bank carrying Electronic Clearing System or core banking, standing in the applicant's name and no one else's (Junior Merit Scholarship guidelines 2021-22).

The scheme record lists the papers and names the officers who issue them. What it does not say is which of those fields the school will reopen. Before authenticating a record the Principal is asked to check the parental income, the marks secured, the bank account, the Aadhaar details, the school ID card and the residence certificate against what the student uploaded, and to rectify an error rather than send the form back (Junior Merit Scholarship guidelines 2021-22). So a document that will not survive that reading is better replaced before submission than defended afterwards.

One detail sits outside the list and catches students who reuse an old file: the income certificate the Directorate expects schools to hold is the current year's, not one carried over from an earlier admission. The portal also hosts an instruction manual the guidelines ask applicants to read before uploading anything (Junior Merit Scholarship guidelines 2021-22).

A Junior Merit application is two acts by two people, and the second one decides everything. The student registers on the State Scholarship Portal with an Aadhaar number, enters the personal, academic and bank details, and uploads the scanned documents, with Aadhaar authentication treated as mandatory precisely so the same student cannot appear twice in the pool. Paper is not an alternative here; the guidelines refuse a physical submission outright (Junior Merit Scholarship guidelines 2021-22).

The record then surfaces in the Principal's login, where an error is corrected before the record is authenticated, and the Directorate draws its merit list only from what a Principal has authenticated inside the timeline given. SAMS and non-SAMS Higher Secondary Schools work through the same screen for this.

Afterwards, two different questions have two different answers, and students routinely ask the wrong screen. Whether the record exists at all, and how far it has travelled, is what the portal's Know Your Status lookup answers against an Aadhaar or application number once a one-time password clears (State Scholarship Portal). Whether the award itself was made shows up in a different place: the round-wise selection lists are uploaded as records are processed for payment, and the sanctioned amount is then released into the student's own account (Junior Merit Scholarship guidelines 2021-22).

Once validation closes, the Directorate ranks every authenticated record by the percentage scored in the HSC examination and works down that list until the quota is exhausted (Junior Merit Scholarship guidelines 2021-22). That is the whole rule, and it is why no qualifying percentage is announced ahead of the cycle: the effective mark is wherever the last selected applicant landed, and it moves with the size and the strength of the validated pool.

Two refinements sit on top of the ranking. Where students share a percentage and there are not enough places left for all of them, the lower parental income takes preference. And the 50:50 split between boys and girls is applied across the selection, with the balance passing to the other eligible applicants when one gender does not fill its share.

A sanctioned scholarship can still be withdrawn. The guidelines name two grounds: an award obtained on false statements or fabricated documents, and a student who discontinues study, in which case the payment stops from the subsequent year (Junior Merit Scholarship guidelines 2021-22).

Responsibility for the data is split, and neither side can pass it on. The Principal or Head of Institution is personally held responsible for authenticating eligible students from the records shown in the school's login, while OCAC, through its service provider, carries the technical side of the portal and hands the validated data to the Directorate for scrutiny. Only verified online applications are considered, so an unvalidated one counts for nothing however complete it looks from the student's screen.
